Minutes of the Meeting held on 13th September having been previously circulated were approved by Council and signed by the Chairman.

RESOLVED: To publish notice regarding potential future of the building.

17-072.1 Parish Council Vacancy: Parish Council Vacancy – Rebecca Sheddon has written letter in application for the post.
RESOLVED: To accept Rebecca Sheddon’s offer and to write letter to invite her onto the PC.
17-118 / Public Forum
No members of the public reported to the Parish Council.
17-119 / County Councillor’s Report
Cllr Patmore reported Allerton Park (Harrogate District) is now accepting waste on a test basis since August. A sugar beet factory may be built nearby on land sold by NYCC and now privately owned.
The proposed A59 Green Hammerton development of almost 3000 houses is being pushed forward.
Former consultation on public footpaths – no action or commitment to action has been made following the closing of this consultation.
17-120 / District Councillor’s Report
Cllr Rooke reported on the development of the former prison site at Northallerton - a visit to similar site was made to see the development there; the Clls were very impressed. Although the format will be similar the final plan has not been decided on.
Planning department in Hambleton – planning fees to go up in April and must be spent in within the department, with the aim of improving the services and recruiting more new planners.
17-121 / Clerk’s Report and Financial Matters
17-121.1 To approve payment of the following accounts:
  • Gross Salaries September 2017: £268 (SO)
  • Clerks Q2 expenses: £68.05 – this payment will be made in November due to no cheques being left.
  • Yorkshire Water bill - £23.77
17-121.2Receipt of half of precept: £3289.50

17-123.1 Shipton bypass – nothing to report

17-124 Shipton CC Fence – to be re-addressed when M Danter returns who has dealt with this previously.
17-125 / Correspondence
The Clerk reported that the following correspondence had been received and circulated to Cllrs:
  • 17-125.1 Phone call from Mr Bannerman of the Airfields of Britain Conservation Trust regarding May email - to reply to him and express our interest.
  • 17-125.2 Response re Framfield House received
  • 17-125.3 Came & Co – Policy wording: to be resent
  • 17-125.4 Notice of Hambleton Parish Liaison Meeting, 16/11/17 given
  • 17-125.5 Alleged breach of planning controlby Wernersoutlined – issue reported as having been addressed

17-126 / Community Centre
Reported that the next meeting of Committee to be held in January; fires risk assessment have been undertaken and that play equipment in yard is now gone.
17-127 / Recreation Field & Allotments
17-127.1 Invoice from Kennedy Garden Centre received.
17-127.2 Update on field gate and lock–4 keys to be cut: one to remain in Community Centre; Sheddon’s have one; 1 for keyholder to remain in Pub; 1 for Deans. 2 needing to be to be cut.

The Chair confirmed a wreath has been ordered for Remembrance Day.
It has been noted that illegal signs have been put in at entrance to industrial site
Bench outside of Methodist Church – to clarify ownership.

The Chair thanked everyone for their attendance and closed the meeting at 8.45.
