PRESIDENT'S PONDERINGS

HAPPY NEW YEAR EVERYBODY: I sincerely wish all of you a joyous, prosperous and healthy 2017. This will be a very interesting and provocative year with the election of a new USA President that plans to departure greatly from the policies of our last President. My profound wish is for everybody to lighten up, take a deep breath, don't prejudge,and give our new President an opportunity to performas we did with past Presidents. Hopefully, a positive attitude will encourage us to be better neighbors at Horn Rapids.

ANNUAL HOMEOWNERS MEETING: There will be a required HOA meeting this spring. The date, time and place will be formally announced 20 days in advance by U.S. mail. Since this will be an election year for my 3 year position on the Board of Directors(BOD), the mailing will include voting ballots along with the 2016 Budget performance and the 2017 recommended Budget and Agenda. After the meeting, the BOD will approve the Budget and elect officers for one year. The BOD consists of 2 Homeowner voting members, 3 non-voting Homeowners, One City of Richland voting member and 4 Developer(Declarant) voting members.

The 3 non voting members are elected by the BOD each year. If anybody is interested in my position, which I plan to run for again,or any of the 3 non-voting positions, PLEASE E-MAIL with a very brief resume and why you want the position, ASAP, so I can inform the Homeowners of your desire. There is no need for the 3 current non-voting members to notify me.

HORN RAPIDS DEVELOPMENT: The information provided here is not to be considered absolute as it is what I have gathered from various sources without direction from the Developer, North Stone Richland, Stew Stone. Some of this has been previously written.

Traffic Lights: The plan is to install a traffic light at the intersection of Hwy 240 and Kingsgate Way and also at RobertsonDrive this summer.

New Entrance: The plan is to start construction of a new entrance on Hwy. 240, west of Kingsgate Way this spring.

Grayhawk: Phase I of 55 lots have been all sold toBuilders who are rapidly building homes. Phase II of another 55 lots is in final city review and infrastructure work should start this spring.

Apartments & Hotel: This is still being pursued, but a contingency plan is being considered.

Bike Path: The bike path along Hwy 240, as previously reported, is to be rebid this spring.

EMERGENCY SIRENS: Since we are in a Nuclear Power Plant Emergency Planning Zone, we have emergency sirens that have been installed near Horn Rapids and are periodically tested. Also all homes have been furnished with an emergency alert radio. If you do not have this radio, please contact Benton County Emergency Servicesat509-628-2600.

COMMON AREA: The Common areas continue to grow as Horn Rapids grows. This year we made many improvements including a newPlayground structure at Buchanan Park, landscaping Sandpiper stream, majortrimming of the large trees, installation of a second fountain and significant repairs of sidewalks and pathways. All of this was accomplished within budget with no dues increases expected in 2017. The landscaping contract with Heritage Landscaping will continue for one more year with a very minor increase over 2016. Additional common areas have been added to their contract. No major work is anticipated in 2017 other than replanting damaged trees and adding some new trees in needed areas.

A report of drones flyingaround Horn Rapids has disturbedsome Homeowners. There is no law or rule against drones except for invasion of privacy, so please keep drones away from neighbors and populated areas. Thanks.

The City of Richland has announced a moderate increaseof several dollars a month for irrigation water. We at Horn Rapids have one of the lowest costs of dependable irrigation water from the Columbia River.

SWIMMING POOL: The swimming pool will have major repairs done on the pool wall tiles and the deck coping/nosing this spring. We will also replace one of the solar panels at no cost.

RUN-TO-THE-BLUFFS: We had a very successful first annual Horn Rapids Fun Run. Due to the many volunteers, entry fees and donations, weobtained a positive cash flow of about $300 even though the weather was horrible. The plan is to have it earlier next yearto avoid the cool rainy weather. Prizes, medals, ribbons and ice were enjoyed by all.

Please, parents and children,be very careful at bus stopswhen there is snow on the ground and roadways. There were a number of minor car accidents because of our first snowfall, especially at intersections where there are some bus stops. Parents, please park your cars away from intersections when discharging or picking up your children.They can certainly walk a hundred feet or so.

ACC Report - Architectural Control Committee

Springis not that far off and it typically brings a flurry of project activity around the community. The ACC is geared to expedite reviews, if they are submitted in a timely manner. Please submit you applications and details of your project as early as you can, before you start the project. We generally get a lot of applications as soon as the weather moderates.

We want to remind the community that building permits are required by the City of Richland for a variety of home projects, even some that seem very straightforward. Most of the simpler projects involve a NO FEE building permit. The details are on the city’s web site or you can contact code enforcement at city hall. Examples are:

  • Retaining walls where any slope is involved
  • Decks
  • Patio covers
  • Fences
  • Swimming pools and swim spas
  • Interior remodeling valued over $500
  • Internal wall location changes

You are required to have your building permit before starting your project. The ACC will want to see the permit as part of their review as well.

The ACC’s job is to review post-construction additions and changes that residents want to make, to ensure compliance with community standards and MHA covenants. When you have your plan made, please complete the ACC application, attach your plans, and get them to the ACC Chairman – Bernie Femreite (375-0250). The application form is in the homeowners manual or Bernie can provide you one. The process is very simple and the committee is dedicated to a timely review. Please remind your new neighbors about this process, in case they have not been familiarized with the MHA requirement. This may cut down on the number of “freelance” projects that take place. You may get assistance or advice from any of the committee members:

I hope everyone had a great Christmas and I would like to wish everyone a Happy New Year!

CHRISTMAS PARTIES: It was unfortunate that we had a blast of extreme cold weather and snow for our adult Christmas party and the golf cart parade, fortunately the children’s was a success and the children made some beautiful snowflakes! It is always so wonderful to see the children enjoying themselves and visiting with Santa.

EASTER EGG HUNT: It is hard to believe that it is also time to start thinking about the Easter egg hunt. The hunt will be April 8th at 10:30 am and I am going to have an egg stuffing gathering on April 5th at my house at 9am. We will need approximately 1600 eggs stuffed. It is a great way to meet neighbors. If you are interested in helping please email or text me.

GARAGE SALE: It is also time to start thinking about the garage sale. The dates for the garage sale will be May 19th and 20th.

North Stone RV Storage

If you have storage needs, please contact Dick Westover, 205-5463, or Kim Hobbick, 375-1342, . We have spots ranging from 16' to 40' and there is a one time $35.00 security and registration fee. You can pay monthly, quarterly or yearly. If you pay for the year, you receive one month free. Spots are $1.00 per foot, so a 16' spot would be $16.00 a month. There is a dump station and water available inside the storage area. The area has a fiber optic security system and is monitored by ADT Security Company. Homeowners,

I hope you all had a Merry Christmas and a Happy New Year.

As the year ended we received enough snow to be able to play in it. I would like to remind the homeowners the golf course is not to be used for sledding, inner tubing, skiing, or any winter sport besides golf. What you don't realize is the damage that can be caused by these things. If there is damage to the golf course who do you think pays for it?

According to the CC&R's, which we all agreed to, the golf course is off limits to anyone not golfing. That means it is not a playground for your personal use, unless you have permission from golf course management to do so.

Please respect the rules of the HOA and the private property of the golf course.

DOG FECES-- I have noticed, since it snowed, there is a lot of dog poop that has been left for others to step in, or clean up as a courtesy to the community. Because there is snow on the ground that doesn't mean you don't have to clean up after your dog. Please be courteous of others and this community.

I don't understand why it is so difficult for dog owners to clean up after their dogs. Bags and waste receptacles are provided throughout this community. Please use them.

There are still some homeowners who let their pets use the golf course to leave their defecation on and don't clean it up; there are some who feel it is okay to throw pet waste from their yards onto the golf course.

Also, for those who live on the golf course, yard waste belongs in your garbage can not on golf course property.

These are all items that have been addressed in the rules for this community.

As we begin a new year please let's try to improve on these areas.

SAFETY--For those who don't know, we have had several attemped daylight break-ins and half a dozen car prowls. Please keep your homes and cars locked when you are gone or at night.

There were several new construction homes vandalized the last couple of weeks of November as well as one of the golf course greens. The vandalism seems to have stopped since then.

If anyone notices someone around the new construction area at night please call me. I will check it out as I live in the Boulders.

SOLICITATION--I have received several calls and have been reading about solicitors. It seems we had an influx of solicitors these past 2 months.

Our rule for solicitation is that they have to have a license from the city to solicit. If a solicitor does not have one I can ask him to leave.

Bill and Barb Wedberg welcomed a new grandson (Tyler Douglas Weber) on Oct 1, 2016. He was born to his parents Kari Lynn Weber (Daughter of Bill and Barb) and Douglas Grant Weber. He is a happy and very healthy baby, and we couldn't be more proud. While this is Doug & Kari's 1st child, it is now our 5th grandchild. We now have grandchildren that range from 18 years old all the way down to a few months.
