The meeting was called to order at 8:05 PM

STATEMENT by Presiding Officer: Adequate notice of this meeting was given

by posting a copy on the Township Bulletin Board and sending a copy to the Township Clerk, Echoes Sentinel and Courier News as required by the Open Public Meetings Act. All Commissioners are duly appointed volunteers working for the Township of Warren. We plan to adjourn by 10 PM.

The WEC would like to send a note to Eastern States and the Planning Board that since the property and construction is on higher ground everything runs off to the wetlands. They recommend a buffer (plants) using grasses and plants before it hits the wetlands.

-  Township of Long Hill Environmental Commission minutes dated August 15, 2011, September 19, 2011, October 17, 2011, November 21, 2011 and December 19, 2011; Bernards Township Environmental Commission minutes dated November 14, 2011.

III. Other Correspondence:

The Commissioners received ordinance books. They also received information from ANJEC regarding Sustainable Land Use Planning Grants for Municipalities. A letter was sent regarding community forestry management and shade trees.

Discussion:

Laura Mandell provided information from the Green Team about their certification to Sustainable NJ, which is good for three years. The benefits to the town include available grants. Laura gave the WEC a copy of Resoultion No. 2011-225 regarding Amending and Adopting Sustainable New Jersey Land Use Pledge. Jack Henschel thanked Laura Mandell for all her work and support with this project. They spoke about Allison Winter’s work with Community Asset mapping. The Green Team has brochures on anti-idling available. Green Brook will also use this brochure. The next Green Team projects are the Green Movie night and the spring green fair.

Phil Lobo spoke of the inventory. There have been some problems and they are behind schedule. The demand on the person who handles maps is very high. Phil asked people to bring their write-ups by the next meeting or send them to Katrina De la Cruz to include.

Liaison Marion spoke to the WEC about what the Township Committee would like the WEC to do such as finding contaminated sites and distressed sites. They spoke how the Green Team and the WEC support each other on similar issues.

For upcoming projects, Laura Mandell spoke about the WEC possibly putting together a checklist for construction such as options on what to do, what types of plants are available. Phil Lobo spoke about a handbook for the WEC which has a list of projects done over the years.

Phil Lobo spoke about the Passaic River Coalition and gave an update on what they are working on. They would like someone from WEC to attend meetings.

The WEC meeting on February 14, 2012 will be cancelled due to lack of quorum.

Katrina De la Cruz will check with ANJEC about the workshop program and the 2012 invoice for membership.

A WEC Secretary will be elected at the next meeting. If you are interested, please let Jack Henschel or Phil Lobo know. Phil Lobo was nominated and approved to act as Vice Chair again.

Laura Mandell has invited WEC to be guests of the Green Team at their meeting on February 7, 2012.

Joan Schiller would like to speak to WEC for 30 minutes on Sustainability. A date will be picked.

Bernards Township would like to split the cost of a workshop on Effective Environmental Communication and Site Plans Resources on March 12, 2012. Jack Henschel will send information to the WEC.

The Warren Environmental Commission discussed this at their February 1, 2012 meeting. They discussed the steep slopes and wanted more information on the guidelines for detention basins. They realized that this may have already occurred since this is the memo is dated October, 2011.

The Warren Environmental Commission discussed this at their February 1, 2012 meeting. They discussed the percentage of land coverage and changing the amount of parking. The amount of parking is not shown in the proposal. If they include nonporous pavement, they can plant more medians in the parking lot.
