About the work
Why is the work being done?
The Department of Immigration and Border Protection (DIBP) wants to achieve a sustainable, continuous Agile / Lean ICT delivery capability that will enable it to meet rapid business and technology change.
DIBP is seeking to engage one or more suppliers to provide Agile / Lean training, coaching, facilitation and consultancy services on an as needs basis.
DIBP are seeking suppliers who are experienced with large-scale ICT capability uplift programmes and can assist DIBP to build new processes, behaviours and values, to enable the improved delivery capability.
What's the key problem you need to solve?
DIBP is undertaking significant change and requires the assistance of one or more suppliers to provide the following services, noting they do not need to provide all the services:
Training
- Provide foundational level Agile / Lean training.
- Provide practitioner level Agile / Lean training to build the capability of delivery teams.
- Provide specific Agile training for specific capabilities such as but not limited to architecture and project management.
- Provide Agile / Lean practice specific training such as but not limited to Scrum and Kanban.
- Provide Agile / Lean role specific training for roles such as but not limited to Agile coach, Scrum Master and Product Owner.
Coaching
- Provide coaching including Agile / Lean delivery to build the capability of delivery teams.
- Provide mentoring and support to develop identified staff as generalist, capability specific or practice specific Agile / Lean coaches.
Facilitation
- Facilitate discussions and workshops with staff and senior executives to drive organisational and behavioral change aligned with Agile and Lean mindsets and practices.
Consultancy
- Provide Agile / Lean consultancy services to:
- Improve ICT delivery to provide earlier business value.
- Improve the efficiency of ICT delivery; eliminating waste and creating space for innovation.
- Identify and remove barriers that inhibit DIBP from realising business value sooner.
These services may be required on a full-time and part-time basis.
Describe the users and their needs
Senior ICT Executive – are seeking to find ways to significantly increase the development/delivery of software products while lowering technical debt.
Senior Business Executive – need software products to be developed/delivered sooner to meet the demand for rapid business and technology change.
Software development/delivery teams – need to have the skills and knowledge to deliver software products in a way that aligns with Agile and contemporary delivery approaches and principles.
IT Operations – need to have the services, support and mindset to ensure the software development/delivery teams can operate efficiently and effectively using contemporary delivery approaches and principles
What work has already been done?
Since August 2016 SoftEd through Blue Visions Management have:
- Delivered an Agile maturity assessment.
- Delivered introductory Agile training to over 600 DIBP staff.
- Provided consultancy focused on Adaptive Leadership.
- Provided an Agile coach.
Who will the work be done with?
Engagement will be managed by Technology Delivery Uplift programme team. You will be working with a range of DIBP staff including but not limited to senior ICT Executive, senior business Executive, software development/delivery teams, ICT Operations.

DIBP headquarters, 5 Chan Street, Belconnen, Canberra, ACT, 2617.
What are the working arrangements?
Agile / Lean Training - DIBP anticipates using both Public and in- house training, primarily in Canberra (some in Brisbane).
Agile / Lean Coaching - Coaches are expected to work standard buiness hours, unless otherwise negoaited, primarily at DIBP's premises in Canberra (some in Brisbane).
Agile / Lean Facilitation - At DIBP's premises in Canberra (some in Brisbane).
Agile / Lean Consultancy Services - At DIBP's premises in Canberra (some in Brisbane).
Is security clearance required?
Personnel working on this engagement, are to have or be able to obtain an Australian Government BASELINE security clearance. In addition to a BASELINE security clearance, personnel working on this engagement, are required to obtain a Departmental specific Employee Suitability Clearance.

Additional terms and conditions
At sole and absolute discretion of DIBP, and subject to an ongoing business requirement, DIBP may have a requirement to extend the contract period with one or more service providers for up to two periods of 12 months.

Buyers will use the essential and nice-to-have skills and experience to help them evaluate sellers’ technical competence.

Demonstrate experience utilising Agile / Lean approaches to uplift and sustain the ICT delivery capability of large organisations in order to deliver better business value. References must be supplied where these services have been provided.
Nice-to-have skills and experience
• Demonstrate where you have successfully provided foundational and practitioner level Agile / Lean training. References of your success must be provided.
• Demonstrate where you have successfully provided Agile / Lean training to develop roles within a product delivery team. References of your success must be provided.
• Demonstrate where you have successfully provided Agile / Lean training for specific capabilities such as but not limited to architecture, project management. References of your success must be provided.
• Demonstrate where you have successfully provided Agile / Lean training for specific practices such as but not limited to Scrum, Kanban. References of your success must be provided.
• Demonstrate where you have successfully provided training to develop Agile / Lean coaches. References of your success must be provided.
• Demonstrate where you have successfully provided Agile / Lean coaching services to product delivery teams. References of your success must be provided.
• Demonstrate where you have successfully provided Agile / Lean mentoring and support coaching of roles, such as but not limited to Product Owner, Architect, Project Manager within a delivery team. References of your success must be provided.
• Demonstrate where you have successfully provided Agile / Lean mentoring and support to develop capability specific roles such as but not limited to architecture, project management and practice specific such as but not limited to Scrum and Kanban. References of your success must be provided.
• Demonstrate where you have successfully provided Agile / Lean mentoring and support to develop coaches. References of your success must be provided.
• Demonstrate where you have successfully utilised Agile / Lean approaches to facilitate solutions to problems that would be classified as complex and chaotic domains of the Cynefin framework. References of your success must be provided.
• Demonstrate where you have successfully transferred skills and capability to enable staff to self-facilitate the solving of problems classifiable in the complex and chaotic domains of
the Cynefin framework. References of your success must be provided.
• Demonstrate where you have successfully provided Agile / Lean consultancy services to improve ICT delivery to provide earlier business value. References of your success must be provided.
• Nominated personnel and any subcontractors proposed for the requested services, must provide a summary of their skills, qualifications and experience. If available, a link to each their linked in profile must be provided.

• Experience and availability of specified personnel - Upon being shortlisted personnel who were not able to supply a link to their linked in profile will be asked to provide a written resume.
• Cultural fit
• Pricing - Upon being shortlisted, the supplier is to provide a response, which outlines all associated costs (including GST) for their services (including personnel) proposed in their response to the essential and nice-to-have Evaluation Criteria.
