I.  CALL TO ORDER

WCA President, Joaquin Arrillaga, called the Voting Members Meeting to order at 7:09 PM.

A quorum of the Voting Members was present.

IV. OLD BUSINESS

1.  MINUTES FROM JUNE 15, 2010 VOTING MEMBERS MEETING

Cynde Mercer motioned to approve the June 15, 2010 minutes. Don Costello seconded the motion. A vote was taken and the motion passed with all in favor.

2.  MINUTES FROM AUGUST 10, 2010 VOTING MEMBERS MEETING

Kathy Carlsen motioned to approve the August 10, 2010 minutes. Mary Griffin seconded the motion. A vote was taken and the motion passed with all in favor.

3.  MINUTES FROM ANNUAL MEETING SEPTEMBER 14, 2010

Carlos Quiros motioned to approve the Annual Meeting Minutes. Ralph Caputo seconded the motion. A vote was taken and the motion passed with all in favor.

V.  NEW BUSINESS

1.  Voting Member Attendance

Mary Griffin motioned that the Voting Member Attendance Log be distributed to each Voting Member at every meeting. David Kiser seconded the motion. A vote was taken and the motion passed with all in favor.

Shaney Nadel motioned to include a column in the attendance log noting if the Voting Member had contacted the management office with notification that the Voting Member would not be able to attend the Voting Members Meeting. This column is to be a cumulative reflection of notifications received by the management office. The WOW is to publish this log monthly with only the neighborhood name available. Prior to enacting this measure, all Voting Members are to be notified with an article addressing this issue in the WOW. Mary Griffin seconded the motion. A vote was taken and the motion passed 9-8 in favor.

Marcy Greenberg motioned that a reminder be included with the email containing the meeting agenda to all Voting Members that notification of a meeting absence must be given to the management office. Shaney Nadel seconded the motion. A vote was taken and the motion passed 14-3 in favor.

Mary Griffin motioned to draft an amendment to the Bylaws to allow for the appointment of the Voting Member to a Neighborhood for neighborhoods that do not have an elected Voting Member or Alternate. Gene McArthur seconded the motion. Mary amended the motion to include that this amendment be sent to all Voting Members prior to the next Voting Member meeting for comments after approval by legal counsel. Carlos Quiros seconded the amended motion. A vote was taken and the motion passed 16-1 in favor.

2.  Update on Installation of Winners for the Best Ideas For Westchase Contest

Joaquin Arrillaga gave an update on the installation of the winning contest entries. The Swim & Tennis Center Capital Improvement Committee has been created to make recommendations to the Board of Directors for the concession stand and spray park. The CDD will be responsible for installing benches throughout the community as well as fitness equipment along the community trail although a location has not yet been determined. The CDD is also considering the installation of a dog park on CDD property. The WCA has budgeted $10,000 for a concession stand in 2011. The WCA has not budgeted for the installation of a spray park for 2011 as a location has not been determined and the amount of funding is expected to range from $120,000 to $200,000.

3. Thanksgiving Food Drive

Ralph Caputo announced that the WOW Thanksgiving Food Drive will be Sunday, November 14th. Residents are requested to place food donations at the end of their driveway at 1:00 pm for collection by volunteers.

4.  NO VOTING MEMBERS MEETING IN DECEMBER.

5.  Carlos Quiros Recognized as WCA Board President 2008-2010.

Joaquin Arrillaga thanked Carlos Quiros for his service to Westchase.
