Notice is hereby given that the Milton Conservation Commission will hold a public meeting on Monday December 9th, 2013 at the Milton Town Office, 424 White Mountain Highway, Milton, NH 03851.

REGULAR MEETING: 6:30 PM

1)  Public Comment

2)  Review and approve the minutes of the November 12th meeting.

3)  Report on closing of Nute conservation easements on December 3rd.

·  Closing date for the easements was December 3rd at 5:30 pm at the town office. Anne and Jon Nute signed as property owners, Tom Gray and Mike Beaulieu signed the easement documents for the town and MMRG chair Art Slocum signed for MMRG as executory holder. Kim will bring to the registry.

·  The Baseline document was prepared and delivered by Darrell DeTour, and the baseline was signed and notorized by all parties. Darrell will make copies with signatures for the Nutes and MMRG.

·  Need title search documents for our files.

·  Approve and send contemporaneous substantiation letter to Jon and Anne Nute by mail and email to ensure they receive it.

4)  Follow up on finding a water/fire proof safe for our documents.

5)  Ray’s Marina property. Cynthia emailed MCC letter and BOD support letter to Alice Paxson at TD Bank stating the town’s interest in purchasing tax map 42/lot 128.

6)  Review and discuss Darrell DeTour’s progress on 4 recently submitted baseline reports. Darrell has 2 more baselines to complete: Lancey/Ward and Silver Springs. Continue to work on Darrell’s recommendations from existing and new baselines of Milton’s conservation lands. Continue work to resolve the following:

·  Lancey/Ward CE boundary marking by Berry Surveying is complete, and plan was sent to Darrell DeTour so he can complete the baseline doc.

·  Mr. Mantos regarding infringement of Ball conservation property – any further follow up?

·  Mr. Tournas regarding shed encroachment on Jones Brook Property –Charlie offered to research history of shed.

·  Review Lyman Brook letters to property owners regarding encroachments.

7)  Town Forest Project

Discussion: Town owned 41/69 (73 acres) on class 6 portion of Casey Rd. Discuss publicity campaign/mailing to garner community support and to organize a committee of Milton citizens to work on all aspects of this project. Need to put together a project file with a map and other basic information to share with community members. Defer warrant articles to 2014.

8)  Discuss and strategize a publicity campaign to secure the success of the following submitted warrant articles:

“Shall the town vote to adopt the provisions of NH RSA 36-A:4-1,Ib to authorize the Conservation Commission to use the town’s Conservation Fund for contributions to ‘qualified organizations’ for the purchase of property interests, or facilitating transactions related thereto, where the property interest is to be held by the qualified organization and the town will retain no interest in the property?”

Cynthia as per agreement at the last MCC meeting asked Kim to remove this warrant article from the ballot. “Shall the town vote to adopt the provisions of NH RSA 36-A:4-a,I(a) to authorize the conservation commission to use the town Conservation Fund to purchase interests in land outside the boundaries of our municipality, subject to the approval of the local governing body?

9)  Potential conservation projects

·  Teneriffe Mountain Rd. property.

·  41/64 (42 acres) across the river and abutting Evergreen Valley subdivision owned by Snyder Builders and is a defunct subdivision off of class 6 portion of Casey Rd.

·  41/68 owned by Mr. Lababidi.

·  Discuss: Town owned properties voted by warrant article to be placed under conservation easement: Old Ski Area and Payne/Jones Brook Park. The MCC should also look for a conservation easement holder for town owned Spaulding property.
