PATROL SQUADRON EIGHT
Commander Todd Libby, a native of Newburgh, Maine, graduated from the University of Maine in 1995 with a Bachelor of Science Degree in Biochemistry and received his commission via the Reserve Officer Training Corps. In June of 1995, CDR Libby reported to NAS Pensacola, FL to commence training as a student Naval Flight Officer and earned his NFO wings of gold in the fall of 1996 at Randolph AFB in San Antonio, TX
He reported in March 1997 to Patrol Squadron EIGHT at NAS Brunswick, Maine. During this tour, he served as the Legal, Readiness and NFO Training Officer. He completed two deployments to Sigonella, Italy supporting the NATO air campaign over Bosnia as well as one split-site deployment to Keflavik, Iceland; Roosevelt Roads, Puerto Rico; and Howard AFB, Panama. conducting Anti-Submarine Warfare in the north in addition to supporting Counter-drug operations in the south. CDR Libby qualified as a P3C Orion Instructor Tactical Coordinator and Mission Commander.
CDR Libby next reported to Commander, Fleet Air Keflavik, Iceland in September 2000. He served as the NATO Exercises Officer and qualified as a P3C Orion Weapons Tactics Instructor while earning an Arctic Service ribbon for extended Anti-Submarine Warfare operational detachments to Andoeya, Norway.
In February 2003, CDR Libby arrived onboard USS Harry S. Truman as Assistant Navigator, deployed to the Mediterranean conducting combat operations ISO Operations Enduring/Iraqi Freedom. While assigned to Truman, CDR Libby qualified as an Officer of the Deck (Underway) and received the Commander, Naval Air Forces leadership award.
In January 2005, following a second deployment onboard Truman, CDR Libby checked ino the Naval War College in Newport, Rhode Island. He graduated in March 2006 with a Master’s degree in National Security and Strategic Studies.
CDR Libby next reported to Patrol Squadron TEN for his Department Head tour, where, in February 2008, he was diagnosed and treated for a malignant brain tumor (Oligodendroglioma). He detached in September to BUPERS as the VP Placement Officer.
While assigned to BUPERS, CDR Libby screened for command and returned to the Naval War College in November 2010 while awaiting a flight waiver. In June 2011, CDR Libby received the first-ever P3 flight waiver for a brain tumor. He reported to Patrol Squadron EIGHT as Executive Officer in May 2012.
CDR Libby’s personal awards include an Air Medal (strike/flight, one award), Navy and Marine Corps Commendation Medal (three awards), the Navy and Marine Corps Achievement Medal (five awards), and the Harry S. Truman Foundation leadership excellence award in addition to various unit and service awards.
CDR Libby is married with three wonderful daughters.
