CYNGOR CYMUNED LLANWINIO COMMUNITY COUNCIL

The meeting of Llanwinio Community Council was held on Tuesday 15th November 2016 at 8.00pm at Ramoth Vestry, Cwmfelin Mynach.

PRESENT: Cllrs D Lewis, P Walton, W Evans, J Phillips, H James, G Evans, J Lewis (CCC) and K Bowen (clerk).

MINUTES: The minutes of the meeting held on 20th September 2016 were read and recorded as a true account.

DECLARATIONS OF INTEREST: None

MATTERS ARISING:

Llanwinio Community Hall has been purchased by Llanwinio Community Association with financial support from Llanwinio Community Council, Llanwinio Young Farmers Club and Llanwinio Entertainments Committee. The Community Council contributed £17,000 and will hold their future meetings at the Community Hall. Cllr P Walton will represent the Community Council on the Community Association committee.

The community benefit payment of £800 from AGR for the Plasparcau wind turbine has been received.

The Christmas dinner will be held at the Roadhouse Restaurant on Saturday 28th January 2017.

CORRESPONDENCE:

Information was received from CCC regarding BT’s proposal to remove the public payphone from outside Blaenwaun Post Office and their invitation to “adopt” the kiosk for £1. Following discussion it was decided not to accept the invitation and to contact CCC to object to the removal of the payphone.

A request was received from Llanwinio Community Association for the Community Council to underwrite the costs for utility services in the Community Hall along the lines of the previous arrangement. This would include the running cost of providing an internet connection once it has been installed. The Community Council agreed to meet the costs.

Information was received from AON regarding the Insurance Act 2015 which had come into effect as of 12th August 2016. It could affect the way information is provided to Insurers.

An invitation was received from the Wales Air Ambulance to visit the new operating facility at Dafen, Llanelli.

Information was received from CCC about their annual Christmas Toybox scheme to buy new toys for children and young people aged from birth to 16 years. Donated toys can be left at CCC County Hall and Spilman Street offices or the Carmarthen Journal offices in King Street. To arrange to pick up toys locally contact Suzanne Jordan on 01267 246656.

One Voice Wales sent the minutes of the AGM of the Carmarthenshire Area Committee held on 28/06/16 and the agenda for the next meeting to be held on 15/11/16.

Information was received from CCC regarding the playground inspection service they offer. It was decided to forward the details to the Community Association.

Requests for financial support were received from Cancer Information & Support Services, Welsh Hearts and NHS First Responder. It was decided to keep them on file until later in the year.

A letter was received from the new Dyfed Powys Police and Crime Commissioner stating his intention to issue a Police and Crime plan setting out his strategic objectives for the next four years.

A letter was received from Natural Resources Wales informing the Community Council that the telephone number to report environmental incidents has changed to 03000653000. Further information can be found on their website: naturalresources.wales/reportit

FINANCIAL REPORT:

The clerk gave a report on the Community Council’s financial position following the purchase of the Community Hall. The current balance is £1738.13.

LLANWINIO RIGHTS OF WAY PROJECT:

The Council discussed the most recent letter received from Ms L Agoust on behalf of the Rights of Way Project.

The Chairman had also met with Mr Alan Warner of CCC and agreed to a list of joint priorities for the future.
