Bylaws
2015 - 2016
FOOTHILL INTERMEDIATE SCHOOLS ATHLETIC LEAGUE
BYLAWS
The name of this organization is the Foothill Intermediate Schools Athletic League (F.I.S.A.L.) The F.I.S.A.L. Bylaws will be used first when making League decisions. C.I.F. rules will only be used when the F.I.S.A.L. Bylaws do not address a rule or issue.
MEMBERSHIP
Presently the F.I.S.A.L. encompasses Placer County. This is subject to change depending on school participation. At this time there are 15 participating member schools; Antelope Crossing, Buljan, Cavitt, Chilton, Cooley, Creekview Ranch, Eich, E.V. Cain, Glen Edwards, Granite Oaks, Olympus, Silverado, Spring View, Twelve Bridges and Wilson C. Riles. Any new school (not currently a member of the F.I.S.A.L.) wishing to join the F.I.S.A.L. must submit a written application to the League Commissioner by the November meeting. The league will then vote in January regarding admittance for the upcoming year and in time for scheduling purposes. A majority of member schools, each with one vote, must agree to accept a new school into the F.I.S.A.L. Preference will be given to those schools nearest the geographic center of the league. Once a school leaves the league for any reason they automatically go on probation. Upon their return they will be on probation for that year and must be voted back into the league.
VOTING
Each member school is allotted one vote. A majority of member schools (presently 8) voting affirmatively is required to pass a measure. Must be present to vote.
PHILOSOPHY
We believe that athletic competition is a necessary process for the development of the student/athlete. We believe that the purpose of athletics is to assist the student/athlete in developing playing skills, respecting coaches, teammates, and opponents, respecting rules and officials, maintaining good health and physical fitness, practicing good sportsmanship and remembering that participation is a privilege and carries responsibilities. We also believe that the middle school athletic competitions are a learning experience for all students/athletes and that there will be a concerted effort to have all players participate and be given as much playing time as possible in each sporting event.
OFFICES AND DUTIES
League Commissioner: Carries out all league related business in the best
interest of the F.I.S.A.L. Responsibilities include: Organize and run league
meetings, chair the grievance committee, timely communication with league
schools, decide punitive measures for rule violations, develop tournament format as well as other related league business.
· Paid for by equal contributions from each member school.
· League Commissioner is responsible for billing and paying for tournaments.
The League Commissioner will enforce the F.I.S.A.L. Bylaws by making decisions without a meeting as long as it is in the best interest of the league. If a coach is ejected from a league contest the League Commissioner will call the referee association as well as the school the coach is from and a decision will be made before the next contest as to the coaching status of said person. First offense in a school year is removal from the next game. Coach may not be in the gym or on the field of play. Second offense in a school year, a letter is sent to the principal of that school from the League Commissioner and there is a three game suspension. Failure to comply or cooperate with the League Commissioner will result in post -season removal from that sport, that season. Other consequences as deemed necessary by the Rules Violations Committee (R.V.C.) are possible. If a player is ejected from an athletic event for any reason, they will also be suspended from the next game. They may sit the bench during that game. Not suited up in uniform.
League Secretary: Takes minutes at all league meetings, types all league correspondence as well as other duties assigned by league members and the League Commissioner. Keeps F.I.S.A.L. webpage current with schedules, league standings and other events. Sends out league packets yearly.

Appointment of League Commissioner and Secretary
q Take office at the January meeting and take ALL League responsibilities for the next 3 years. (Current Commissioner and Secretary will hold positions until January 2018).
q November 2017, prior to end of current Commissioner and Secretary’s term a new commissioner and secretary will be appointed if approved by a majority vote (8).
q Commissioner and Secretary elect will shadow the current Commissioner and Secretary for the final 4 to 5 months (January through May) of their term.
q Anyone interested in becoming League Commissioner or League Secretary must submit their name no later than the November meeting for voting in January.
MEETING PROTOCOL
There will be four to five (five is necessary) league meetings throughout the school year to decide on all voting issues, to review all sports, to aide in scheduling tournaments and to deal with all issues pertinent to the League. Must be present to vote.
Attendance:
Each school is to send one voting representative to each meeting. All Administrators (Principals, Vice Principals, etc.) are welcome to attend however, each school will have only one vote. Coaches may attend in an advisory capacity and have input only if invited by the League Commissioner in advance to speak to an agenda item. For the sake of time please do not bring other coaches to the meeting without prior notice. Only agenda items will be discussed.

GRIEVANCE PROCEDURE
1. League Commissioner has the right to file a grievance when enforcing a
violation of the league bylaws without having contact from a principal. League Commissioner will not have a vote in Rules Violation Committee (R.V.C.) decisions.
SCHOOL PROCEDURE
Rules/Violations/Consequences Committee:
1. Coach brings complaint to Athletic Director
1a. Athletic Director brings the league violation to the attention of his/her principal. Athletic Director and Principal of school #1 will try to solve the problem with the Athletic Director and Principal of school #2 before it becomes a grievance.
2. Principal #1 writes a letter to the League Commissioner expressing in detail the nature of the league violation. A copy of the letter of complaint is sent to principal #2 of the school with the alleged violation.
3. Principal #1 writes a letter to the League Commissioner expressing in detail a response to the alleged violation. A copy of his/her letter of response is sent to principal #2 of the complaining school.
4. a. Both the letter of complaint and the letter of response will be discussed
at an official hearing to be held within seven (7) days.
b. All parties involved will be notified of the time and place of the hearing with the right to speak at this hearing.
5. The alleged violating school, after speaking and being asked questions will be excused and the R.V.C. will discuss and vote on the alleged violation. The R.V.C.’s decision will be final and the alleged violating school will be notified in writing within three working days.
6. The Rules Violation Committee is to be formed at the last organizational meeting. It will be composed of two coaches, two administrators, and the League Commissioner.
If the League Commissioner or member of the Grievance Committee has a conflict of interest in the dispute, another member will be assigned from an impartial school that is a current member of the F.I.S.A.L. All members of the RVC must be current members of the F.I.S.A.L.
7. League sanctions against regulations, violations, or a flagrant violation of
league regulations may result in, but not be limited to the following:
a. Placing the coach/school on probation. Athlete will be removed from the team immediately.
b. Elimination from post season play in the sport that was violated.
c. Elimination from regular and post season play for one season in the
sport that was violated.
d. Total elimination from regular and post season play for one year in all league sports (major and minor). In order to re-enter the league, the suspended school must write a letter of petition to the League Commissioner. Reinstatement into the league will resume only after a majority vote of all league members.
