THE GENERAL COMMITTEE
To whom was referred a Concurrent Resolution (H.5138) memorializing the Congress of the United States to require the publication, in a manner most likely to reach the interested general public, of a solicitation for bids for a federal contract, etc., respectfully

That they have duly and carefully considered the same and recommend that the same do pass:

A CONCURRENT RESOLUTION
MEMORIALIZING THE CONGRESS OF THE UNITED STATES TO REQUIRE THE PUBLICATION, IN A MANNER MOST LIKELY TO REACH THE INTERESTED GENERAL PUBLIC, OF A SOLICITATION FOR BIDS FOR A FEDERAL CONTRACT TO BE AWARDED IN CONNECTION WITH A FEDERAL PROJECT IN SOUTH CAROLINA.
Whereas, the government of the United States of America has undertaken in the past, and can be expected to undertake in the future, numerous federal projects within the borders of the State of South Carolina; and
Whereas, it is only fair and reasonable that South Carolina contractors and vendors have the opportunity to bid on a contract to be awarded in connection with a federal project within this state’s borders; and
Whereas, the interested general public is most likely to learn of the opportunity to submit a bid for a federal contract through the publication of a request for bids by the federal government in each of the three newspapers representing the three major metropolitan areas of the State, The Greenville News, The State in Columbia, and The Charleston Post and Courier, and in the newspaper most likely to be read by the residents of the county in which the project is to be located. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the General Assembly of South Carolina does hereby memorialize the Congress of the United States to require the publication, in a manner most likely to reach the interested general public, of a solicitation for bids for a federal contract to be awarded in connection with a federal project in South Carolina.
Be it further resolved that a copy of this resolution be forwarded to each member of the South Carolina Congressional delegation.
