Taking up Appointment / The successful candidate is required to take up duty as soon as possible.
Location of Post / This is an appointment on a Type A basis under the Consultants’ Contract 2008 by the Health Service Executive to be based at the Midland Regional Hospital, Portlaoise (39 hours per week).

Details of Service / The existing service at MidlandRegionalHospital, Portlaoise has had consultant services of 28 hours per week for some time, provided by two consultants travelling from Tullamore, each with a 24/15 hour split commitment between Tullamore and Portlaoise. The service at Portlaoise is open 24/7, staffed by NCHDs in Emergency Medicine from 8am to 12 midnight and covered by in-house medical and surgical teams from midnight to 8am.
Reporting Relationship / Reporting to the General Manager/Hospital Manager (or other employing institution) through his/her Clinical Director. The Regional Director of Performance and Integration may require the Consultant to report to him/her from time to time.
Purpose of the Post / This post will function within the Emergency Medicine regional team providing services at Portlaoise and Tullamore. The post-holder will contribute fully to the functioning of the Emergency Medicine department in all matters including patient care, governance, teaching, resource management and other issues. The Emergency Medicine Consultant will be responsible for the quality of the delivery of the Emergency Medicine service in the hospital to which he/she is assigned. The Emergency Medicine Consultant will also be responsible for ensuring the highest quality response from the service and will function as an integral part of the multi-disciplinary emergency medicine team in clinical and administrative matters, including clinical audit.
Principal Duties and Responsibilities / The person appointed shall perform the following duties appropriate to the office.
To undertake and participate in the development of all duties and functions pertinent to the areas of professional competence of a Consultant in Emergency Medicine as set out in the Clinical Directorate Service Plan and in line with policies as specified by the Employer.
  1. Core Clinical Care:
  2. Clinical management and direction of the Emergency Department, in conjunction with other Consultant in Emergency Medicine colleagues. The precise division of responsibilities between the Consultants in Emergency Medicine will be agreed between the Consultant, the Clinical Director and the CEO/GM or their appropriate delegate. These responsibilities will be reviewed on an annual basis.
  3. Responsibility for the development and oversight of systems of care for all Emergency Medicine patients attending the Emergency Department and linked Emergency Care Network (ECN) units. This may be delivered personally or by supervision of other clinical staff.
  4. To undertake essential supporting duties for clinical care including, inter alia, risk management, critical incident investigation and oversight of rosters.
  5. To ensure that duties and functions are undertaken in a manner that minimizes delays for patients and possible disruption of services.
  6. Undertake Child Protection duties associated with the role of Consultant in Emergency Medicine and services provided at the hospital. The Consultant in Emergency Medicine will play a lead role in ensuring systems are in place for the care of other at-risk or vulnerable Emergency Department patient groups.
  7. Ongoing participation in Major Incident Planning for the Emergency Department and the hospital.
  8. Participate in Major Incident and structured Pre-hospital responses outside the hospital as appropriate to one’s professional competency and skills in this area.
  1. Staff Supervision and Training:
  1. The selection, supervision and training of Non-Consultant Hospital Doctors (NCHDs) and the allocation of duties to them.
  2. Contribute to the provision of structured training and situational learning opportunities for NCHDs on recognised training programmes and support the clinical and professional development of medical staff in the Emergency Department.
  3. Provide training and clinical support, if requested, to non-medical clinical staff in the ED and ECN, including Advanced Nurse Practitioners, nurses and other healthcare providers.
  4. The supervision of students in medical, nursing and allied health professions assigned to the Emergency Department.
  1. Academic Duties:
  1. Active participation in Emergency Department and hospital educational activities and the development of training and education in emergency care in the hospital and ECN.
  2. Involvement in research activities as appropriate to a Consultant in Emergency Medicine post in the hospital.
  3. A willingness to develop special interest aspects of Emergency Medicine as appropriate to one’s competencies, the Emergency Department and the hospital.
  1. Clinical Governance:
  1. To formally review the execution of the Clinical Directorate Service Plan with the Clinical Director / Employer periodically. The Clinical Directorate Service Plan shall be reviewed periodically at the request of the Consultant or Clinical Director / Employer. The Consultant may initially seek internal review of the determinations of the Clinical Director regarding the Service Plan.
  2. To participate in the Clinical Directorate structure. The Consultant shall receive training and support to enable him/her to participate fully in such structures.
  3. To meet on a specified basis and as required with the Clinical Director to confirm, review and develop an agreed job plan for the post, that addresses the needs of the service and conforms to the terms and conditions of the Consultant Contract.
  4. Contribute to clinical governance and clinical operations improvement activities in the Emergency Department and for the ECN to which the Emergency Department contributes.
  5. Participate in the collection, analysis and the reporting of data necessary for quality assurance activities in the Emergency Department and for other hospital and ECN services.
  6. Engage in clinical audit activity and provide leadership in multidisciplinary clinical audit in the Emergency Department.
  1. Promote effective team working within the Emergency Department and the ECN.
  2. Ensuring optimal communication with all medical, management and support services in the hospital, with General Practitioners, Community Care Services and with external agencies relevant to emergency care.
  3. Attendance at management and service development meetings at departmental, hospital, ECN, regional or national meeting of strategic importance to the department or hospital. This may include participation in other professional and administrative groups as appropriate to the role of Consultant in Emergency Medicine.
  4. Participation in the selection of staff involved in service provision the Emergency Department.
  1. Actively engage in Continuing Professional Development and comply with Professional Competence Assurance requirements.

Eligibility Criteria
Qualifications and/ or experience, / A candidate must, on the latest date for receiving completed application forms for the office:-
(a) Possess full registration as a specialist in the Specialist Division of the Register of Medical Practitioners maintained by the Medical Council in Ireland in the specialty of Emergency Medicine.
Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Character
Each candidate for and any person holding the office must be of good character
Age
Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age.
Other requirements specific to the post / The successful candidate may be asked to attend meetings or services in outlying areas and therefore will need to be in possession of a clean driving licence and/or have access to transport.

Consultant in Emergency Medicine – Temporary Fixed Term 6 Month Contract – Subject to review

Tenure / The appointment is whole-time, temporary and pensionable. .
Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004.
Remuneration / The Salary scale for the post is:
Contract Type A salary as per new Consultant Contract, 2008.
Working Week / The standard working week applying to the post is: 39 hours
Annual Leave / The annual leave associated with the post is: 30 days pro rata
Study Leave / The Employer may grant leave with pay for:
  1. Continuing education or attendance at clinical meetings of societies appropriate to the Consultant’s specialty of not more than seven days in any one year excluding travel time.
  2. Attendance at courses, conferences, etc. approved by the Minister for Health and Children and which the Employer is satisfied are relevant to the work on which the Consultant is engaged.
  3. World Health Organisation or Council of Europe Fellowships.

The Health Service Executive

The Health Service Executive (HSE) came into operation on the 1st January 2005 following the enactment of the Health Act, 2004. The Act established the Health Service Executive and provided for the dissolution of the Health Boards, the Eastern Region Health Authority (ERHA) and other agencies.

With effect from the 1st April 2005 recruitment for appointments to positions in the HSE is subject to the provisions of the Public Service Management (Recruitment and Appointments) Act, 2004 (the Act) and is regulated by the Commission for Public Service Appointments (CPSA)

Code of Practice: Appointments to positions in the Health Service Executive, apart from those positions which are subject to the Local Authorities (Officers and Employees) Act 1926, are subject to the Codes of Practice published by the CPSA. Appointments in the HSE are governed by Code of PracticeforAppointment to Positions in the Civil Service and Public Service, Code of Practice for Emergency Short-Term Appointments to positions in the Health Service Executive and Code of Practice Appointment of Persons with a Disability in the Civil Service and Certain Public Bodies. The Codes of Practice set out how the core principles of probity, merit, equity and fairness, the need to ensure that candidates are selected on the basis of merit, and the implementation of best practice might be applied on a principle basis.

Obligations Placed on Candidates who Participate in The Recruitment Process

The Act makes very specific provisions in relation to the responsibilities placed on candidates who participate in recruitment campaigns and these are detailed in Section 5 of the Code of Practice. These obligations are as follows:
