Minutes of the Meeting of the Community Council held on Monday 14th November 2016 which commenced at 6.45.pm.in the Village Sports Hall.
The Chairman acknowledge the death of Mrs Jane Tyrrell and in paying tribute to her requested that Members stood and observed a minutes silence to respect her service to RCC.
Public Forum
Football Issues
Neil Hughes attended to represent the FC. Few issues still remain outstanding – arrangements in hand for the additional electric socket and outside tap and the completion of the external painting of the rear wall had still not been completed..
FC representatives raised the problem of the FC’s struggle to meet the weekly pitch fees and requested a reduction They also pointed out the radiators in the changing rooms were not working. They stated that players were resorting to fund raising to meet the costs. The CC noted their comments but referred them to the amount of help and financial support the CC had already given them in their quest to move into the higher league. The CC agreed to consider their request when setting the 2017/2018 budget.
Pitch fees remain outstanding for September/October totalling £250.00 . The FC were requested to forward the clerk details of the November matches in order that an invoice could be raised.
Mr Paul Cromwell congratulated the CC on their strident efforts in supporting the new green route proposal for the M4 Relief Road, and facilitating the forthcoming public consultation. He confirmed he was carrying out a ballot of residents seeking their response, with names, addresses and email addresses.
A Presentation by Mr Gavin Jones, RSPB, Community Engagement Officer for the Living Levels Partnership Programme was made. Members were furnished with full details and supporting literature. The programme will be wide and varied with “Pop-up” Exhibitions being held locally.

07/ 2915 Chairman’s Address
Chairman confirmed arrangements for Jane Tyrrells’ funeral and members agreed in the event of “family flowers only” a donation should be sent to Cancer Research..
Chairman stated the attendance had been excellent for the Remembrance Service held in St Mary’s church, and had felt very humbled by the experience.

It was resolved that the Chairman be authorised to sign the minutes of the monthly meeting held
on 10th October 2016 as a true and correct record of the meeting.
07/2917 Financial Matters and Schedule of Accounts
The Schedule of Accounts and Financial Matters dated 14th November 2016 were approved and signed by the Chairman.
Concern expressed over outstanding pitch fees, need for a meeting with STNP FC in the New Year.
Arrangements confirmed for a Working Party Meeting on Tuesday 22nd November, to appraise the findings of the M4 Green Route Public Consultation to be held on Saturday 19th November and review the Precept for 2017/2018 before setting the budget.

Situation on-going, suggest situation be re-visited in the New Year.
Co-option onto R CC
No responses as yet rec’d to letters of appeal to local organisations.
However a resident of Rogiet has expressed an interest in joining the CC.

Over-use of open green space adjoining old school building development.

MCC contacted. Matter referred to Mr. Roger Joy, Street Lighting Engineer, for his

VSH/ Playing Fields Issues
STNP FC
Situation on-going regarding documentation required from FC’s with regard to their Public Liability Insurance and H & S Policy relating to the dugouts and barriers. Need for clarification.
MUGA
Resident informed of the funding arrangements, he promised to order the materials and progress the work. He also suggested YC become involved to encourage ownership of the work being done. In the past YC had proposed a Graffiti project, they, have been reminded several times, matter on-going. Emails sent to MYS matter progressing.
VHS Inventory & Streamlining of Council Store Room
Matter in abeyance, needs to be progressed when time allows.
Little Tigers Day Care
Confirmation rec’d of LT’s registration, although inspection threw up the issue that there is very little natural lighting in the building. Suggest matter for consideration including problems surrounding outside lights. Members emailed details. .Clerk liaising with LT to formalize arrangements, and drawing up a Formal Agreement / Partnership
Playing Fields Car Park
Email rec’d from RH of MCC matters progressing but formalities have to be completed before charges can be implemented. Charges to commence asap. RCC will be kept informed.
Finance
Confirmation had been rec’d from other CC’s that they were not entering into shared cluster costs with regard to refuse collection and litter picking arrangements
Precept issues
Members reminded of the need to consider expenditure for 2017/2018 before Precept Meeting.
Re-installation of windows in VHS matter for discussion
Consideration to be given to raising quotation levels.

Members requested to be up-dated on MCC issues relating to Rogiet, following information rec’d
Publicising of 2017/2018 Budget doing the rounds
Free Car parking approved
Funding agreed for new secondary school
Road race agreed in principal with additional toilet blocks/ looking at length of road closures with a view to shortening them
Overhanging hedge at entrance to Buckland Close needs attention..
