BOARD OF EDUCATION MEETING

Monday, June 13, 2016 - 6:00 P.M.

High School Library

The Board of Education meeting was called to order at 6:00 p.m. by Chairperson, Stan Kramer.

Members present were Jason Appel, Linda Lund, Don Tiesler, Phil Kramer, Tom Klein, Theane Pagel and Stan Kramer. Others present were Superintendent Luther Onken, High School Principal Gregg Slaathaug, Elementary Principal Mike Pagel, Colby Pack, Kayla Westra and Jerry Johnson.

Motion by Tom Klein, seconded by Don Tiesler to approve the Agenda with the following changes: add item 8.E – Approve Superintendent working at Lake Benton for 2016-17 School Year, add item 8.F – Approve Resolution Establishing Dates for Filing Affidavits of Candidacy. Motion carried.

Motion by Linda Lund, seconded by Linda Lund to approve the Consent Agenda, which included the following items: Minutes from Regular Board Meeting May 9, 2016, Bills, Imprest Fund Report, Activity Fund Report and Financial Reports. Approved bid letting for milk, bread, fuel, softener salt and snow removal for the 2016-2017 School Year. Approved Renewal Rates for Property/Casualty/Work Comp Insurance. Approved Revised Summer Rec. Coordinator Contract. Approved Letter of Assignment for Elementary Interventionist. Approved Resignation from Head Football Coach Mike Pagel. Approved Coaching Recommendations for 16-17 School Year. Approved Fall Musical “Cinderella”. Motion carried.

Motion by Tom Klein, seconded by Linda Lund to approve preliminary 2016-2017 School District Expenditure and Revenue budgets. Motion carried.

Motion by Linda Lund, seconded by Don Tiesler to approve membership in MREA for 2016-17. Motion carried.

Member Tom Klein introduced the following Resolution and moved its adoption:

RESOLUTION APPROVING THE REQUEST FOR A FUND TRANSFER

WHEREAS, the School Board has reviewed a draft of the letter to the MDE Commissioner requesting a fund transfer for the District; and

WHEREAS, the School Board believes such fund transfer is in the best interests of the District.

NOW, THEREFORE, BE IT RESOLVED by the School Board of Independent School District No. 505, Fulda Public Schools, as follows:

1.  The School Board determines that it is in the best interests of the District to transfer five hundred thousand dollars ($600,000.00) from its restricted Operating Capital account to its general fund for fiscal year 2016. The Board hereby approves the transfer.

2.  The School Board has determined that the fund transfer that is requested will not diminish the instructional opportunities for students of the District.

3.  The School Board has further determined that the fund transfer would not increase state aid obligations to the District or result in additional property tax authority for the District.

4.  The School Board hereby approves the letter to the MDE Commissioner requesting approval of the fund transfer.

5.  The District’s Superintendent is directed to sign and deliver the letter, along with a copy of this Resolution and Board Meeting Minutes to the Commissioner.

The motion for the adoption of this Resolution was duly seconded by Linda Lund, and upon a vote being taken thereon, the following voted in favor of the Resolution: Stan Kramer, Don Tiesler, Phil Kramer, Tom Klein, Linda Lund, Theane Pagel and Jason Appel

And the following voted against the Resolution: NONE

Whereupon this Resolution was declared duly passed and adopted.

Motion by Linda Lund, seconded by Tom Klein to approve Policy for Students Experiencing Homelessness. Motion carried.

Motion by Tom Klein, seconded by Linda Lund to approve Mr. Onken to help one day per week at Lake Benton School District. Motion carried.

Member Phil Kramer introduced the following resolution and moved its adoption

RESOLUTION ESTABLISHING DATES

FOR FILING AFFIDAVITS OF CANDIDACY

BE IT RESOLVED by the School Board of Independent School District No.505, State of Minnesota, as follows:

1. The period for filing affidavits of candidacy for the office of school board member of Independent School District No. 505 shall begin on August 2, 2016 and shall close on August 16, 2016. An affidavit of candidacy must be filed in the office of the school district clerk and the $2 filing fee paid prior to 5:00 o'clock PM on August 16, 2016.

2. The clerk is hereby authorized and directed to cause notice of said filing dates to be published in the official newspaper of the district, at least two (2) weeks prior to the first day to file affidavits of candidacy.

3. The clerk is hereby authorized and directed to cause notice of said filing dates to be posted at the administrative offices of the school district at least ten (10) days prior to the first day to file affidavits of candidacy.

4. The notice of said filing dates shall be in substantially the following form:

INDEPENDENT SCHOOL DISTRICT NO. 505

STATE OF MINNESOTA

NOTICE IS HEREBY GIVEN that the period for filing affidavits of candidacy for the office of school board member of Independent School District No. 505 shall begin on August 2, 2016 and shall close at 5:00 o’clock PM on August 16, 2016.

The general election shall be held on Tuesday, November 8, 2016. At that election, three members will be elected to the School Board for terms of four (4) years each.

Affidavits of Candidacy are available from the school district clerk, 410 N. College Avenue, Fulda, MN. The filing fee for this office is $2. A candidate for this office must be an eligible voter, must be 21 years of age or more on assuming office, must have been a resident of the school district from which the candidate seeks election for thirty (30) days before the general election, and must have no other affidavit on file for any other office at the same primary or next ensuing general election.

The affidavits of candidacy must be filed in the office of the school district clerk and the filing fee paid prior to 5:00 o'clock PM on August 16, 2016.
