Minutes of LPC Meeting 19th July 2016

Item / DiscussionHilary Kijakwho has now retired has been replaced by Karen Carswell as the CCA rep. (Unfortunately due to miscommunication from the CCA Carol had not been able to contact Karen in time for her to attend the meeting).
Paul Lowe has also resigned from the LPC as an independent contractor as he has sold his business.. This has left a vacancy and feelers would be put out to replace him by co-option for the remainder of the currentcommittee term
Thanks were expressed to Hilary and Paul for their work for the LPC over their years on the Committee.

Essential
Services / Repeat Dispensing
An extended presentation had been presented to Kate Arnold for her to present to the GP Pod (a group of lead GPs) for them to endorse to the wider group. It is hoped that a greater uptake of repeat dispensing would help to reduce friction and issues with repeat management –as discussed at previous LPC meeting.
It was agreed the LPC would be happy to host a joint training event if this would encourage it, certain surgeries have embraced it, perhaps they could be used as an example when promoting to Kate Arnold and other
surgeries. Latest figures from HSCIC have suggested with proper implementation surgeries could save 34.1 pence per item, suggest to Fiona Beadle the saving to be highlighted in Prescribing Matters.
The use of EPS2 seems to have fallen in three surgeries in particular for no apparent reason (training issues?), to be highlighted to CCG

Services / HEC
There is to be a training event for Solihull through CPPE and the PGD hasbeen extended for another year. It
appearsthat the direction of travel will be through Umbrella with pharmacies going to procurement for Tier 1 And Tier 2 services.
NE/SAM/BBV
There is to be training on October 4th to cover NE and also Supervised Consumption/Alcohol/Naloxone.
Prescribing for Naloxone to be extended to those who are not the patient (Asda, Bosworth Drive, Morrisons and Chelmsley Wood Town Centre) and prescribing for Alcohol to remain with Disulfuram.
BBV It will be up to Chris Clarke whether to proceed with this in Morrisons. George Road and Boots, Bosworth Drive, however there would be only a very small pot of money involved.
SAM New prescribing has seen increasing methadone dose and frequency of supply due to increased usage on top, however leakage into the community has increased slightly..
Flu
Carol to attend the first Flu Steering Group meeting of the new season following the LPC meeting.
Public Health / Healthy Living Pharmacies
Allan Reid had made a couple of visits to the pharmacies (with visits promised to the rest) who were already undertaking the accreditation. There has been a development with the HLP nationally with the involvement ofPublic Health England in the introduction of new national standards for Community Pharmacies to attain Level 1 accreditation and thus Allan will supporting all pharmacies in Solihull who decide to undertake this.
A Sugar Awareness Campaign is to run in November with Aston University undertaking research into Behavioral change following the campaign. Although it had been suggested that they would like to access data from pharmacies it was explained this was unlikely as most smaller pharmacies do not stock sugary drinks and the larger groups would not allow direct access to commercially sensitive data.
There was no-one within PH evaluating the latest Dementia campaign.
The last formal PH meeting had been in March. It appeared that there was little going on in Public Health at present particularly with respect to Community Pharmacy. There had been a Strategy document circulated about Healthy Eating which very little about community pharmacy in it. It was agreed that Community
Pharmacy should be actively pitching for services, Weight Management is still sitting in Public health, an
effective and worthwhile service as proved elsewhere is the AntiCoagulation service.
It was agreed that although the formal regular meetings had ceased that Chris would continue to monitor,
maintain contact and interaction with PH and would ensure that Community pharmacy remained in their consciousness when new services were being considered.
LPC and PSNC Meetings / LPC Forum Meetings
Minutes of these meetings had been circulated.
A letter had been sent to certain contractors about disproportionate Out of Pocket Expense claims , Carol had been nominated as the forum representative to explain to Michelle how prescription item procurement works.
Details of a new Enhanced Service for Domiciliary MURs (without the need for submission of a PREM 1 form) had been circulated to all contractors, the forum had challenged certain aspects of the service particularly the minimum requirement for the number to be undertaken but the Service Spec had not been changed.
PSNC Chairs and Secretaries Meeting
This had concentrated on the proposed cuts and their impact and PSNC’s counter proposals and the response to these. Also presentations on market entry and the Pharmacy Access scheme, the National Provider
Company and Check Rx.
Regional Meeting and LPN Meeting
Documents had been circulated
Finance / Current balance just over £30,000
Communications / Len had produced a briefing document on the value of Community Pharmacy for presentation to the Council of the West Midlands Region of the National Pensioners Convention, this was presented and as a result has been redistributed to local MPs, Council Health and Wellbeing Scrutiny Boards and a press release issued.
