Chapter 6150 – classification, pay, uniforms

6151.04 - Responsibility.

Classification authority for General Schedule positions through GS-11, and all Federal Wage System positions, can be delegated to specific individuals on National Forests. (FSM 6109.1, R-3 Supp.) Individuals granted classification authority must comply with the procedures and limitations contained in chapters 511 and 532 of Federal Personnel Manual and Department Personnel Manual (FSH 6109.41).

Certain types of positions, because of their unusual nature, can present classification problems. The following positions should receive Regional Office pre-classification approval:

1. GS-7 and above clerical and administrative positions classifiable in Series 301, 303, 318, or 1101 (GS-318-7 level positions must be classified by the Regional Office).

2. Positions that classify above or below grade levels covered by published standards, are controversial or establish a precedent.

3. Positions in new or emerging programs.

Any doubt as to the status of a proposed position should be referred to the Regional Office Classification and Pay Administration Group.

6159.03 - Policy.

The complete uniform shall be worn on occasions described in 6159.02. Line Officers may waive the requirement to wear the uniform for situations listed in 6159.03b. The uniform shall not be worn together with civilian clothing except as allowed in 6159.15.

6159.03a – Who Is Required To Own and Wear the Uniform.

Positions listed in this supplement are required to own and wear the uniform designated to comply with our policy of maintaining a consistency of own and use throughout the Region.

Forest Supervisors may designate in a Forest supplement to FSM 6150 other positions along with the uniform(s) required. The designation must be consistent with uniform own and use objectives listed in 6159.02.

Submit deviations from the Regional policy to the Regional Forester and include a justification statement signed by the Staff Director/Forest Supervisor stating the reason for the deviation.

Unit Approving Officer. The following are authorized to approve Uniform Authorization, form FS-6100-36.

1. Deputy Regional Foresters for Directors in their functional areas.

2. Staff Directors, their employees.

3. Forest Supervisors may delegate this authority.

6159.06 - Type of Uniform and When to Wear.

1. Forest Service Trail Shorts. May be worn with field uniform at the discretion of the unit line officer.

2. Rain Coats. No allowance is provided, however rain coats may be worn with dress and field uniforms.

6159.16a - Bronze Badge.

The badge, when authorized may be worn on Nomex fire shirt during fire assignment duties to meet objectives listed in 6159.02.

The uniform nameplate may be worn with civilian clothing.

Badges for Regional Office uniformed employees are issued by Human Resources (HR) and shall be returned to HR when terminating Regional Office employment or when the uniform is no longer authorized.
