(MEDICAL DOCTOR)

PROJECT LOCATION

Based in Hajipur, Sadar Hospital and with regular monthly visits to MSF/DWBI supported PHCS, Vaishali district, and Sadar hospitals in extra districts (currently Saran, East Champaran, Sitamarhi and Saharsa districts) of Bihar state, though in the event of an emergency potentially available to work in other States within India and/or the region. About 50% time is expected to be spent in the extra-districts. Accommodation and transport is provided during extra-district activities.

PURPOSE OF POST

Provides outpatient and/or inpatient medical care to MSF beneficiaries according to MSF protocols, values, universal hygiene standards, as defined in the project objectives and to DNDi pilot project protocol

MISSION AND PRINCIPAL ACTIVIES

  • To facilitate the clinical management of Kala azar patients within the targeted communities of Bihar state.
  • To support in the implementation of the DNDi pilot project, as sub investigator
  • To represent MSF and to liaise between the international and national team members, the authorities, patients and care providers.
  • To transmit/spread MSF mission and vision in the different districts of BiharState through collaboration with national doctors and medical personnel.
  • To be able and willing to implement emergency medical care when and where required.

The nature of the role and responsibilities will change dependant upon the duty allocation within the medical pool. However, the responsibilities listed below should provide some guidance.

Medical Care

  • Provide high quality medical care, diagnosis and treatment, in SadarHospital and MSF supportedPHCs, dx/tx camps according to MSF clinical guidelines, including universal precautions.
  • Provide proper diagnosis and treatment through quality consultations
  • Facilitate proper referral of complicated cases and perform follow ups of patients as necessary
  • Watch over the rational use of medicines
  • Work closely with the MSF nurses to provide quality medical care
  • Assure overall good clinic management including patient flow, triage, cleanliness of clinic, waste management etc. Identify problems immediately and initiate improvements if needed with other departments (logistics).
  • Assist in implementation of outreach activities
  • Monitor consumption of medicines and medical material. Ensure there is adequate medical stock and coordinate the order of medical supplies as required
  • Collection, reporting and analysis of clinical data
  • To represent MSF externally and to protect and improve the quality of its work, the associative spirit and its reputation.
  • To implement and improve MSF’s operational and administrative protocols.
  • Supervise the use/prescription of medicines used for Kala Azar according to MSF protocol.
  • Participate in, and when required facilitate, medical/nursing training sessions, both internally and externally.
  • Collect, collate, interpret and disseminate medical data with special attention given regarding the use of AmBisome, co-infections and morbidity/mortality.
  • Participate in defined meetings, as well as provide translation as needed to expat colleagues.
  • To work with and actively support the MSF and external laboratory services
  • To assist in the assessment of humanitarian needs and emergency interventions arising in the region and if needed, showing flexibility, adaptability and commitment.

Other activities

  • Inform Medical Supervisor of any irregularity, shortage or damage of materials
  • Participate in team meetings as required
  • Performing any other task as required by the supervisor
  • Maintaining a flexible approach and responding to the needs of the project even if beyond job description

REQUIRED WORKING DAYS:

The nature of the work requires presence on Sundays and Public Holidays as per duty roster. Sundays are considered as a weekday. Special arrangement are only considered for official Public Holidays (as per Internal Rules and Regulations)

NO PRIVATE PRACTICE:

Medical doctors on contract with MSF are specifically barred from running their own clinic or involvement in private practice – whether own clinic or working in other medical facilities such as nursing homes/clinics/pharmacies etc.

REQUIREMENTS

Qualifications

  • MBBS degree with full & valid registration from Medical council of India or state medical councils.
  • Desirable specialisation or training in tropical medicine and/or infectious disease (especially TB and HIV/AIDS)

Work experience

  • Preferably at least 1 year of work experience as a medical practitioner
  • Desirable experience in minor surgical, obstetric & paediatrics

Specific skills

  • Strong communication skills in English and Hindi.
  • Ability to organize and prioritize workload & taking initiative when appropriate
  • Good spoken & written English and Hindi is essential
  • Able to integrate into a multi-cultural team and cooperate with co-workers
  • Able to work independently as well as part of a team
  • Ability to cope with stress
  • Willingness to live and work in a rural setting
  • Demonstrates flexibility in taking up tasks outside of regular job responsibilities as required
  • Good Punctuality and ability to act with responsibility
  • Understanding of MS Office especially Word, Excel & PowerPoint

  • Good knowledge of MoH policies and general system of health management

  • One established Kala Azar project in Bihar State (3 international staff, 68 national staff)
  • One nutritional project opened in 2009 in Bihar State (8 international staff, 125 national staff)
  • Regular short term emergency interventions.
  • Capital Coordination Office in Delhi (6 international staff, 19 national staff).

Context Description

The activities for this position mostly take place in Vaishali district. The current project comprises of:

-District Hospital activities centered around a Kala azar diagnosis and treatment ward at the Sadar Hospital in Hajipur

-5 Primary Health Centers supported by MSF in Vaishali district for diagnosis and treatment of Kala azar.

-Expansion to 3 additional districts in Bihar and possible expansion to other districts.

Work location

  • In Hajipur Sadar Hospital, Vaishali district with frequent travel within Vaishali district + Saran, Sitamarhi, Saharsa, East Champaran and possible other districts. Travel, per-diem and accommodation is provided outside Vaishali district when overnight stay is required.
  • Also, in the event of an Emergency Intervention, potentially to work in other States within India and/or the region.

Offer for the position:

Gross Salary is Rupees 36,052 per month. NOT NEGOTIABLE

Other benefits apart from monthly Gross Salary:

Medical Market Adjustment Allowance Rupees 15,000 per month.

One month Gross Salary as Diwali bonus is extra.

P.F. and gratuity are applicable as per law.
