1. Multicultural Queensland
Queensland is a multicultural success story being home to people who speak more than 220 languages and hold more than 100 religious beliefs.
To acknowledge the role culturally and linguistically diverse communities play in building a better Queensland, the Government has introduced the Multicultural Recognition Act 2016 (https://www.legislation.qld.gov.au/LEGISLTN/ACTS/2016/16AC001.pdf) that recognises and promotes multiculturalism in Queensland.
The Multicultural Recognition Act 2016:
· promotes Queensland as a united, harmonious and inclusive community and will foster opportunities for people from culturally and linguistically diverse backgrounds to participate in all aspects of life in our prosperous state
· acknowledges that a diverse, dynamic and cohesive society will deliver important benefits for all Queenslanders, including the community, government and business sectors
· recognises our diverse cultural heritage and aims to ensure that government services are responsive to the needs of our multicultural communities.
The Multicultural Recognition Act 2016 commits the Queensland Government to:
· establish a Multicultural Queensland Charter that will outline the principles of promoting harmony, inclusion and fairness and acknowledging the unique cultural contribution of Aboriginal and Torres Strait Islanders
· establish a Multicultural Queensland Advisory Council to provide direct advice to the Multicultural Affairs Minister to ensure government policies support the needs, aspirations and contributions of people from diverse backgrounds
· develop a whole-of-government multicultural policy and action plan to ensure that government services are responsive to the needs of our multicultural communities.
The Government is committed to a safe, caring, harmonious, united and inclusive Queensland. Through the Celebrating Multicultural Queensland grants program, dedicated funds are committed by the Government annually to support celebrations of our wealth of cultures as well as promotion of increased social cohesion.
2. 2016–17 Celebrating Multicultural Queensland grants program – Multicultural Events
Purpose
The Celebrating Multicultural Queensland grants program, administered by Multicultural Affairs Queensland within the Department of Communities, Child Safety and Disability Services, is established to celebrate and promote Queensland’s multicultural identity, the benefits of multiculturalism, community cohesion, and equitable access to opportunities by people from diverse cultural backgrounds.
In 2016–17, funding will be allocated to diverse multicultural events and projects across Queensland through two separate grants round:
1. 30 June to 26 August 2016 – Grants round for multicultural events – this round
2. grants round for multicultural projects. (Will open later in the year.)
This funding information paper provides information about funding priorities and criteria for multicultural events. Details about funding categories for multicultural projects will be available when the projects grants round opens later in 2016.
Total funding available for multicultural events
Under the 2016–17 Celebrating Multicultural Queensland grants program, total funding of $700,000 is available for events to be held in Queensland within the 2017 calendar year.
Funding categories
Funding will be allocated through two categories:
· ‘Signature Events’ with maximum grant level of $20,000 per event
· ‘Cultural Events’ with maximum grant level of $10,000 per event
Eligibility requirements and target groups
Community groups, local councils and non-government organisations that involve or support migrants and refugees from culturally and linguistically diverse backgrounds are eligible to apply for funding.
Applicants must be incorporated and hold appropriate insurance; ie a minimum of $10 million public liability insurance per event/project.
Unincorporated organisations interested in submitting a funding application will need to seek agreement from an incorporated organisation to act as an auspice agency.
The target groups include migrants and refugees from culturally and linguistically diverse backgrounds, and broadly all Queenslanders from the wider community with cross cultural connections.

Applications
Funding submissions under the 2016–17 grants round of Celebrating Multicultural Queensland – Multicultural Events must be made on a 2016–17 Application Form. Separate application forms are available under the funding categories of “Signature Events” and “Cultural Events”.
Submitting applications
Online applications are preferred. Before you make an online application you must first register with SmartyGrants. Please visit our website at https://www.communities.qld.gov.au/multicultural for information, including access to the application form, a guide to assist you to register and complete the form and contact telephone numbers for any technical issues.
If you do not have an internet connection or are unable to access the online application, you can contact Multicultural Affairs Queensland to request a hard copy of the application form. To submit your hardcopy, you can either:
· POST/EMAIL to Multicultural Affairs Queensland (see postal and email addresses above), OR
· HAND-DELIVER to “Decipha” Tender Box Service at 2 Duncan Street, WEST END.
Closing date
Applications are to be submitted by Friday 26 August 2016.
Late applications
An application received after the closing date will be considered late. Late applications may not be accepted and will be considered secondary to the applications received by the closing date.

4. Funding priorities – Multicultural events
Eligible organisations from across Queensland are encouraged to submit funding applications for diverse multicultural events with practical strategies to:
· enhance appreciation and recognition of diverse cultures in Queensland
· promote community awareness about the benefits of multiculturalism
· foster cohesion across diverse cultural groups and the wider community
· facilitate increased understanding and cohesion between diverse cultural groups.
The “Signature Events” funding category is established to support high profile multicultural and diverse cultural events across Queensland that have strong community support and attendance, and have strategies in place to increase community awareness of Queensland’s cultural diversity and its benefits.
The “Cultural Events” funding category is established to support different forms of multicultural celebrations including events that promote acceptance and understanding of a particular culture or religion by other cultural groups and by the wider community.
Community support is vital to successful delivery of diverse cultural and multicultural events. Organisations are encouraged to involve people from diverse cultural backgrounds in events planning and delivery and demonstrate these inclusive aspects in the application. Any evidence of support, if available, should also be included in the application.
Organisations are encouraged to work collaboratively to develop joint applications for similar events that will be held around the same time and within nearby locations.
Organisations are also encouraged to consider developing events that would support promotion of Queensland Multicultural Month in August 2017. (Timing of Multicultural Month is subject to approval and formal announcement)
The Government anticipates that a government contribution to multicultural events will help strengthen community harmony and participation. It is necessary to specify in the application how the requested grant supports increased community harmony and participation.
5. Funding categories and grant levels
A. Signature Events
Established multicultural events within a particular region or community in Queensland that involve local communities in planning and delivery of diverse multicultural activities under a multicultural festival framework.
(Pending availability of funds multi-year or recurrent funding may be provided to approved Signature Events. Funded organisations will need to successfully accomplish all grants requirements annually, and notify intention to continue the event in future years.)
Funding amount
Maximum grant – $20,000 per event (excluding GST)
Multi-year or recurrent funding may be available for approved signature events.
Funding objective
Promote cohesion, acceptance and understanding of cultural diversity and its benefits across the whole community to achieve positive intercultural interaction within an identified region through community engagement and innovative festival programming.
Funding criteria
Mandatory:
· An established event that has been undertaken annually in the past five years with an average attendance of 8000 or more. (Required attendance reduced to 6000 for any proposed events that will be held outside the more populated regions of Brisbane, Logan and Gold Coast)
· Demonstrated evidence – support letters signed by individual cultural groups or endorsed by a group of diverse cultural groups, that the event has strong support and participation from diverse cultural groups.
· Demonstrated evidence that the event’s purpose aligns with the Multicultural Recognition Act 2016 (https://www.legislation.qld.gov.au/LEGISLTN/ACTS/2016/16AC001.pdf), and the event supports promotion of the legislation.
· Demonstrated evidence that the organising committee/working group involves people from diverse cultural backgrounds.
· Demonstrated implementation strategies that promote positive interaction between Queenslanders from diverse cultural backgrounds and the wider community.
Desirable:
· Demonstrated in the funding application that you have a business plan in place with practical strategies to strengthen the event’s funding base without government funding.
· At least 50 per cent of the event’s budget (excluding in-kind contributions) is supported by private sponsors or other funding programs.
· Demonstrated support from the local government.
B. Cultural Events
Multicultural events held on particular dates of cultural significance or celebrations of cultural heritage and/or diversity organised by established or small and emerging communities.
(Pending availability of funds multi-year funding may be provided to approved Cultural Events. Funded organisations will need to successfully accomplish all grants requirements annually, and notify intention to continue the event in future years.)
Funding amount
Maximum grant – $10,000 per event (excluding GST)
Funding objective
Promote community cohesion and an increased understanding of the culture and heritage of established or small and emerging communities in Queensland by people from the wider community.
Funding criteria
Mandatory:
· Have a specific focus on a particular culture or religion, or a small multicultural celebration.
· Demonstrated practical measures to promote acceptance and understanding of a particular culture or religion by other cultural groups and by the wider community.
Desirable:
· Celebrations of significant/historic milestones achieved by an emerging community or established communities.
· Have measures in place to attract funding from different sources to increase sustainability.
Small and emerging communities are usually defined as having a Queensland wide population of less than 10,000 people of which a significant proportion have arrived in the last five years. This includes communities such as Afghan, Burundi, Burmese (Myanmar), Bhutanese, Chin, Congolese, Cuban, Eritrean, Ethiopian, Indonesian, Iranian, Iraqi, Karen, Korean, Kurdish, Liberian, Nepalese, Pakistan, Persian, Rohingya, Rwandan, Sierra Leone, Somali, Sudanese, Sri Lankan, Togolese, and any other relevant community groups.
6. Eligibility for funding
Incorporated community groups, local government agencies and non-government organisations that involve or support migrants and refugees from culturally and linguistically diverse backgrounds are eligible for funding under this program.
To be incorporated, the applicant is constituted and registered under relevant legislation such as the Associations Incorporation Act 1981.
What if your organisation is not incorporated?
Non-incorporated organisations should seek incorporation or approach an incorporated community organisation to auspice their proposed event or project. The incorporated auspicing organisation takes full responsibility for the legal and financial accountability of the proposed event.
Organisations must also hold public liability insurance to the value of not less than $10 million for their event, or provide evidence of plans to obtain insurance.
The applicant must have no outstanding financial accountability, service delivery or performance issues for funding previously provided by the Queensland Government. Any outstanding Acquittal Reports must be submitted before any new funding will be provided.
Indigenous communities who are planning an event can apply for funding when migrant/refugee groups are engaged as partnering organisations in the planning and delivery process. The target audience/participants for the event or project will also need to include migrant/refugee groups. The application will need to demonstrate evidence of this partnership and the targeting of migrant/refugee groups.
Only one application per event will be accepted.
Funding can be used to cover expenditure items including event coordination, venue and equipment hire, advertising and marketing, cultural performances, security, and other relevant operating costs such as printing, telecommunication, program planning and management, etc.
Funding will NOT be available for:
· capital expenditure, for example the purchase, repair, extension or renovation of buildings, motor vehicles, computers and photocopiers, stage/venue equipment or capital equipment of any kind
