Bureau of Building Codes and Standards

The Public Utilities Commission, the Department of Public Safety, and the State Planning Office are working together in accordance to a Memorandum of Understanding to develop and implement the Maine Uniform Building and Energy Code (MUBEC). This contract totals $ 502,400, over a two-year period.

The development of administrative policies and procedures related to the adoption of the MUBEC system has been accomplished and a unique conflict resolution policy has been created to compare existing and proposed regulations in conformance with statutory authority given the Technical Building Codes and Standards Board. The Board, with its Technical Advisory Groups, has established the code provisions necessary for adoption as components of the MUBEC system. Having refined the MUBEC code into a workable document, the Board then established training and certification requirements for municipal code enforcement personnel to become qualified building officials in Maine. The creation of Third-party Inspectors as a component of the MUBEC system has paralleled the building official system.

The Bureau of Building Codes and Standards, within the Department of Public Safety, has been staffed with two (2) permanent positions, a Director and an Office Specialist. An additional position, serving as a Training Coordinator, has been created within the State Planning Office. These staff members have provided the Board with technical assistance in the comparison of the codes and standards with existing state regulations.

The total funds expended to date cover:

Department of Public Safety/Bureau of Building Codes and Standards

-  Salary of Office Specialist $22,884

-  All other $35,644

State Planning Office

-  Salary of Training Coordinator $13,299

-  All Other $ 846

The remaining funds will be expended on:

-  Finalizing the regulation adoption process,

-  Selection of a training vendor,

-  Providing Building Officials with MUBEC code documents

-  Classroom training of Building Officials

-  Certification examination of Building Officials
