MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE COUNCIL CHAMBER ON MONDAY 10 OCTOBER 2016

Public Session

Mr M Darnell spoke of his concerns regarding the transfer of responsibility for the issue of prescriptions to patients between hospitals and the Beacon medical practice Centre. The non-cooperation between the two organisations was impacting on patient care.

Mr G Poulter, Cllr E Gasson and Cllr Mrs A Wormald also expressed their concerns.

The Chairman of the Council replied that the Patient Participation Group for the Beacon Medical Centre is in dialogue with the Practice and it is hoped that the matter will be resolved in the very near future.

Mr G Poulter gave an update on the activities of the Skegness Hospital Watch and the need for more people to become involved. He also wished it to be noted that the Elms Caravan Park, Addlethorpe had recently raised £2026 and Vincent’s Restaurant, Ingoldmells £1487 for the Hospital Watch and some of this money had been allocated for the purchase of a Bariatric Scale for wheelchairs. He continued that he was now looking into a recently read article on a cure for Chronic Pulmonary Disease as many living in the area were victims of this illness.

Mr J Sergeant complained over his previous attendance at a Council Meeting some 2 years earlier where he felt there had been hostility and a lack of respect towards him by some Members of the Council still sitting. The Chairman apologised to Mr Sergeant on behalf of the Council if he had felt that way, it certainly isn’t the intention of the Council to make anyone feel uncomfortable and reassured him that he would be welcomed to attend any future meeting of the Council.

Councillor Mrs J Ellis expressed her disappointment with the condition of the war memorial, particularly with regard to the wearing away of those names cut into its base. The Clerk replied that there was a long and drawn out process in obtaining a faculty from the Diocese of Lincoln, which was still outstanding. The memorial was cleaned in 2014 in accordance with advice given by the Conservation Officer for East Lindsey District Council but further work planned to re-cut and re-stain the names had been stopped by the Diocese owing to permissions. Cllr E Gasson who has connection with the Diocese is to follow the matter up.

Before the Council meeting was opened the Chairman reminded all present of the procedure for evacuating the building in the event of an emergency and on the use of mobile phones.

The list of accounts now shown on page 3580 to these minutes are approved as submitted

5. TO RECEIVE A FINANCIAL UPDATE AS AT THE 30 SEPTEMBER 2016 ON INCOME AND EXPENDITURE AGAINST AGREED BUDGETS

Cllr Mrs P Chapman proposed that the update be approved. Seconded by Cllr Mrs J Hardy – RESOLVED UNANIMOUSLY

6. TO RECEIVE FEEDBACK FROM COUNCILLORS WHO SERVE UPON OUTSIDE BODIES

Cllr Mrs J Ellis gave an overview of the meeting held with Anglian Water at the Royal Arthur Centre on the 19 September 2016 regarding the problem with sewage odour, which had been very disappointing and unproductive. Cllr Mrs Ellis is to call a meeting of the liaison group local members to discuss future strategies and suggested that posters be placed around the village giving direction to the public on how to report outside smells of sewerage.

Cllr Mrs Ellis said she had been unable to attend the Area Forum Meeting owing to her car being obstructed in her drive-way. The Clerk had conveyed her apologies.

Cllr J Orgine re-iterated a similar view to that of Cllr Mrs Ellis regarding the Anglian Water meeting and suggested that management from local businesses, the Chamber of Commerce and the District Council representative be invited to join the liaison group. Cllr Mrs Hardy was perturbed that businesses were not already involved with the group and it was agreed that this should be rectified.

Cllr Mrs J Hardy informed Members that East Lindsey District Council’s Planning Committee were in the process of reviewing the responses from the Local Plan consultation. However, she understood that these were not to be considered for implementation and therefore it is likely that the Local Plan will go to the Planning Inspectorate. It will be paramount for the Council to have a representative present at the enquiry and thought needs to be given by the Council on how it is to respond.

The Chairman reported that the Beacon Medical Patient Participation Group had been informed by the County Council that bus stop hard standings are to be created at the Ingoldmells Medical Centre after April 2017.

Cllr M Holyer reported on the Joint Cemetery Committee held on the 26 September 2016, which included a financial and maintenance update. Next meeting of the Cemetery Committee will be held 24 April 2017.

7. TO CONSIDER ANY HEALTH AND SAFETY ISSUES

·  Cllr Mrs A Wormald asked whether there was to be any footpath improvements along the A52 Skegness Road. The Clerk replied that to his knowledge no capital work scheme was in place and any works will be remedial.

·  Cllr E Gasson reported street lamps out on Chapman Court but was asked to forward to the Clerk lamp numbers before reporting to the County Council.

8. TO RECEIVE NOTIFICATION OF ANY PLANNING PERMISSIONS, REFUSALS AND/OR AMENDMENTS

S/090/01570/16 –Residential Area, Butlins Funcoast World, Ingoldmells – Full Planning permission granted 22 September 2016

EC/090/01112/16 – Planning Enforcement Officers report on the Bell Inn, Anchor Lane, Ingoldmells – no further action is to be taken.

9. TO CONSIDER ANY NEW PLANNING APPLICATIONS

S/090/01971/16 – The Chase Caravan Site, Anchor Lane, Ingoldmells – extension to existing office and store to provide a launderette and additional storage

Cllr Mrs P Chapman proposed that the application be approved. Seconded by Cllr Mrs J Hardy – RESOLVED UNANIMOUSLY

10. TO RECEIVE ANY REPORTS FROM THE CHAIRMAN AND CLERK/RFO

The Chairman gave an account of his attendance at the Spilsby and Skegness Civic Services held on the 18 September and 9 October 2016 respectively. The Chairman also spoke of the meeting held with the Leader and Chief Executive of the District Council, District Councillor and MP on the 7 October 2016 regarding the Ingoldmells beach and asked that the Clerk give further details in his report. The Chairman also gave an account of his attendance when accompanying the Chairman of the Beacon Medical Patient Participation Group at a NHS meeting held at Woodhall Spa where a tough message was given concerning society taking a greater responsibility for their individual health, which may necessitate life style changes.

To finish, the Chairman thanked Cllr B Vincent for his continued support in closing the public toilets in the evenings and for repair works he had undertaken in replacing broken window catches in the toilet block.

The Clerk reported the following:

·  The District Council’s Executive Board did not at this time consider the beach at Ingoldmells to be a priority for them and also stated that it would be better managed locally. It was agreed by all that the beach is the “shop window” of the resort and following a decade of litter issues, tougher action was necessary to resolve it. The Chief Executive indicated that new legislation is to come into force, which would enable the District Council to take a stronger lead. It was agreed that the Street Scene Cleansing Team would be used as necessary for clean-up operations, with the costs being recharged to the land owner. Failure to reimburse the District Council would result in court action being taken. It was further agreed that the situation could not continue for another season and the failure of the land owner to comply with the standards determined by the District Council would result in heavy financial penalties. The current order on the land is to be reviewed by the District Council for its appropriateness. To conclude a get tough policy and a move from “fire-fighting” to a managed situation.

The part time Community Warden had played a significant role in producing photographic evidence during the latter part of the season, which had been key in the outcome of talks.

·  Queen Elizabeth Playing Field sign on the A52 had been vandalised and dumped in the dyke. This had been retrieved with little damage to the sign, but supporting posts require repair work

·  Duck Dyke fencing had been vandalised near to the roadside safety bollard, repair work has been scheduled

·  Green waste has been dumped on the beach allegedly after a tidy up around the “Boat House” area. The District Council have been informed

·  A large number of tin cans and bottles had been dumped in a dyke along Anchor Lane. The District Council have agreed to remove them

·  Back Lane vegetation overgrowth is to be removed by the Lincolnshire County Council to enable the District Council to litter pick and tidy up the area

·  Speed signs to be erected along High Street now require approval before erection by the District Council as the lamps are not LCC owned. A further delay

·  “No Exit” signs have been erected at the entrance to the Council’s Car Park, but still not all users comply with the order. Should there be an incident the Council has proved that it has been responsible in the measures it has taken

·  It is hoped to reinstate the “keep fit” session at the Royal Arthur Community Centre. Gym equipment belonging to the District Council stored in the Centre has permission for its use whilst negotiations are taking place with regard to its future

·  Next meeting of the Anglian Water Liaison Group will be held on the 6 February 2017 in the Royal Arthur Centre between Noon and 2pm

·  At the next meeting of the Council there will be presentations by the Lincolnshire Credit Union and the newly appointed Reverend Richard Holden

·  Report from the Part time Community Warden indicates that footpaths in and around the parish have no real dog fouling issues and are generally very clean. The Warden has been involved in a number of altercations with members of the public, particularly at the Queen Elizabeth Playing Field site over dog fouling, but these have been resolved amicably to the Council’s satisfaction
