Introduction

Background Information on World Vision

World Vision International is a Christian, Community based and Child Focus organization. World Vision works in 100 countries around the world, serving to and partnering with all people regardless of religion, race, ethnicity, capacity, background or gender. In Albania World Vision works with children, their families and communities through ten Area Programs (APs), in Elbasan (2), Vlora, Lezha, Kurbin, Librazhd, Shkodra, Dibra, Korça and Tirana. World Vision Albania focuses its work in different sectors such as: Child Protection, Education, Youth, Faith in Development and Humanitarian Emergency Affairs.

World Vision Albania (WVA) is a child focused organization, who seeks to create and enable an environment together with local communities and partners which contributes to the well-being of children in the areas of operation all over Albania.

Program Description

Child Protection (CP) programme in Albania, under its Outcome 3 is aiming to improve the CP system through the direct participation of the most vulnerable children by making it ‘child friendly”. The programme aims at creating space for the Most Vulnerable (MV) Children to participate and Shape the CP Referral and Responding (R&R) mechanisms to be child friendly. CP Mechanisms are built to protect children (especially the most vulnerable) and to prevent them suffering any kind of abuse. Building children resilience[1] and knowledge on child rights, protection and participation are some of the main interventions of the programme in Albania.

As a host country for the Child Protection and Participation Learning Hub, WVA CP programme has worked closely with CPPLH lead to compile a guidance manual on Child Protection Referral and Responding Mechanisms to be Child Friendly. Around one year of piloting this intervention in WV Albania, Armenia, and Lebanon is being reflected in a unified guidance for other countries within and beyond WV family as unique one in its kind.

This guidance is a resource for adults and children stakeholders to jointly shape the CP R&R mechanism that fits best to MVC. A review committee, comprised by Support Offices UK and US, Global Centre CP and Child Participation experts, and Regional Advisors from other Regional Offices (all well – experienced in CP R&R processes) have been giving their feedback on the draft guidance. The experts have brought long and relevant recommendations, some of which require radical changes of the guide, and all the input for this guidance needs to be reflected and finalized.

For this purpose, WV is looking for an expert that fulfils the below criteria, to undertake the revision of the guidance, incorporate the various input from experts and interviews’ data with the CP staff etc.

Required/preferred experience and skills of the training expert/s or partner/s:

-  Very good knowledge of Child Rights and Protection Situation in Albania and other countries in the Region

-  Experience in developing CPP related guidance and manuals. (Please provide evidence/sample/links in your application)

-  Expertise and ability to translate the feedback from different levels of organisation into guidance components

-  Extended expertise and direct experience in the area of CP and specifically in the CP R&R mechanism;

-  Excellent knowledge of the existing CP R&R mechanism at least in one of the countries where the guidance has been tested; Knowledge of the CP system in more than one country of the CPPLH regions is preferred

-  The expert needs to have very good English writing and report skills;

-  Very good critical and analytical skills

Responsibilities of the Contracted Expert/Partner

-  The expert should provide a detailed working plan on the revision of the guidance manual spread in time in order to meet the deadline with quality. This plan will be consulted and agreed upon World Vision’s plan.

-  Review the literature, the guidance manual and all feedback provided from National Offices psecilists, Regional and Global center experts.

-  Reflect all the feedback provided in the guidance manual

-  Consult throughout all the process with WVA and CPPLH technical staff.

Time frame:

This assignment needs to be finalized by 30 of June 2015

Notes related to World Vision Albania Child Protection Policy:

All people working for World Vision Albania, or visiting its programmes are obliged to sign its Child Protection Policy and Behaviour Protocols. This policy aims to create a child-safe organizational environment and is based on the principles of the UN CRC and its protocols.

Principles of child protection involve briefly but are not limited to:

-  Treat children with respect and dignity

-  Listen to children views and opinions

-  Inform children parents/legal guardian/s and take a written consent before any interaction with children (this involves special written permission when it comes to photographs)

-  Be sensitive to the child age and maturity, cultural background and local social and family norms and respect them

-  Dress in culturally appropriate way.

-  Always be in the company of another adult (preferably parent/legal guardian or teacher) when meeting a child

-  All visitors to WVA projects must be in accompany of WVA’s staff.

-  Do not abuse with children (sexual, emotional, psychological and physical abuse).

*Please note that World Vision Albania WV personnel and visitors are expected to report any suspicions of child abuse to the National Director immediately. WV has policy and procedures that respond to accusations, which allows for a process that respects all involved. World Vision Albania holds the position that adults are always responsible for their behaviour with a child, even if a child is acting seductively.
