T. Bartlett called the meeting to order at 7:00 p.m.

MINUTES

T. Bartlett: Does anyone have any comments or changes of the minutes from the May 2016 meeting?


B. Moore: I make a motion to accept the minutes as submitted.

S. Shannon: I second it.

T. Bartlett: All in favor?

Minutes approved 4-0

ANNOUNCEMENTS

T. Bartlett: The Village of Cazenovia approved the annexation of Dave Muraco’s property (Caz Motel) on Route 20. The Town of Cazenovia will vote on the annexation on June 29, 2016. If the annexation is approved, then the applicants can submit their applications.

T. Bartlett: All of the HPC members have prepared our observations and comments in regards to the Aldi’s Building. The preliminary minutes with the HPC observations and comments have been sent to all 5 members to approve.

T. Bartlett: Make a motion to accept the “Aldi” minutes as submitted.

G. Gissin: I second it.

T. Bartlett: Any further discussion? All in Favor?

The minutes on the Aldi building passed 4-0

T. Bartlett: The owners of 24 Albany Street (exterior work already HPC approved) had to replace the corner molding. The molding replicates the one on the back of the house. Due to financial restraints-they ended up installing one over one windows on the west side, which was part of our approval.

51 ALBANY STREET

SIGN

The property at 51 Albany Street is located within the Cazenovia Village Historic District.

Work proposed for the exterior of the buildings and site is subject to review by HPC for a Certificate of Compatibility per Section 180-32.7 of the Village Code

The application includes:

1.  New Sign

There was no one present for this application.

The HPC reviewed what they could from the application and determined that the sign is not to code. The sign is bigger than the 864 square inches allowed. A directory sign cannot hang from bracket needs to be on the building.

The character of the sign is good.

No action was taken on the application due to no one being present and it did not meet code.

LIGHT RESIDENCE

13 WILLOW PLACE

PORCH AND SHUTTERS

The property at 13 Willow Place is located within the Cazenovia Village Historic District.

Work proposed for the exterior of the buildings and site is subject to review by HPC for a Certificate of Compatibility per Section 180-32.7 of the Village Code.

The application includes:

1.  Extension of front porch

2.  Replacement of shutters

Joan Light presented the application. Ms. Light would like to extend the front porch to the south edge of the house. The details on the extension will match what is currently on the porch. The material for the flooring will be Azek or wood. The new stairs will be wider than the existing as shown on the sketch.

Ms. Light also would like to replace the existing shutters with new Tumberlane Endurian Shutters.

A brief discussion occurred.

S. Shannon: I make a motion to accept the application for 13 Willow Place with the following conditions:

1. Railing is to meet code-42” high

2. The porch flooring will be wood or wood azek

3. Vertical Lattice under the porch

4. Roof edge meets current roof slope on right

B. Moore: I second it.

The proposed work falls under the rehabilitation standards as found in the Secretary of the Interiors Standards for the Treatment of Historic Properties as referenced in Section 180-32.6 of the Village Code.

This application is a Type II action under the State Environmental Quality Review Act (SEQR) 617.5 (c) 10. The approval of this application will not have any significant or adverse effect on the environment. No further SEQR action is required.

T. Bartlett: Any further discussion? All in favor?

The application for 13 Willow Place passed with conditions 4-0.

T. Bartlett: Your next step is to see Zoning Officer, Bill Carr for the building permit.

COUGHLIN RESIDENCE

8 HURD STREET

RELOCATION OF FRONT DOOR AND NEW FRONT PORCH

The property at 8 Hurd Street is located within the Cazenovia Village Historic District.

Work proposed for the exterior of the buildings and site is subject to review by HPC for a Certificate of Compatibility per Section 180-32.7 of the Village Code.

The application includes:

1.  To place either a half or full porch on the front of the house

2.  Relocate the front door

A brief discussion occurred. The ghosts of the earlier porch are visible on the building exterior. The porch design is reflective of the ghosting and other typical porches of the era found in the Village.

Mr. Coughlin arrived just at the time of the vote.

S. Shannon: Made a motion to accept the application as submitted with either a half or whole porch.

G. Gissin: I second it.
