Summary: 12/4/12: This bill would enact the Homeless Person's Bill of Rights and Fairness Act. Among other provisions, this bill would provide that every child has the right to be provided by his or her school with the supplies necessary to promote academic success, including, but not limited to, backpacks, textbooks, notebooks, pencils, pens, and appropriate academic technology. The bill also states a person has the right to be protected from disclosure of his or her records and information within various environments including schools.

Summary: 2/27/13: This bill would provide that, commencing with the 2013-14 school year, the administration of assessments required as part of the STAR Program would be suspended, except for those assessments in the core subjects necessary to satisfy the adequate yearly progress requirements of the federal No Child Left Behind Act of 2001 in grades 3-8 and grade 10 and those assessments augmented for use as part of the Early Assessment Program in grade 11, until new assessments addressing the common core state standards are developed and implemented.

Summary: 2/25/13: This bill would allow K-12 standardized tests created for use in California public schools to be available for purchase by a private school from the test publisher to the extent that the purchase would not violate the terms of any contract entered into between the publisher and the State of California. The bill would require a private school that chooses to purchase a standardized test to be responsible for the costs associated with the test, including administration costs.

Summary: 2/26/13: This bill would state the intent of the Legislature that the reauthorization of the statewide pupil assessment program include a specified plan to reform that program as it relates to grades 7-12. The bill would require the Superintendent of Public Instruction, in consultation with various groups of individuals and entities, to develop and present to the State Board of Education recommendations to effectuate those reforms by July 1, 2014. The bill would require the state board to adopt the recommendations by November 15, 2014.

Summary: 2/26/13: This bill would express findings and declarations of the Legislature about the educational, cultural, and health needs of California's most distressed communities. The bill would establish the California Promise Neighborhood Initiative to develop a system of 40 California promise neighborhoods, as designated by the State Department of Education by January 1, 2016, to support children's development with the goal to significantly improve the outcomes and opportunities for children and their families living in California’s most distressed neighborhoods and to transform those communities by seeking to provide access to a community-based continuum of high-quality services and practices based on the best available evidence, which will address the needs of children from birth through college and career. Selected promise neighborhoods would implement a comprehensive, integrated continuum of solutions or pipeline of services to improve academic achievement, including early childhood programs, child and youth social and health development, college and career readiness, and efforts to build strong family and community supports measured by common outcomes in neighborhoods with high concentrations of low-income families, persistently low-achieving schools, or schools with an achievement gap. Schools and school districts within California promise neighborhoods would, at a minimum, receive maximum consideration for receiving funding for competitive grants involving the After School Education and Safety Program, a California Partnership Academy, the Immediate Intervention-Underperforming Schools Program, and career technical education pathways.

Summary: 2/27/13: This bill would require the advisory committee, which exists to advise the Superintendent of Public Instruction and the State Board of Education on all matters relating to the creation of the Academic Performance Index and the implementation of an accountability system, to develop a public measurement, or index, of activities in public school classrooms that foster creativity, innovation, and problem solving.

Summary: 2/27/13: This bill would require any school, after one full school year, that is subject to corrective action and which continues to fail to make AYP and has an API score of less than 800, or any school ranked in any of deciles 1 to 3, inclusive, of the API, and has a specified percentage of parents and legal guardians of pupils sign a petition requesting the local educational agency to implement at least one of 5 specified interventions, the local educational agency shall implement the option requested by the parents, with some exceptions.

Summary: 2/27/13: This bill would require the Superintendent of Public Instruction, on or before July 1, 2014, to report to the Legislature and recommend to the state board for adoption a project-based assessment through the system of public school accountability, to measure the civics learning objectives contained in the course of study for grades 1-12.

Summary: 2/6/13: The bill would prohibit the apportionment of state funds for adult education courses unless they are approved by the governing board of the local educational agency and receive annual approval from the State Department of Education.

Summary: 3/18/13: This bill would change the requirement of 180 minutes to 240 minutes for a day of attendance at a continuation high school or a continuation education class. This bill would require the governing boards of school districts that operate high schools to establish and adopt policies and procedures governing the identification, placement, and intake procedures for pupils who voluntarily enroll in continuation schools, based on a finding that the voluntary placement of the pupil will promote his or her educational interests. The bill would require these policies and procedures to be provided to pupils whose voluntary transfer to a continuation school is under consideration, and to the parents or legal guardians of those pupils. The bill would require that copies of these policies and procedures be made readily available to all pupils, and to all parents or legal guardians of pupils, at schoolsites and on the school’s or school district’s Internet Web site. The bill would require the State Department of Education to develop model standards for guiding school districts with respect to implementing the policies and procedures adopted under this bill.

Summary: 2/27/13: The bill would require that if a county determines that a child who is 16 years of age or older is not regularly attending school or participating in a welfare-to-work plan, the county document that the child has been offered a meaningful opportunity to be engaged in the creation of his or her welfare-to-work plan, including an age-appropriate assessment, before the county reduces the aid amount to the family.

Summary: 1/23/13: This bill would provide that the California Workforce Investment Board is responsible for assisting the governor in the alignment of the education and workforce investment systems to the needs of the 21st century workforce and the promotion and development of a well-educated and highly skilled 21st century economy and workforce. This bill would require the board to assist the governor in targeting resources to specified industry clusters that provide economic security and leverage state and federal funds to ensure that resources are invested in activities that meet the needs of specified industry sectors and advance the education and employment of students and workers so they can meet the specified needs of the state, its regional economies, and leading industry sectors.

Summary: 2/27/13: This bill, beginning on or after January 1, 2014, would authorize a tax credit for a business entity that provides career technical education. This bill would require each school district and community district to create a Career Pathways Investment Trust Fund, the funds in which would be used for the purposes of financing program and administrative costs relating to the operation of career pathways programs. The bill would authorize a school district or a community college district to enter into social impact bonds in accordance with applicable laws to fund career pathways programs.
