This project was posted for a 30-day public comment period fromApril 13 through May 15, 2017.

WECC distributed the notice for the posting onApril 12, 2017. The DT asked stakeholders to provide feedback on the proposed document through a standardized electronic template. WECC received no comments on this posting.

Changes in Response to Comment

No comments were received on WECC-0121C during Posting 3. No further changes were made in response to Posting 3.

Correction to Response to Comments for Posting 1

In Posting 1, the DT agreed to: 1) remove the Purchasing-Selling Entity (PSE) from the Applicability section in favor of the Balancing Authority, 2) delete WR2, and, 3) include a guidance section explaining the generic use of the term interchange software. The Posting 2 documents did not capture the removal of the PSE. Although no concerns were raised in Posting 2, the DT agreed to repost the project for comment to ensure the industry has a clear understanding of the changes made. No comments were received.

Effective Date

The proposed Effective Date for the project is immediately upon approval by the WECC Board of Directors (Board).

Justification

Because the tasks assigned in the specified Requirements should impose no new burden, the proposed Effective Date is: “The first day of the second quarter following applicable regulatory approval.”

NERC/FERC approval is not required for this project.

Action Plan

On May 19, 2017, the WECC-0121C INT-016-WECC-CRT-2 Data Submittal Drafting Team (DT) agreed to forward the project to the WECC Standards Committee (WSC) with a request for ballot.

The WSC meets on June 21. 2017.
