The governing body met in regular session at 7:30 p.m., July 6, 2016 in the council room. Mayor Joe Mitchell and council members Alice Lackey, Ray Shinn, Mike Stallbaumer, Steve Bennett, and Jim Mitchell were present. Council member Bruce Hermesch was absent. Also present were City Administrator Matt Rehder, City Attorney Martin Mishler, Kylee Luckeroth, Brian Rusche, Bruce Deters, Jordan Weaver, Kendal Grimm, Dylan Blevins, David Key, Nancy Gafford, Teresa McAnerney, Bruce Stanley, Josh Winkler, Jackie Peterson, Angie Crider and Stacey Simmer and reporters Matt Diehl and Heidi Wolfgang.

Alice Lackey moved and Steve Bennett seconded a motion to approve the minutes of the June 15, 2016 regular council meeting. All five voted aye.

Jackie Peterson, Rainbow Communications, presented the Showcase Award for Building Smart Rural Communities to the City of Seneca council.

David Key and Teresa McAnerney were present the annual update for the Northeast Kansas Enterprise Facilitation. The city committed $5000.00 per year in funding until 2018.

Ray Shinn moved and Mike Stallbaumer seconded a motion to approve Appropriation Ordinance No. 1342, paying all bills. All five voted aye.

Amended rules for the Seneca Shooting Range were presented: A $5 per use fee for adults (18 and over). Users 17 and under use for free but must be accompanied by an adult with funds collected being used for maintenance and improvements to the range. The fee is paid at the time of key rental. Ray Shinn moved and Alice Lackey seconded a motion to approve the amended rules for the Seneca Shooting Range. All five voted aye.

Proposed cost of lighting of Main Street was presented. There will be 16 – 20 ft. poles; 18 – 14 foot poles at a total cost of $125,840.00. Jim Mitchell moved and Alice Lackey seconded a motion to approve the lighting without trash cans but with brackets as long as it stays within price range. If not come back to another meeting for approval. All five voted aye.

At 8:25 p.m., Alice Lackey moved and Ray Shinn seconded a motion to go into executive session for a personnel matter for fifteen minutes or until 8:40 p.m. to include Mayor, City Council, Matt Rehder, Jordan Weaver and Martin Mishler. All five voted aye.

At 8:40 p.m., Mike Stallbaumer moved and Alice Lackey seconded a motion to continue in executive session for an additional ten minutes or until 8:50 p.m. All five voted aye.

At 8: 50 meeting was reopened. Steve Bennett moved and Alice Lackey seconded a motion that no action be taken with Kendal Grimm until October 31, 2016. All five voted aye.

At 8:55 p.m., Alice Lackey moved and Jim Mitchell seconded a motion to adjourn the meeting. All five voted aye.
