The Spring 2001 P1J workshop was conducted at the ESA/ESOC facility, Darmstadt, Germany, May 9-10, 2001.

D. P1J MEETING NOTES

Day 1

To prepare for the joint session with the ESOC/JPL navigation workshop, started the review of the white book, "Orbit Data messages", since this will be the main topic for the joint session.

Al Cangahuala and G. Ortega agreed to represent P1J at the P1J/P1K joint meeting, at Pasadena, California, on May 22. J. Foliard will try to attend, too. The P1J chairman does not anticipate being able to support this meeting, nor the P1 Plenary and TSG meetings, because of limited travel funding.

Al Cangahuala will represent P1J at the P1 Plenary and TSG meetings.

P1J documents are being prepared based on current methods. Other formats, such as XML, will be considered in the future.

Most of the day worked on the review of the white book. Minor changes will be made; but document is now ready to be finalized and released. This will be reported to the TSG on May 24.

RESOLUTION 1: White Book, "Orbit Data Messages", is now ready to be submitted to CCSDS for agency review and future conversion to red book status.

Conducted a discussion to identify topics for a presentation to the joint P1J/P1K meeting, about the topic of on-board timing. The purpose is to define a standard(s) for the transfer of time information in a manner that is compatible for all users. The following scenarios may be outlined: Earth orbiting service, other planetary services, precision and accuracy, etc.

Additional discussions will be held with P1K, prior to the meeting on May 22, to clarify areas of mutual interest. Refer to new action item 1.

Regarding the definitions of OPM and EPM in the new P1J white book, G. Ortega was planning to test the transmission of the message using the STRV spacecraft; but this option went away after the spacecraft failed.

Day 2

Held a joint session with ESA/ESOC/JPL navigation personnel:

- JPL is pursuing the automation of DSN tracking.

- JPL and ESOC will formalize the implementation of the P1J developed OPM and EPM concepts, via an ICD; to be used in support of the ROSETTA and Mars Express missions in 2003 .

- A test will be conducted in the future to verify the correct exchange of these products. Date TBD.

The rest of the day was dedicated to the review of the green book.

All action items were discussed, with emphasis on those pertaining to the green book.

J. Foliard has information from a conference, which may be of interest for the green book. He will provide the report.

If the attitude maneuver section is not completed for the green book; it will be included in the future red book on attitude recommendations.

RESOLUTION 2: Green Book, "Navigation Definitions and Conventions", is now ready to be submitted to CCSDS for publication.

As the white book evolves new concepts will be added; such as OPM and EPM for the flight to flight case.

M. Sawabe provided an example of a tracking data format. Use os ASCII format was suggested. Although NASDA does not typically favor using the ISO time format; they will not oppose its use.

The following elements were identified with respect to tracking data requirements: (Ref. New action item 2)

Acceptable time tag format

ASCII or binary representation

Multiple arrangements of measurements

Flag to indicate whether delays are included

Identify all participants

Allow multiple leg measurements

Flag to indicate whether range ambiguity is included

Report frequency

Observables and computed must be given

Report extra information

J. Guinn (JPL) showed a video of JPL activities with the 2001 Mars Odyssey spacecraft.

The workshop was concluded at the end of day two.

E. FUTURE TASKS

The location of the next P1J workshop was not determined. I will be scheduled in conjunction with the Fall 2001 TSG.

The most immediate future work is listed in the action items above. A complete list of future activities will be provided prior to the next workshop.
