NOTICE OF CALL FOR SEALED BIDS

Notice is hereby given that sealed bids will be received for the City of Nogales Sanitary Sewer Rehabilitation for Cardwell Street, Neumann Street and Potrero Avenue, until 3:00 p.m. on Thursday the 25h day of August 2011 at the City Hall of the City of Nogales, 777 N. Grand Avenue, Nogales, Arizona 85621. Bids will be opened publicly. Sealed bids received after the specified time and date will be returned unopened and will not be considered.

The work includes rehabilitation of approximately 2500 linear feet of 6” and 8” sanitary sewer pipe and approximately 11 new sanitary sewer manholes by method of open trench full replacement. A post-rehabilitation closed circuit television survey will be necessary. Said work is outlined in the bid schedule, and specifications for workmanship and materials are provided in the Supplementary Conditions.

Bid documents, including Plans and Specifications may be obtained from the City of Nogales Public Works Department, 1450 N. Hohokam Dr., Nogales, Arizona 85621, (520) 285-5753, starting Monday, August 8, 2011, for a non-refundable fee of $25. A digital copy will also be available at no charge.

A mandatory pre-bid conference will be held Tuesday, August 16, 2011 at the office of Public Works for the City of Nogales at 10:00 a.m. A field visit will be performed following the pre-bid conference.

The successful bidder must obtain the proper license from the City of Nogales. No bid will be accepted unless it is made on the Bidder’s Proposal Forms furnished by the City of Nogales. Each bid must be accompanied by cashier’s check, certified check, or Bidder’s Bond payable to the City of Nogales in an amount equal to at least (10%) of the total amount of the bid.

All bids are to be compared on the basis of the Engineer’s estimate of quantities of work to be done. The City reserves the right to reject any part thereof, or to accept any bids or any part thereof, or to waive any irregularity, informality, or technicality in any bid, or to withhold the award to the extent permitted by law. The City further reserves the right to seek new bids if, in the judgment of the City, the best interest of the City will be promoted thereby. The bidder may not withdraw his/her bid prior to the execution of the Contract by the successful bidder except as allowed by the instructions to bidders. In accordance with the provisions of Chapter 10, Title 32, entitled “Professions and Occupations” of the Arizona Revised Statutes, no bid will be accepted from a bidder who is not fully and properly licensed as a Contractor for the work to be done by him/her.

Failure to execute the Contract Agreement and/or submit the required Performance Bond, Payment Bond, or Insurance Certificates to the City within (7) calendar days after the date of the award of the Contract may be just cause for the annulment of the award and forfeiture of the proposal guarantee. The successful bidder shall cause the Performance Bond to remain in full force and effect through the warranty and guarantee period. No work shall start until the Contractor has obtained all necessary permits related to this Project. The Contractor shall obtain and pay for all permits and fees and give all notices incidental to the due and lawful prosecution of the work and to the preservation of the public health and safety.

Bidders may obtain further technical information from the office below via mail, email or fax only. Interpretations or clarifications considered necessary by the engineer in response to such questions will be issued by Addenda mailed or emailed to all parties recorded by the engineer as having received the Bidding Documents. Questions will be received until 12:00 p.m. on Thursday, August 18, 2011, and Addenda will be sent on Friday, August 19, 2011.
