LAKE ANGELUS CITY COUNCIL SPECIAL MEETING JANUARY 16, 2018
Present: Mayor, Patrick McNew, Mayor Protem, Dennis Mitchell; Councilmembers, Joe Hilger, Gary Parlove, Dan Jenaras ; Clerk, Lee McNew; Treasurer, Julie Frakes

Mayor McNew opened the meeting at 7 pm., Pledge of Allegiance.
Mayor McNew explained the procedure for interviewing candidates for the position of Chief of Police. He indicated that the two candidates were present members of the Lake Angelus Police Department: Officer Nicholas Rainwater and Officer Michael Farley.
7:10 Candidate “A” Comes in For Interview – Leaves by 7:50.
- Mayor asks interviewee to tell a little about himself and why he thinks he should be LAPD Chief, 3-4 minutes
- Council members ask questions until 20 minutes is used
- Questions from the residents? 5 minutes
8:00 Candidate “B” Comes in For Interview – Leaves by 8:40. Follow same procedure as above
Remainder of meeting to discuss candidates and vote.
Following the interviews, discussion ensued including comments from residents. Dennis Mitchell moved to extend the meeting by 30 minutes, Joe Hilger seconded and the motion passed unanimously.
A discussion of salary issues followed comparing the starting salaries of Chief Roehrig and Chief Prosser. Dennis Mitchell moved to extend Officer Farley an offer of 29.81 per hour calculated on the basis of a 52 week year at 8 hours per day, 5 days per week (Monday through Friday), commencing on February 1, 2018 through the next fiscal year which ends June 30, 2019. $100.00 per month for mileage, vacation between February 1, 2018 and June 30, 2018 entitled to take proportionate part of 2 weeks paid vacation calculated on a 52-week basis. Effective July 1, 2018 to June 30, 2019 entitled to 3 weeks paid vacation. 6 days holiday paid leave, New Year’s, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day and Christmas Day. No other benefits. Chief Farley is aware that overtime is not included. Gary Parlove seconded the motion and it passed unanimously.
Dennis Mitchell moved that if Officer Farley does not accept the position within 48 hours, the offer will be extended to Officer Rainwater with the same terms and conditions. Gary Parlove seconded the motion and it passed unanimously.
Patrick McNew will talk to Officer Farley and Dennis Mitchell will talk to Officer Rainwater.
Dennis moved to adjourn the meeting at 9:25, Joe Hilger seconded and the motion passed unanimously.
The next regularly scheduled meeting of the City Council will occur on Tuesday, February 13, 2018 at 7 p.m.
