4.2Assessmentcriteria
FordevelopmentthatisarestricteddiscretionaryactivityintheRegionalParksprecinct,thefollowingassessmentcriteriaapplyinadditiontothecriteriaspecifiedfortherelevantrestricteddiscretionaryactivitiesintherelevantunderlyingPublicOpenSpaceInformalRecreationorConservationzone.
1.Intensityandscale
a.Theintensityandscaleofactivitiesshouldbecompatiblewiththeexistingoranticipatedcharacterofthesurroundingenvironment.
2.Trafficandaccess
a.Wherecarparkingdoesnotfrontthestreetitshouldbescreenedfromneighbouringsiteswithlandscapingand/orfencing.
b.Forestryactivitiesshouldbedesignedandundertakeninawaythatminimiseseffectsonlocaltrafficandregionalparkaccess.
3.Sitelayout,landscapinganddesign
a.Landscapingshouldbecompatiblewiththerestoftheopenspaceandbesympatheticwiththebroaderlandscapecharacterofthearea.Existingtreesshouldberetainedwherepossible.
b.Wherepossibledevelopmentisexpectedtobelocatedinareasclearofnativeexistingvegetation.
4.Interfacewiththepublicrealm
a.Entrancesshouldbelocatedonthestreetfrontageandbeclearlyidentifiableandconvenientlyaccessiblefromthestreet.
b.Activitiesthatengageandactivatestreetsandpublicspacesareencouragedatgroundandfirstfloorlevels.
5.Universaldesignandsafety
a.Buildingsandpublicspacesshouldbedesignedtoenhancethesafetyofusersofthebuildingandpedestrians,inparticularby:

providingseparateandidentifiableaccessforvehiclesandpedestrians
maximisingopportunitiesforpassivesurveillanceofthestreetandopenspacethroughtheuseofglazing,balconiesandlocatingmoreactiveusestothesefrontages
providingacleardistinctionbetweenpublic,communal,semiprivateandprivatespace.
b.Recreationaltrails,walkwaysandcyclewaysshouldprovideforsafeandconvenientaccessforusers,includingsafeconnectionswiththeexistingroadnetwork.
c.Forestryactivitiesshouldbeundertakeninawaythatminimiseseffectsonpublicsafety.
6.Effectsontheenvironment
a.Buildingsandinfrastructureshouldbeformedinsuchawaythatcreatesminimaladverseeffectonthevegetation,wildlifeandcharacteroftheopenspaceorreserve.
b.Incoastalclifffaceareas,trailsshouldbedesignedsothattheydonotimpactonthestabilityofthecliffandretainasmuchvegetationaspossible.
c.Forestryactivitiesshouldbeundertakeninawaythatcreatesminimaladverseeffectsontheenvironment,includingonarchaeologicalsites.
7.ReserveManagementPlans
a.TheproposalshouldgenerallyaccordwiththeAucklandRegionalParkManagementPlan2010andtheassociatedconceptplansorotherapplicablereservemanagementplanfortheopenspace.
5.AssessmentLanduseanddevelopmentcontrolinfringements
5.1Mattersofdiscretion
Inadditiontothegeneralmatterssetoutinclause2.3ofthegeneralprovisionsandthespecificassessmentcriteriafortheinfringementintherelevantunderlyingPublicOpenSpaceInformalRecreationorConservationzone,thecouncilwillrestrictitsdiscretiontothemattersbelowfortherelevantdevelopmentcontrolinfringement.

5.2Assessmentcriteria
