2016-2017 E-Rate Self-Provisioned RFP
The Colorado River Educational Technology Consortium (CRETC) consists of two school districts, The Bullhead Elementary School District (BCESD), and the Colorado River Union High School District (CRUHSD). The two school districts, in order to provide quality services at lower costs, have formed the CRETC. The CRETC supports six elementary schools, two high schools, onedistrict office, and one on-line school.
CRETC also have an RFP for Managed Leased Lit Fiber Service. CRETC will score and award each RFP separately. Therefore a vendor can submit a proposal for both, or either.
CRETC plans to install up to 1000Mbps WAN service between six school locations, and the BCESD District Office (six links total). BCESD has a current contract with a local service provider for WAN services. Any fees associated with terminating this contract will be considered when choosing a service provider. Please use the pricing guide at the end of this document for the price proposal.
CRETC seeks proposals for aself-provisioned fiber network. CRETC will award managed lease lit fiber or self-provisioned fiberfor each school. Because of changes in the E-Rate rules concerning dark fiber, CRETC will determine the best option for each school and district. As an example, CRETC may install managed lease lit fiber for three school links and self-provisionedfiber for the three remaining schools. Vendors are welcome to submit proposals for both or either service option.
Unless otherwise noted, CRETC assumes vendor will install single mode fiber point to point between each location and the BCESD District Office. CRETC will also assume vendor will provide fiber modulation components. The components can include, but not limited to SM Fiber Mini GBIC and Fiber Patch Cables. CRETC would prefer connections terminate into existing switching, routing, or security equipment. Schools and the district office currently utilize Enterasys N5 and N7 Chassis for WAN termination.
CRETC may award one, any, or all of the self-provisioned fiber links depending on price. For instance, the links between the district office and CC, DV, and JH may be awarded to one vendor, while the remaining links are awarded to a different vendor. In addition, CRETC may award several links as self-provisioned fiber links and the remaining links as managed leased lit fiber. Any link dependencies must be clearly defined. For example, if the link to DV is dependent on the link to CC, please clearly state requirements in your proposal.
It is the responsibility of the vendor to secure all right of way, utility easements, and construction permits required for completion of this project.

Do not contact schools directly. Please contact James McNutt (contact info at the end of this RFP). Any required school visits must be scheduled with James McNutt. Any site visits or school contact that is not coordinated with James McNutt will result in a vendor being disqualified.

Links must be point to point. Relay links, point to multi-point, and repeated links will only be considered when it is in the best interest of CRETC. For instance, if a 1000Mbps link is required on three links, a relay will only be considered under the following conditions:
The link speed between SR and FC is >= 1000 Mbps
The link speed between FC and DB is >= 2000 Mbps
The link speed between DB and BCESD D.O. is >= 3000 Mbps
It is in CRETC’s advantage to use non-point to point links
The vendor must CLEARLY identify non-point to point links, and the advantage to CRETC
This is to serve only as one of many examples of non-point to point links. It is up to the vendor to clearly define non-point to point links.

All Respondents
Vendors must include alllabor, travel, lodging, per-diem,estimated taxes, and fees with their proposal. Price proposal shall include E-Rate eligible and ineligible components, monthly re-occurring costs, and one-time costs. There shall be no additional cost to CRETC to ensure all equipment functions as intended.
Please include a service level agreement and contract with your proposal. Your service level agreement should include response times (call back, remote support, on-site, etc.). Your SLA and contract should include the address of the location where technicians will be dispatched for CRETC issues. Please include all pertinent technical certifications held by the technicians who will be dispatched for CRETC issues. You may include any additional information that may help CRETC make the best choice for our solution. Please use the response sheet at the end of this document as a guideline for price response format.

Selection will be based primarily on price of eligible goods and services. Vendors must CLEARLY state total of eligible goods and services and ineligible goods and services. If CRETC is not able to determine eligible goods and services pricing, the proposal may be considered non-responsive. This is a sealed bid, do not send proposal via email. It is the vendor’s sole responsibility to ensure delivery of the RFP by the due date and time. It is our experience, UPS and FedEx do not offer early AM overnight delivery to Bullhead City. Late proposals will not be considered.
CRETC reserves the right to contact vendors with clarification questions.

CRETC Service Contract
This page shall serve as a contract between ______, a service provider and the Colorado River Education Technology Consortium (CRETC). This contract shall provide the services described and priced above. This contract includes the options for minor modifications. The term of this contract is sixty (60) months, beginning on July 1, 2016 and ending on June 30, 2021. At the end of this contract, the service provider and CRETC may voluntarily extend the term of this contract. Any additional terms and conditions required by the vendor shall be included with this contract.
