Monthly City Meeting
January 17, 2011
Mayor Coomer opened the meeting at 7:32 pm. Commissioners Crockett, Holsclaw, Budniak and Streit were present. City Officials Chauvin, Trautwein and Green were present. City Treasurer Alvey was absent due to a previous obligation.

DECEMBER MEETING MINUTES
There were no changes to the draft of the December minutes. Commissioner Crockett made a motion to approve the December minutes. Commissioner Holsclaw seconded the motion. All were in favor.
TREASURER’S REPORT
Mayor Coomer read the financial report for December 2010. Mayor Coomer made a motion to approve the Treasurer’s Report pending audit. Commissioner Budniak seconded the motion. All were in favor.
ORDINANCES - BILLS FOR PAYMENT
Mayor Coomer presented the bills for the month of December. Warrant 1-6 was added for payment to Kellye Green in the amount of $68.26 as reimbursement for City Newsletter printing costs. Warrant 1-7 was submitted by Commissioner Holsclaw for payment to Kuhn-Gibson in the amount of $4750.00 for snow removal. Commissioner Budniak made a motion to approve the ordinance to pay the bills as written and include the bills added by City Clerk Green and submitted by Commissioner Holsclaw. Commissioner Streit seconded the motion. All were in favor.
MAYOR’S REPORT
Mayor Coomer advised that the Commission would be following Roberts Rules of Order to try to expedite City meetings. Mayor Coomer recognized Don Thom to address the Commission. Mr. Thom stated that City laws need to be enforced. Parking on the wrong side of the street on Crown Top has not improved. There is also a problem with yard maintenance (leaves) at 7805 Crown Top. Mayor Coomer advised Mr. Thom that the issues will be addressed. Commissioner Budniak advised that the City cannot enforce the cleaning of leaves. Commissioner Streit advised that he spoke with the Graymoor-Devondale Police Department regarding the parking issue.
Commissioner Streit addressed the Commission regarding police coverage. Chief Grady Throneberry of the Graymoor-Devondale Police Department (GDPD) contacted Commissioner Streit. Sgt. Nissen started to work at Hillview Police Department on January 3, 2011. Commissioner Streit provided background on the search for police coverage and he believes GDPD is the best choice for the City. Commissioner Streit detailed the services the City will get from GDPD. A start time has not been set.
Chief Throneberry addressed the Commission stating that GDPD has two full-time and nine part-time officers and they contract with various cities to provide 24/7 coverage. GDPD has two community based programs and runs a pretty much paperless operation. Time is tracked by GPS. Mayor Coomer questioned costs, which were $38.00/hour. This is in the same ballpark as Meadow Vale Police Department. GDPD would need to sign an interlocal agreement to enforce City ordinances. Commissioner Budniak questioned the number of vehicles, which is five marked cars and one unmarked car. Commissioner Holsclaw questioned if GDPD had enough resources to handle an extra 60 – 65 hours per month, which Chief Throneberry confirmed. Mayor Coomer addressed issues relating to speeding. GDPD will be able to randomly monitor by radar. City Attorney Chauvin questioned if someone from GDPD would be available to attend Commission meetings, which Chief Throneberry confirmed. GDPD can be contacted through the Sheriff’s office.
Mayor Coomer advised the Commission that he received a “Thank You” note from former Mayor Kim Holsclaw and read it aloud. Mayor Coomer also advised that he swore in Commissioner Budniak and City Engineer Trautwein as City officials prior to the January 1, 2011 deadline. Mayor Coomer advised that Kuhn-Gibson will attend a meeting to address snow plans.
SANITATION
Commissioner Crockett reported that the resident on Springlake was added to rear pick-up as the resident has no one living at the house that can move the garbage can to the street.
ROADS & MAINTENANCE
Commissioner Holsclaw reported that a mailbox was damaged on Dinah Way during snow removal. Kuhn-Gibson was to contact the resident, but had not called as of 1/17/11. Commissioner Holsclaw had received a couple of complaints from residents on Breeland Court and Circle Crest regarding snow removal. Commissioner Holsclaw drove the City and thought removal had been pretty good. Commissioner Holsclaw spoke with Kuhn-Gibson about spreading salt more evenly and still needs to address some issues. Commissioner Crockett stated that stop sign areas were not being salted. Commissioner Holsclaw contacted Greenscapes to obtain cost comparisons for snow removal. City Engineer Trautwein asked the Commission to describe the three snow plans and Commissioner Holsclaw explained them. Commissioner Streit suggested adding the corner of Flinthaven and Pine Ridge in to the A Plan.
ANIMALS
A resident on Circle Crest had an issue with a cat and Commissioner Holsclaw will follow up.
BEAUTIFICATION
Commissioner Budniak reported that the branch on Circle Crest had been removed. Residents are interested in the bulk tree planting proposed in the December Newsletter and it will be included in the March Newsletter.
SAFETY & INSURANCE
Commissioner Streit reported that the City bonds are in place; however Mayor Coomer’s needs to be changed to Mayor from Mayor Pro Tempore. There was no police report for December. Meadow Vale reported 81.5 hours in November. Several courtesy notices were given along with 4 speeding tickets, 1 no license, 1 listening to an iPod and 1 improper parking.
CITY ENGINEER
Nothing to report. A price quote will be obtained from Greenscapes on cleaning up the paved ditch near Mayor Coomer’s property which goes through to Standard Country Club. City Engineer Trautwein believes that the City should assume payment since the ditch was constructed by the City.
CITY ATTORNEY
Nothing to report.
OLD BUSINESS
Mayor Coomer and City Attorney Chauvin have not met on the HB 413 issue yet.
NEW BUSINESS
Mayor Coomer stated that the City has a lot of trash near Hwy 22 which makes the City look bad. Greenscapes covers the City most of the year and Commissioner Budniak can have them add more clean-ups. Mayor Coomer will contact the Louisville Water Company regarding the contractors littering and leaving debris. The Louisville Water Company should clean it up. Commissioner Crockett has noticed trash in the City. An article will be put in the Newsletter that the Commission is looking for volunteers groups like the boy scouts or beta clubs for City clean-up projects.
Commissioner Streit stated that the April meeting is scheduled for the first night of Passover and has requested that it be moved. The Commissioners will bring their calendars to the next meeting and revisit the schedule.
Commissioner Streit provided further information on police coverage. Coverage by Meadow Vale was various hours and Sgt. Nissen would direct traffic from school back-ups. The crossing guard will direct traffic. GDPD will be random patrol.
Mayor Coomer made a motion to enter into an interlocal agreement with GDPD and spend approximately the same amount of money for coverage and to terminate the interlocal agreement with Meadow Vale Police Department. Commissioner Holsclaw seconded the motion. All were in favor. It was agreed that the contract should be “at will” for a term of one year with 30 days notice. City Attorney Chauvin will bring a draft of the interlocal agreement to the next meeting. Commissioner Streit advised that the new contract needs to include insurance language.
Mayor Coomer will advise GDPD that they have been approved and can start police duties now. Mayor Coomer wishes to spend no more than the City currently is spending and have 65 hours per month of coverage. Problems areas for speeding are identified as: Hillvale, Barbour Lane, Springvale and Brownsboro Vista. The Commission would like 20 – 22 hours per month on radar and watching stop signs.
There being no further business to discuss, Mayor Coomer made a motion to adjourn and Commissioner Crockett seconded the motion. All were in favor. Mayor Coomer adjourned the meeting at 9:14 p.m.
