Regular Meeting, August 28, 2012

VIRGINIA: At the Regular Meeting of the Board of Supervisors held at the Bland County Court House, Bland, Virginia, on the twenty-eighth day of August 2012 at 5:00 p.m., the following duly elected and qualified members were present or absent.

PRESENT: Nick Asbury, Henry Blessing, Karen Hodock, Randy Johnson

ABSENT: None

ALSO PRESENT: Eric Workman, County Administrator, Paul Cassell, County Attorney, Sharon May, Deputy Clerk, Audra Repass, Project Manager, Teresa Tolbert, Finance Manager

CALL TO ORDER

Chairman Nick Asbury called the August 28, 2012; Board of Supervisors’ monthly meeting to order.

The invocation and pledge was offered by Nick Asbury.

AUGUST 28, 2012 MEETING AGENDA APPROVED WITH ADDITIONS

*****MOTION to approve the July 24, 2012 meeting agenda with additions was made by Henry Blessing and seconded by Randy Johnson.

Vote passed unanimously.

AUGUST 28, 2012 CONSENT AGENDA APPROVED

*****MOTION to approve the August 28, 2012 Consent Agenda which consisted of the minutes of the July 24, 2012 Board meeting; bills for the month of July, 2012 in the amount of $322,982.24; payroll issued July 16, 2012 and August 1, 2012, totaling $186,086.52; reports from the Sheriff, Treasurer, Animal/Litter Control, Building Official, E-9ll, Public Works Director, Meals & Lodging and Recycling, were made by and Karen Hodock and seconded by Henry Blessing.

Vote passed unanimously.

SOCIAL SERVICES MAY 2012 REPORT APPROVED

*****MOTION to approve the June 2012, Social Services’ report in the amount of $78,772.07 with the local allotment of $10,169.95, and the July 2012, Social Services’ report in the amount of $88,333.38 with the local allotment of $ 8,319.08 was made by Randy Johnson and seconded by Karen Hodock.

Vote passed unanimously

SCHOOLS JULY 2012 REQUISTION APPROVED

*****MOTION to approve and appropriate the Bland County School Boards’ September, 2012 requisition in the amount of $800,000.00; to approve the meeting minutes of their July 30, 2012 Regular Meeting Meeting/Public Hearing; check registers/vendor payments submitted for July 2, 2012 and July 16, 2012 & July 19, 2012was made by Henry Blessing and seconded by Randy Johnson.

Mr. Blessing asks how many students were in attendance in Bland County Schools. Mr. Eric Workman stated; at last count 882.

PUBLIC COMMENT

STEVE HERMANSEN FROM RC&D

Mr. Hermansen updated the Board of Supervisors on an audit that the RC&D have gone through. He stated that the auditors had gone back three years and that $22,000 had to be repaid to the State of Virginia. He went on to say this was not due to any wrong doing of the staff, just a misunderstanding when the money came in as to how it was to be used.. Mr. Hermansen also updated the Board on a membership drive that will be taking place and about coupons for travelers. He stated that the Wolf Creek Indian Village was participating with the coupon program. He will be attending a Conference on November 1st & 2nd.representing Bland County.

APPOINTMENTS

*****MOTION to reappoint Jerry Blessing to Recreation Committee; term beginning December 31, 2010 and expiring December 31, 2014 was made by Henry Blessing and seconded by Randy Johnson.

Vote passed unanimously.

BUDGET REQUEST

*****MOTION to approve budget appropriation for FY12 in the amount of $107,807.42 for budget clean up was made by Karen Hodock and seconded by Randy Johnson.

ADDITION OF KIRK LANE AND RACE SHOP LANE

*****MOTION to approve the addition of Kirk Lane in the Bastian Area of Bland County and Race Shop Lane in Pumpkin Center Area of Bland County was made by Randy Johnson and seconded by Henry Blessing.

LOCAL GOVERNMENT EDUCATION POOL APPLICATION

*****MOTION to approve the applications for local government education pool for Jenna Dunn and Sherri Dillow was made by Karen Hodock and seconded by Henry Blessing.

SPECIAL ENTERTAINMENT PERMIT FOR BLAND BEAUTIFICATION COMMITTEE

*****MOTION to approve a special entertainment permit and any fees associated with this permit for the street dance that is scheduled for September 22, 2012 4:00 to 8:00 pm was made by Randy Johnson and seconded by Henry Blessing.

MT ROGERS COMMUNITY SERVICES BOARD PERFORMANCE CONTRACT

*****MOTION to approve the Mt. Rogers Community Services Board annual Performance Contract was made by Henry Blessing and seconded by Randy Johnson.

DMV GRANT

*****MOTION to approve additional appropriation to Sheriff’s Selective Enforcement revenue and expenditure budget in the amount of $17,888.00, the local match to this grant is already budgeted and is in-kind fuel costs that total $8,944.00; this is a National Highway Traffic Safety/DMV grant was made by Henry Blessing and seconded by Karen Hodock.

KEY ECONOMIC INDICATORS

Dr. Eric Workman, County Administrator updated the Board of the Unemployment Rate for Bland County Increasing from 6 to 6.2 percent.

He also updated the Board on the progress of the Bland Sewer Project. The Bland County Service Authority has received the funding through Rural Development to proceed with phase 1 of the Bland Sewer Project. The funding from Rural Development includes $1,134.000 in grant funds and $6,590,000 in loan funds. The loan term is for 40 years at 2.125%. Total project estimate $7,749,200; with annual debt service payment $246,105; anticipated annual revenue at current rates $143,342; anticipated annual contribution from general fund for debt service $102,763.

Dr. Workman announced to everyone that there would be a public work session on August 30, 2012 at 3:00 pm in the courtroom in the Bland County Courthouse. This session would be to discuss Overview of Fund Balance Policy, Targets for Fund Balances, Unassigned Funds, Debt Service, Capital Improvements/Financial Forecast, Long Term Investments, and Accounts Receivable/Tax Collection Policy.

Dr. Workman updated the board on some changes with the Disaster Designation Process (New Regulations). On July 12, USDA announced a streamlined process for Disaster Designation, in an effort to provide better service to our farmers. The new process can help to ensure all eligible disaster counties receive a designation.

PUBLIC HEARING FOR CONDITION USE PERMIT FOR MARK SARVER

Mr. Joel Cagle, Building Official/Zoning Administrator presented the application for Mr. Sarver for a conditional use permit to operate a recreational facility in an agricultural zone.

BOARD OF SUPERVISORS TIME

*****MOTION to approve $300.00 to each of the following: Bland Beautification Committee and Rocky Gap Beautification Committee from the Board’s Community Development funds was made by Karen Hodock and seconded by Randy Johnson.
