SUPERINTENDENT, PRISONS

Applications are invited from suitably qualified individuals to fill one (1) vacant position of Superintendent of Prisons in the Prison Department of the Anguilla Public Service.

The post is in Grade C with a starting salary of EC $105, 780.00 per annum.

The key duties of the post are:

1.  Develop strategic plans for the management and development of the Prison.

2.  Direct and control the operations and administration of the Prison so as to ensure the achievement of security, incarceration and rehabilitation objectives.

3.  Ensure the enforcement of Prison policies, rules and regulations in daily operations.

4.  Investigate and report breaches of security or discipline and ensure the application of established corrective measures, policies and procedures.

5.  Maintain and inspect the Prison diary and related records and carry out investigations as necessary.

6.  Develop, implement and monitor programmes for the training and development of subordinate personnel so as to create and maintain effective levels of productivity.

7.  Prepare budget estimates and manage approved budgets.

8.  Ensure that supplies are purchased for the Prison and manage the distribution and use of stock.

9.  Prepare operational, informational and statistical reports on Prison functions.

10.  Develop policies to ensure the care, safety and welfare of prisoners, plant and equipment.

11.  Develop policies to ensure the safety and welfare of staff while on duty at the Prison.

12.  Ensure the implementation of rehabilitation policies, procedures, programmes and activities for the prisoners.

13.  Develop plans for the maintenance and improvement of facilities.

14.  Advise the Governor on applications for the early release of prisoners.

15.  Undertake performance evaluation of Officers.

16.  Participate in disaster management activities designed to prepare for, mitigate against and respond to disaster events.

17.  Develop and implement strategies for improving and maintaining a high level of Customer Service in the public sector.

18.  Perform other related duties as required by the job function.

Qualifications:

The incumbent must possess sound knowledge of the institutional, legal, operational and administrative framework in which the prison is administered, well developed knowledge of methods, techniques and systems of incarceration and rehabilitation, effective managerial, interpersonal and communicative skills, interpretative judgement and understanding of sociological and behavioural concepts and principles.

These knowledges, skills and abilities are normally obtains in the process of acquisition of a bachelor’s degree in Sociology, Psychology, Criminology or related behavioral science together with a certificate or diploma in Custodial or Security Management and at least five years in a similar or related job.
