95.34 -- Missing Persons

Preamble: This policy was created in 2011 to comply with the Jeanne Clery Act which requires the university to disclose the policy on reporting a missing student, how students can designate an emergency contact person and how the emergency contact information will be used.

A. Definition:

A-1: Missing Person: aA student residing in on-campus housing who is reported missing.

B. Policy:

B-1: If a student who lives in on-campus student housing is determined to have been missing for 24 hours, you have 24 hours after receiving the report in which to initiate specific notification procedures. Notification procedures may begin sooner if the University determines that the student is missing.

B-2: If a member of the University community has reason to believe that a student who resides in on-campus housing is missing, notify Campus Security at their 24/7 number at (208) 874-7550.

C. Procedure:

C-1: Campus Security will contact the Director of Emergency Management and Security Services or designee. The Director of Housing and Dean of Students Office will also be contacted.

C-2: The Moscow Police Department (MPD) will be informed within 24 hours and will be provided with the student’s emergency contact information. If the missing student did not designate an emergency contact person through VandalWeb, a missing student report will still be made to MPD.

C-3: The Dean of Students Office will attempt to notify the student’s emergency contact(s) within 24 hours of determining that the student is missing. If the missing student is under the age of 18 and is not an emancipated individual, the DOS Office will notify the student’s parents or legal guardian immediately after it has been determined that the student has been missing for 24 hours.

A. Policy.

A-1. If a member of the University community has reason to believe that a student who resides in on-campus housing is missing, he or she should immediately notify University Security at their 24-hour number: (208) 874-7550.

A-2. University Security will contact the Director of Emergency Management and Security Services (Director) or designee, who will immediately initiate an investigation. The Director will contact University Housing and immediately contact the Dean of Students (DOS) Office to coordinate the investigation.

A-3. If after investigating a missing person report the Director determines that the student has been missing for 24 hours, the Director will:

a)notify the Moscow Police Department (MPD) within 24 hours, and

b)provide MPD with the student’s emergency contact information.

If the Director determines that suspicious circumstances exist, or all efforts to locate the student have failed, the Director may contact MPD sooner.

A-4. The DOS will notify the student’s emergency contact(s) within 24 hours of determining that the student is missing. DOS will contact all emergency contact persons until all have been contacted or until the missing student has been contacted and document in writing all attempts to contact each emergency contact person.

A-5. If the missing student is under the age of 18 and is not an emancipated individual, the DOS will notify the student’s parent or legal guardian immediately after the investigation has determined that the student has been missing for 24 hours.

A-6. The emergency contact person’s information will be confidential and accessible only by University personnel with Banner student module access until the student has been reported missing.

A-7. If the missing student did not designate an emergency contact person, a missing student report will still be made to MPD.

B. Designating or Changing Emergency Contacts.

B-1. Students will be notified of the option to designate an emergency contact person when moving into University Housing.

B-2. Students can designate, update or change emergency contact person information by logging into their VandalWeb account at selecting the Personal Information/Address Menu, and then the Update Emergency Contacts option.

B-3. This missing person policy will be published annually in the Annual Security and Fire Safety Report and will be included on the University Housing rental application.
