1、Shanghai Held "Protect World Expo's IPR Initiative" Seminar

Recently, Office of the United Conference of Shanghai IP Administration held a seminar on "Protect World Expo IPR Initiative", discussing Expo IPR's publicity and protection. Office of the United Conference of Shanghai IP Administration made the advertisement on welcoming Expo, improving environment, respecting IPR, which was going to be released on Shanghai Eastern Pearl Mobile TV station and other media. It also coordinated and organized IP promotion program which went with the 100 celebration shows which aim to welcome World Expo. It planed to set up "Expo IPR" column on IP Administration website. At the same time, during the action of initiative, Office of the United Conference would organize discussion session on difficult issues regarding law enforcement, purpose resolution and launch joint supervision and audit project.

2、Shanghai: World Expo Rules

Shanghai prosecutors are promoting measures to bolster intellectual property (IP) protection for Shanghai World Expo organizers and participants. Expo cases will be treated under a specific framework, according to the new document issued by prosecutors. Prosecutors are required to immediately investigate criminal cases, and said that aggravated crimes such as sabotaging Expo complexes will be aggressively prosecuted. Corruption and other potential criminal acts affecting the preparation and operation of the Expo are also priorities, prosecutors said.

3.Shanghai Luwan Unfolded Special Law Enforcement Action to Welcome Expo

On October 19th 2009, Shanghai Luwan IP joint conference office integrated regional law enforcement power and organized a special law enforcement action titled "Protect Intellectual Property Right, Welcome a Wonderful Expo". The action focused on Expo park's neighborhood area, including Stamps, Coins and Cards Market of Lugong, Xintiandi Shopping Center, and main traffic arteries around Expo parks. Law enforces paid special attention to investigate and punish infringement of the Expo symbol, licensed products and other infringement activities. The officials ordered one shop that was still on its way to get the license to sell Expo products immediately stop the sales and put the products off the counter. During the law enforcing process, officials made a special effort to publicize Expo's IPR protection system, especially the management of the Expo symbol. It was said that according to the "Luwan Expo IPR protection Special Action Plan",Luwan IP joint conference office would launch a joint law enforcement action every other month between this September to the end of the Expo.

4.Expo IPR performances start

An Expo intellectual property rights promotion performance was held on November 15th 2009 at Huamu community culture center in Pudong on Sunday to mark the start of a tour of such performances around Shanghai’s districts. Ma Chunlei, deputy director of the Publicity Department of Chinese Communist Party’s Shanghai Committee and head of the Office of the Spiritual Civilization Steering Committee of the CPC Shanghai Committee, announces the start of the performance tour. Lu Guoqiang, secretary-general of Shanghai Intellectual Property Rights Joint Conference and director general of Shanghai Intellectual Property Administration introduces the audience to the development of Shanghai’s intellectual property rights protection and called on people to protect intellectual property rights. Distinguished guests hand out Expo intellectual property rights promotion material to resident representatives. Wu Yunfei, counselor of the Bureau of Shanghai World Expo Coordination, and other distinguished guests at the ceremony hand out Expo intellectual property rights promotion material to resident representatives. This performance was by Shanghai People’s Armed Police Corps and Shanghai Performing Arts Workers’ Union, who will also give more than 100 performances in districts around Shanghai.

5、Expo IPR Training Held

An Expo intellectual property rights training class for provincial-level officials at the Administration for Industry & Commerce was held at China Executive Leadership Academy Pudong on Saturday. Lecturers included Huang Jianzhi, deputy director general of the Bureau of Shanghai World Expo Coordination, leaders of the State Administration's Bureau for Registration of Foreign-Invested Enterprises, and representatives from the Trademark Office, Department of Advertising Regulation and Antimonopoly and Anti-Unfair Competition Enforcement Bureau. Lecturers also include heads of the legal department for the Beijing Olympic organization committee and heads of legal department with the Bureau of Shanghai World Expo Coordination.

Huang outlined details of the Expo 2010 site planning, participation affairs, events and forums, communication and promotions, market exploration and operation preparations during the class. He stressed that Expo 2010's innovation urgently needs effective intellectual property rights protection.

6.Shanghai: Expo IPR Show

A World Exposition intellectual property rights protection exhibition was unveiled in downtown Shanghai, showcasing the efforts of the Chinese government and Expo organizers to protect Expo emblems. The exhibition which coincide with the fifth anniversary of the enactment of the regulation for Expo emblem intellectual property rights protection, took place this month at the Expo Exhibition Center in Shanghai. According to the regulation, no one can use the World Expo emblems for any commercial purposes without the authorization of the rights holders. Huang Jianzhi, deputy director-general of the Bureau of Shanghai World Expo Coordination, said the exhibition helped increase public awareness about the importance of Expo IPR protections. Training courses on Expo emblem protection were held last month by the State Administration for Industry and Commerce, according to Xu Feng, deputy director of the Shanghai Administration for Industry and Commerce. The Bureau of Shanghai World Expo Coordination has registered 61 Expo emblems at the state administration since the regulation became effective. The bureau has received 279 applications to use Expo emblems and approved 249. The bureau also has uncovered 175 IPR violations of Expo emblem copyrights.

7.Expo IPR protection attracts huge crowds

A 10-day World Exposition intellectual property rights protection exhibition has proven its popularity as it has drawn about 20,000 visitors to the Expo Exhibition Center in downtown Shanghai. The exhibition, which ended on December 10, put on display the efforts of the Chinese Government and Expo organizer to protect Expo emblems. It coincided with the fifth anniversary of the enactment of the regulation protecting Expo emblems' intellectual property rights. According to the regulation, no one may use the World Expo emblems for any commercial purposes without the authorization of the rights holders.

8.Shanghai investigates infringing behaviors among Expo Shanghai 2010

In order to implement "Plan for Special Action on IP Protect of Expo Shanghai 2010" and boost the IP protection work, Shanghai Municipal IP Joint Meeting Office carried out the law enforcement and inspection activity for Expo Shanghai 2010. Shanghai Municipal Intellectual Property Office, Municipal Urban Administration Law Enforcement Bureau and Bureau of Security carried out joint law enforcement and inspection on infringing behaviors among Expo Shanghai 2010 in NanJing Road Street and Orient Pearl. The departments will put emphasis on market rectification and strive to create favorable IP protection environment for Expo Shanghai 2010.

9、Shanghai: Rising Expo infringement cases

With the Shanghai Expo approaching, protecting the IP rights of exhibitors is the key to ensuring a successful event, according to organizers. The city's IP protection will have a direct bearing on China's image and investment environment, said Lu Guoqiang, director of the Municipal Intellectual Property Office. Since 2005, local authorities have undertaken more than 180 World Expo research projects and applied for 289 patents. "But the patent number is not very satisfactory", Lu said. "To ensure intellectual property protection for exhibitors, we recommend that the State Intellectual Property Office set up a streamlined process for World Expo projects to speed up review and authorization." By the end of 2009, authorities dealt with 196 infringement cases, 75 percent of them last year, more than five times the number of 2008. "There will probably be more infringements this year," said Qiu Yichuan, assistant secretary for Ministry of Justice at Shanghai World Expo Bureau.

10.Shanghai Expo IPR Protection Campaign Launchs

A 10-month campaign to protect Shanghai Expo IPR will be launched in February, according to SIPO. With the opening ceremony of Shanghai EXPO approaching, IPR protection is in the key period. Aiming to foster a favorable environment for Shanghai Expo IPR protection, the campaign will be coordinated and deployed at the national level. The Shanghai Expo IPR protection is a time-consuming and difficult law enforcement task, demanding concerted efforts from multi-administrations, said an official from SIPO. The campaign is jointly carried out by SIPO, Ministry of Public Security, General Administration of Customs, State Administration for Industry and Commerce, National Copyright Administration, Supreme Procurator General, China Council for the Promotion of International Trade and State Council Information Office.
