Not a lot to report this month but I thought parish councils might like to have information about England’s Economic Heartland.
Funding boost for England’s Economic Heartland as region starts shaping future transport priorities
Transport Minister Andrew Jones MP has announced £625,000 of government funding for England’s Economic Heartland As a word of explanation the economic heartland has developed a scale of economic success across our region. This success brings pressure on strategic infrastructure, not just transport but also digital and utilities. So is it good know this success has been recognised by central government.
England’s Economic Heartland Strategic Alliance brings together the nine Councils with transport responsibilities- Oxfordshire, Buckinghamshire, Northamptonshire, Milton Keynes, Central Bedfordshire, Bedford Borough, Luton Borough, Cambridgeshire and Peterborough City, together with the three Local Enterprise Partnerships(LEPs) - Oxfordshire, Buckinghamshire Thames Valley, and South East Midlands.
The Strategic Transport Forum is a partnership established by the partners to provide leadership on strategic transport issues across England’s Economic Heartland. It brings together:

- Cllr Jones gave an update on the preparations for the next edition of Park News.
- Cllr Looker asked for an update on the bus stop removal. This will be carried out once the roads are tarmacked.

- Developer Updates
To receive any updates from the Developers regarding adoption or maintenance
The roads are currently being tarmacked by the developers.
- Transfer of Open Spaces
To receive any updates on the transfer of open spaces via Developer/AVDC to BPPC
Taylor Wimpey South Midland has offered a piece of land (near to the pond) to the parish council. TW are currently using this piece of land as a works depot. The land will be transferred to the parish council who will use it for additional vehicle parking for residents.
- Traffic Survey
To receive a report on the commissioning of a Bucks County Council Traffic Survey.
No update received.
- MVAS Installation
To receive a report on the installation of the MVAS Unit.
The MVAS unit has been paid for and we await delivery and installation.
- Finances and Orders for Payment
RESOLVED: To agree and authorise the following orders and retrospective orders forpayment:
- SWARCOMVAS Unit£3,072.54
RESOLVED: To receive and agree the Councils Financial statements, income / expenditure report as at 31st March, 2017 presented by the Finance Officer.
MKBALC
Councillors queried the invoice from MKBALC and asked the Clerk to explain what MKBALC is and how it engages with Buckingham Park Parish Council. The Clerk explained the remit of MKBALC and how it operates, linking with NALC. He also drew theior attention to the letter from Cllr Paul Harvey (Chairman of the Executive Board of MKBALC), which they noted and discussed the content of the letter as well as the services provided by MKBALC.
Parish councillors considered the merits of being associated with MKBALC but could not justify the annual subscription fee as they considered they had not engaged with MKBALC ovber the last 12 months or previous years and therefore could not see any positive reason why they should pay a subscription fee to an organisation they did not engage with.
RESOLVED: Unanimously, that the Clerk inform MKBALC that Buckingham Park Parish Council does not wish to be a member of or subscribe to MKBALC.
- Planning Applications
To receive, comment and to either object, support or oppose the following planning
Applications. To consider late applications presented by the Clerk.
All applications are sent to councillors electronically and cllrs should look at the AVDC website for details of all applications prior to decision at parish council meeting.

There being no further business of the Council, the Chairman closed the meeting at 8.45pm
