Minutes of the Holme on Spalding Moor Parish Council meeting held on Wednesday 21 December 2016 in the Methodist Church Hall

Public session
Karen Jones had asked to speak about speeding traffic at the west end of the village and also elsewhere in the village, the Clerk explained the initiatives tried by the Parish Council and reported that particularly on A roads there were no physical ways of slowing traffic. It was agreed that education and road markings were the way forward, Clerk to prepare a piece for Grapevine for approval by the Parish Council and this to be also shown to Karen. Clerk to ask the East Riding of Yorkshire Council Officer for the following;
ü Can the speed check carried out be repeated at a more sensible point as the survey was done too far to the east
ü Is it possible to have double white lines at the centre of the road on the bend
ü Is it possible to have road markings similar to those on the approach to Foggathorpe from the east
ü Is it possible to have a hand-held speed gun for residents to use
ü If a SID display unit is rented can it be moved during the 4 week period and how much would it cost to move it
Parish Council vacancy, a bye-election has not been called and the Parish Council has permission to co-opt someone to fill the vacancy. One expression of interest had been made but Parish Councillors felt that closeness to the Christmas holidays had stopped residents knowing about the vacancy and it was resolved to postpone co-option until the January meeting

ü Facebook page run by a resident, concern has been expressed at the insulting personal comments on this page directed against Parish Councillors. Concerns were voiced at the ridiculous comments plus that the Facebook page editor had allowed them on the page. It was resolved that there was nothing to gain from following this up

ü Leylandi trees in playing field, fence is being done
ü Grapevine, the next deadline is 27 January 2017. Delivery of the December edition had been done by Mel Raper and it took 17 hours, a contribution from Humber and Wolds RDC had offset the delivery costs
ü Adoption of BT telephone box, nothing to report
ü Donations to youth voluntary groups in the village from the pedestrian crossing fund, a list of the 6 youth voluntary groups was reported as being Toddlers Group, Weighton Wildcats, Youth Club, Holme Rovers Juniors, Scouts, Friends of Holme of School

ü Car parking in the centre of the village, Clerk reported on a meeting between Blacksmiths pub and 3 Parish Councillors. The car park has been closed off during the day as it has just been repaired at a large cost, discussions about how the car park could be opened again during the day raised some ideas and these will be explored
ü Play area update, the tender documents have been sent out to contractors and to WREN the grant body, completion date is planned for the end of April 2017. A meeting with the ERYC Commuted Sums Officer has led to an agreement that the formal opening of the new play area will take place in May 2017. A total of £80,000 will have been invested in the play area by then for the benefit of young people in the village for generations to come
ü In Bloom, all winter bedding plants are in and bulb planting has also taken place
ü Area outside school, to meet with School Head in new year
ü Litter bin siting, a bin has been ordered to be sited next to the zip wire
ü Christmas event was well received and the turn-out was seen as good. Joan Johnson was congratulated on the organisation of the Craft Fair and Santa’s Grotto
ü Spaldington Airfield Wind Farm Community Fund, East Riding of Yorkshire Council Fund manager to attend the January meeting
ü Salt bin at Sandholes, it was agreed to deliver some salt from stock
ü Speeding on Selby Road at west end of the village, covered earlier in the public session

Cheques were approved to the agreed list of youth voluntary groups as noted earlier in the meeting and the 6 groups each received £228.74
2017/18 precept request was signed by the Chairman, as reported at the November meeting the precept remained unchanged
It was resolved to draw down £8,000 of the loan already applied for

89/16 Reports
· Margaret Hobson reported a burst water drain on New Road and a blocked drain resulted, this has now been cleared and it will be monitored
· Anthea Waudby reported streetlight out number 1 at the Hawthorne/Sands Lane junction
· Richard Brook reported leaves gathering on the path between the play area and Beacon View also reported problems of traffic on the road between the Chinese takeaway and Old Road and suggested it should be made one way
· Madge Johnson reported streetlight 26 outside the school was still not working
