Regular session of the Minden City Councilwas called to order by MayorZimmerman at 6:00pm on above date.
Present: Ploen, T. Schneckloth, J. Schneckloth, McCool, Wellman Absent:none Also attending:Steve Perry, Evan with McCarthy trenching, John Krohn, P. Bintz, & Jeremy McDermott.
Motion by Wellman, second by J. Schneckloth to approve the agenda with the removal of Pott County Foundation. M.C. 5-0
Motion by Ploen, second by Wellman to approve minutes of the AprilMeetings. M.C.5-0
Motion byMcCool, second byT. Schneckloth to approve the financial statement. M.C.5-0
Motion by McCool, second Wellman to approve the bills for payment. M.C.5-0
Public hearing on the plans, specification, proposed form of contract and estimated cost for the 2016 3rd st Water Main Project was called to order by Mayor Zimmerman. Being no written or oral objections submitted, a motion was made by Wellman, second by J. Schneckloth to close the public hearing. M.C. 4-0
The bids that were submitted were opened and read by Steve Perry.
RESOLUTION 16-04. Motion by T. Schneckloth, second by Ploen awarding contract for the 3rd St. Watermain Project to McCarthy Trenching for $87,167.00. Roll Call: Ayes T. Schneckloth, J. Schneckloth, McCool, Wellman, Ploen
Motion by McCool, second by Ploen to table the Pothole and Crack repair until the May 17, 2016 special meeting.
Steve Perry updated the council on the Meadow Lane project. The council directed Steve Perry to send a letter to Bluffs Paving to finalize a completion schedule.
Steve Perry and the council discussed the Downtown Beautification project. Steve showed the council some of the other beautification projects they have completed for other communities.
Jeremy McDermott updated the council on the status of the water discharge system on his property. He has contacted Thrasher regarding options for the discharged water. The council asked Mr. McDermott to find out how many GPM the pump is rated for and get back to the council before the May 17, 2016 special meeting.
Randy Price discussed with the council the current condition of the alley next to the apartments he owns. The rain water is starting to erode the alley next to his sidewalk and creating a void. Randy would like the council to look at the alley to see if anything can be done to deflect the water away from his property. The council will investigate the problem and see what solutions are available.
John Krohn discussed with the council the deteriorating curbs on Brady Street. The council will have Phil Bintz investigate the problem and get them fixed.
Mayor Zimmerman opened the public hearing at 7:05pm on the 2015-16 Budget Amendment. Being no written or oral objections submitted, a motion was made by J. Schneckloth, second by McCool to close the public hearing. M.C. 5-0
RESOLUTION #16-05 Motion by T. Schneckloth, second by Wellman to approve the 2015-16 annual budget amendment as published. Roll call vote: Ayes: Wellman, T. Schneckloth, Ploen, J. Schneckloth & McCool Nays: none
RESOLUTION 16-03. Motion by Ploen, second by McCool to approve the resolution providing for reduction of interest rate for Sewer Revenue Bond. Roll Call: Ayes T. Schneckloth, J. Schneckloth, McCool, Wellman, Ploen
Councilman Tom Schneckloth informed the council that Pottawattamie County did not get the grant that would have purchased solar powered speed limit signs. If the city wants to purchase them on their own it would be approximately $2,500 per sign. The council will take it under advisement. No action taken.
The council was informed most of the engraved bricks for the triangle have been received. We’re just waiting for 4 more bricks. When they arrive the council will get volunteers to install the bricks.
