Dear Potential Offeror:

The County of Passaic is requesting proposals for employment and training workforce services for youth. Attached is the “Request For Proposal for Funding of Youth Programs under the Workforce Investment Act of 1998.” This solicitation is interested in services that can offer the following services to out-of-school and in-school youth:

·  improving educational achievement

·  preparing for and succeeding in employment

·  supporting youth through adult mentoring, guidance and counseling

·  offering services intended to develop the potential of youth as citizens and leaders

It is anticipated that these programs will be funded primarily by the Workforce Investment Act of 1998. This is the first year of procurement utilizing these funds. Information provided in the package highlights key areas that must be considered. For those offerors who have historically provided summer program services, please note that the Workforce Investment Act does not authorize stand alone summer programs and participation should be integrated into a comprehensive strategy for addressing each youth’s employment and training needs.

NOTE: All entities, including local school districts, must submit complete

proposal packages.

The procurement package includes general guidelines, instructions, forms and information critical to the application. By following the package properly, the application will be easier to prepare and will facilitate the review and evaluation. Awards will be based upon the evaluation criteria in the proposal guidelines and the availability of funds.

The package contains three sections:

·  General Information for Offerors (pages A-J) presents guidelines, background and technical information relevant to the proposal process. Included are pertinent instructions for proposal submission and information concerning due dates, copy requirements and technical assistance.

·  Youth Program Proposal (pages 1-9) should be completed as required and presents a description of the organizational structure and background of the proposing agency as well as the specific details for each proposed service. Each proposal must answer all questions as requested. A complete set of the proposals and appropriate copies must be submitted for each program proposed.

·  Attachments (page 10) must be included with the proposal and should be marked as instructed, including signatures as required.

Technical assistance may be obtained by calling the Planning Department, 973-340-3400, extension 7113 or 7105, however, at no time will responses be given to questions concerning the potential approval or disapproval of a proposal. An optional Technical Assistance meeting will be held on Tuesday, February 27, 2001 at 3:00 p.m. at the administrative offices of the Passaic County Workforce Development Center, 388 Lakeview Avenue, Clifton, NJ 07011. Prior to the technical assistance meeting, questions should be sent to the PCWDC Planning Department in writing by mail, fax, 973-340-7214, or e-mail, , before noon on February 27th. All potential proposers are urged to review the package as soon as possible to avoid unanswered questions.

Proposals must be received by 12:00 noon on Monday, March 12, 2001.
