RESOLUTION PRESCRIBING THE ADOPTION OF PROVINCIAL ORDINANCE NO. 056 SERIES OF 2015 “ALTERNATIVE LEARNING SYSTEM FOR BARANGAYS IN THE PROVINCE OF CAMARINES SUR ORDINANCE”, AND MANDATING THE FORMATION OF THE MUNICIPAL LITERACY COORDINATING COUNCIL
whereas, Provincial Ordinance No. 056, s. 2015, “Alternative Learning System for Barangays in the Province of Camarines Sur,” prescribes guidelines for the establishment of respective local Literacy Coordinating Councils for the Province; mandates the appointment of the Barangay Literacy Worker in the barangays; and outlines the provision of funds for their implementation and for other purposes;
whereas, it remains policy of the Provincial Government of Camarines Sur to expediently and effectively provide education to a large portion of the citizenry; the Provincial Government has thus sought organized means and systematic measures of institutionalizing the Alternative Learning System (ALS) into regular operations of the Provincial Government, and its component municipalities;
whereas, the Ordinance outlines the establishment of Local Literacy Coordinating Councils at the provincial, municipal and barangay levels, with the purpose of developing plans and projects for the development and sustainability of DepEd’sAlternative Learning System;
whereas, the Ordinance pertains to the institutionalization of the Barangay Literacy Worker (BLW) Program, a component of the Alternative Learning System, through the establishment of a Barangay Literacy Worker in each Barangay of the respective Municipality, with the purpose of reducing, if not eliminating, illiteracy throughout the municipalities of Camarines Sur;
whereas, it is the responsibility of theSangguniang Barangay, with support from the Sangguniang Bayan of the respective municipality, to fund the Barangay Literacy Worker Program, including but not limited to educational materials, training, and honorarium of the BLW;
NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG BAYAN OF ______, BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, IN SESSION ASSEMBLED, to: adopt the guidelines and measures outlined in the aforementioned Provincial Ordinance No. 056 of Series 2015, and to submit appropriate program funding requirements to concerned government agencies for integration in their respective budgets for 2017 onwards, subject to applicable laws, rules and regulations.
RESOLVED FURTHER, that a Municipal Literacy Coordinating Council (MLCC) will be formed for the Municipality of ______, The Chairperson shall be responsible for convening the inaugural meeting within one month of this resolution’s approval.
RESOLVED FURTHER, the MLCC shall be comprised of the General Council and the Secretariat, composed of the following:
a.)For the MLCC General Council:
(i.)Chairperson:Municipal Mayor.
(ii.)Co-Chairpersons:Municipal Vice Mayor;
Public Schools District Supervisor (PSDS) Elementary School for the Municipality; and
Public Schools District Supervisor (PSDS) High School for the Municipality;
(iii.)Members:DepEd PTA Executive Board President;
Sangguniang Bayan (SB) Member Chairperson on the Committee on Education
SB Member Chairperson on the Committee on Health;
SB Member Chairperson on the Committee on Peace and Order;
SB Member Chairperson on the Committee on Finance and Appropriation;
President,Liga ng mga Barangay Municipal Chapter;
President, SangguniangKabataan Municipal Federation;
Municipal Planning Development Coordinator;
Municipal Social Welfare Development Officer;
Municipal Agriculture Officer or his/her duly authorized representative;
Municipal Health Officer;
Municipal Budget Officer;
Municipal Administrator;
Local Government Operations Officer, Department of Interior and Local Government Municipal Office;
Concerned Non-Government Organization(s) and/or concerned Peoples Organization(s).
b.)For the MLCC Council Secretariat:
(i.)Secretariat Heads:Municipal BLW Focal Person (District ALS Coordinator or Mobile Teacher, as appointed by the ALS Division Supervisor)
(ii.)Members:School ALS Coordinators Association President;
Education Program Specialist for ALS;
District ALS Coordinator(s);
Mobile Teacher(s); and
Municipal BLW Association President.
RESOLVED FURTHER, the MLCC Chairman, the MLCC General Council and the MLCC Secretariat shall have the respective powers, duties, and functions, to wit:
a.)For the MLCC Chairman: As the Chief Executive Officer of the Council, the Chairman shall be answerable to Council Members and shall have the following powers, duties, and functions:
1.)To issue implementing rules and regulations including supplemental guidelines for the effective and efficient implementation of this Ordinance;
2.)To implement the policies, programs, and decisions of the Council;
3.)To supervise the operations and internal affairs of the Council in close coordination with its Members;
4.)To attend to the administration and technical needs of the Council;
5.)To maintain the organizational structure and staffing pattern of the Council in close coordination with its Members;
6.)To provide the Council with periodic reports on its performance and accomplishments in relation to its programs and projects;
7.)To make recommendations regarding the allocation of resources, and to prepare the annual budget of the Council for consideration and approval by its Members; and
8.)To perform such other duties authorized by the Council.
b.)For the MLCC General Council:
1.)To develop plans and projects for the development and sustainability of DepEd’s Alternative Learning System (ALS) through basic and functional literacy, as well as through skills and livelihood development;
2.)To act as an overarching advisory and coordinating body, providing the policies and program direction for all endeavors to increase literacy rates in the Municipality;
3.)To recommend strategies on the development of a mass movement towards the total eradication of illiteracy in the Municipality;
4.)To assist in identifying successful management schemes undertaken by other literacy programs (e.g. those offered by the Department of Social Welfare and Development), and to encourage further research into, and development of, literacy programs offered by government and non-government organizations alike;
5.)To consolidate all the programs and projects that aim to effectively address the educational needs of Out-of-School Youth and Adults (OSYAs) in all the barangays within the territorial jurisdiction of the Municipality;
6.)To conduct periodic monitoring (at least once a month) to observe and review the performance of BLWs;
7.)To recommend ways and means of raising funds to support local literacy programs, projects, and activities;
8.)To recommend measures on how to organize and strengthen support structures for literacy programs, projects, and activities in the Municipality;
9.)To recommend to the Sangguniang Bayan to provide additional amount for the Honoraria, as well as capability building seminars and competency trainings, to BLWs; and
10.)To perform such other duties and functions necessary to achieve the objective of this Ordinance, or as may be lawfully authorized by the Local Chief Executive.
c.)For the MLCC Council Secretariat:
1.)To develop criteria, guidelines, designs, and procedures for the preparation, appraisal, and monitoring of programs and projects concerned with literacy;
2.)To monitor program and project implementation and suggest modifications or changes when necessary;
3.)To prepare annual literacy targets and reports;
4.)To oversee the effective implementation of all literacy programs and projects within the Municipality;
5.)To provide technical assistance to literacy program implementers;
6.)To document, maintain, and update reports on literacy programs, projects, and activities within the Municipality;
7.)To prepare draft policies on literacy for review and approval of the Council, before forwarding the same to the Local Chief Executive for approval and signature; and
8.)To perform such other duties and functions as may be required by the Council.
RESOLVED FURTHER,the Municipal Government shall provide the funds necessary to the administrative and operating expenses of the MLCC. The Municipal Government shall also support the programs, projects, and activities formulated by the MLCC including its operations, with funding to be sourced from the allocation for ALS under the Special Education Fund and/or Gender and Development Fund.
RESOLVED FURTHER, the MLCC shall submit an annual budget proposal for the implementation of ALS programs, projects, and activities within their territorial jurisdiction, subject to approval of the Sangguniang Bayan and the Local Chief Executive.
RESOLVED FURTHER, every barangay in the Province of Camarines Sur shall appropriate one per cent (1%) of their annual Internal Revenue Allotment for the expenses of ALS Honoraria and ALS programs, projects, and activities, to be sourced from the SangguniangKabataan (SK) Fund or General Fund.
RESOLVED FURTHER, the Sangguniang Barangay shall provide the monthly Honorarium of the BLW at a rate of no less than One Thousand Pesos (Php1,000.00) per month. This will be outlined in the Memorandum of Agreement (MOA also known as Service Contract) drawn up by the Barangay Literacy Worker Focal Person (BLWFP) and submitted to the Punong Barangay for approval. Each BLW’s MOA will be renewed yearly. The Barangay Council will also be responsible for initial start-up expenses, such as the purchase of ALS Learning Modules, in the amount of not less than Five Thousand Pesos (Php5,000.00). Barangays that cannot afford to fund such requirement as herein provided may join adjacent or nearby barangay with existing Barangay Learning Center (BLC) for the “Clustering of Barangays and Counterparting of Funds” as provided for by Section 24 ofProvincial Ordinance 056, s. 2015.
RESOLVED FURTHER, the Municipal Government shall cover the meals, snacks, and transportation expenses of the BLW during their orientation and training. The Barangay Literacy Worker Focal Personwill be responsible for drawing up a budget of these costs and submitting this to the Municipal Government for approval. The Municipal Government may also supplement the BLW'S Honorarium by providing an additional amount thereof.
RESOLVED FURTHER, responsibility for the provision of necessary learning materials (such as pens, paper, folders, blackboard, chalk, blackboard eraser, tables, chairs, etc.) shall be negotiated in a timely manner between the Municipal Government and the Sangguniang Barangay(s) concerned.
RESOLVED FURTHER, there shall be created in the barangays within the territorial jurisdiction of the Province of Camarines Sur a position for Barangay Literacy Worker which shall have an Honorarium of at least One Thousand Pesos (Php1,000.00) to be funded by the barangay fund or the fund of a cluster of barangays, or to be supported by the municipal, city or provincial fund. The BLW is a contractual, non-permanent position, and shall thus not be included under the Personnel Services (PS) ceiling.
RESOLVED FURTHER, the Barangay Literacy Worker (BLW) shall undertake the following duties and functions:
1.)Conduct survey mapping, with special emphasis on the level of primary and secondary formal school drop-out, of the barangay he/she is assigned;
2.)Collect and consolidate relative data on participation rate of children and youth enrolled in private and public schools within the barangay(s) he/she is assigned;
3.)Perform as the learning facilitator and/or instructional manager of the BLC in his/her assigned barangay(s);
4.)Implement the programs of ALS to address illiteracy in the Barangay;
5.)Coordinate with and consult the Sangguniang Barangay concerned on issues regarding education, most especially on the implementation of ALS;
6.)Assist the concerned Municipal Government, the concerned DepEd Division Schools Superintendent, the ALS Provincial Office, and the Sangguniang Barangay on social mobilization of the ALS; and
7.)Perform such other functions as may be deemed necessary by supervisors and the concerned BLCC.
RESOLVED FURTHER, the followingSelection Criteria, Key Competencies, Qualifications and/or Experience, and Personal Attributes shall be referred to in selection of the BLW:
1.Key Competencies:
a.)Confidence in the delivery of learning modules and facilitation of classes comprising both youth and adults, using appropriate methods and strategies;
b.)Good community organization skills, including advocacy and program coordination;
c.)Good problem solving skills, particularly in relation to the resolution of practical real-world problems;
d.)Demonstrated capacity to work both as part of a team and autonomously;
e.)Demonstrated proficiency in reading, writing, and speaking both Filipino and English.
2.Qualifications and/or Experience:
a.Must be least Eighteen (18) years of age and physically fit;
b.Must be a registered resident of the barangay and/or municipality where he/she will be appointed;
c.Must possess a high school diploma or equivalent qualification, or college diploma of any course;
d.Must have a good command of the dialect of the barangay(s) he/she will be appointed;
e.Must be computer literate and conversant on science, mathematics, English, Filipino and other subjects concerning basic education;
f.Must have knowledge and enthusiasm in performing survey mapping and basic education and literacy development services for OSYAs;
g.Must have some experience in teaching, training or community organizing;
h.Must be willing to undergo orientations and trainings; and
i.Must not be an immediate relative of the DALSC, Mobile Teacher, Punong Barangay or Barangay Kagawad Chairperson of the Committee on Education;
3.Personal Attributes:
a.Passionate about serving the community as a volunteer;
b.Passionate about education as an agent of social change;
c.Possess excellent interpersonal skills;
d.Ability to adapt and be flexible, and to forego the methods of formal teaching in order to cater to the diverse learning needs of OSYAs;
e.Maintain a positive attitude in the face of challenges and obstacles;
f.Ability to take the initiative and develop creative solutions to problems;
g.Ability to empathize and relate to a diverse range of community members;
h.No pending cases in the barangay, and no derogatory record in the municipality/city.
RESOLVED FURTHER, the following guidelines shall be observed in relation to recruitment and training:
1.)All BLW vacancies should be posted in conspicuous spaces, such as in the municipal/city hall, the barangay hall, the plaza, etc.;
2.)Whenever possible, BLW vacancy notices shall be posted at least four (4) weeks prior the specified starting date of the appointment;
3.)All BLW applications should be submitted to the Sangguniang Barangay and the BLCC and subsequently discussed with the DALSC;
4.)Shortlisted BLW applicants will then undergo an interview with the DALSC, the Punong Barangay, the Barangay Kagawad Chairperson of the Committee on Education, as well as undertake a written examination to assess their skills and competencies;
5.)Successful BLW applicants shall undergo the required orientation(s) and training(s). Multi-phase training shall be conducted by the DepEd ALS Division, as well as by the DALSC and the MT in the Municipality. The Municipality shall be responsible for the cost of the BLWs’ meals, snacks, and transportation to any training programs outside the Municipality;.
6.)After the orientation(s) and training(s), the DALSC shall draw up a Memorandum of Agreement (MOA, also known as a Service Contract) regarding the appointment of the BLW, which must be signed by the Punong Barangay, DALSC and BLW.
RESOLVED FURTHER, the ALS Program in the barangay, or clustered barangays, shall be conducted in the Barangay Learning Center (BLC), duly established and operated for such purpose the ALS facilitators and/or implementers, the BLWs, as well as learners, are enjoined to attend such BLC at least eight (8) days of every month for the purpose of conducting the ALS in the barangay level. Whenever feasible, a new barangay learning center (BLC) structure may be established for purposes of the aforementioned Ordinance.
RESOLVED FURTHER, the concerned Municipal Government, and the Department of Education (DepEd) Office of the Schools Division Superintendent, through the respective Assistant Schools Division Superintendent for Alternative Learning System (ALS), shall extend program assistance and/or financial assistance for the effective implementation and operation of the ALS in the barangays in matters related to the following:
1.Provision of basic infrastructure and a space or room for the learners and learning facilitators/implementers;
2.Provision of sets of modules, supplies, and materials; and
3.Recruitment of Instructional Managers to serve as learning facilitators/implementers in the delivery of ALS programs to OSYAs.
RESOLVED FURTHER, if upon determination it appears that a barangay cannot afford to fund the lowest Honorarium of One Thousand Pesos (Php1,000.00) for a BLW and/or to fund the establishment of a BLC, the said barangay, upon submission of a certificate of insufficiency of such amount in the fund of the barangay duly signed by the concerned Punong Barangay and the Barangay Treasurer duly attested by the Municipal/City Budget Officer and the Sangguniang Bayan Member Chairperson of the SB/SP Committee on Finance and Appropriation, may enter into a Memorandum of Agreement (MOA) with an adjacent or nearby barangay which has an existing and operating BLC, for a counterparting of funds with the latter regarding the Honorarium of the BLW and/or the operating and maintenance expenditures of the BLC.
RESOLVED FURTHER, that a copy of this Resolution will be furnished to all offices, departments and agencies concerned for their information, guidance and reference.
This Resolution shall take effect immediately upon its approval.
