  1. This pre-qualification questionnaire should be read in conjunction with the accompanying Memorandum of Information (MoI). All defined terms within this document are explained within the glossary of the MoI.
  1. This document is one of sixdocuments that together make up the complete Pre-Qualification Questionnaire Package (PQQP) to be submitted toArds and North Down Borough Council
  1. This document is arranged in 4Parts (A, B, CD) as described below and all information sought in all parts must be provided and all questions answered.

  1. Failure by anEconomic Operator to complete all questions fully and in accordance with all requirements therein and to return the PQQP and all supporting information required by the submission date and time may result in the Economic Operator’s submission being rejected subject to Section 5 in the MoI.
  1. Where the role of anEconomic Operator is to be fulfilled by a Consortium of two or more organisations,they shall designate a “Lead Enterprise” who will complete PQQ1 document together with all required addendum and supporting documentation. All other members of the Consortium shall submit as part of the PQQP submission a completed Consortium Member Addendum (PQQ1C) document together with all required addendum and supporting documentation.
  1. Part D is scored and if the Economic Operator meets the minimum standard for Technical and/or Professional ability their overall score is used in ranking the Economic Operators.In the case of a Consortium the Lead Enterprise shall complete Part D of this document on behalf of the whole Consortium.
  1. For Consortium the ‘Member Designation’ given in response to question [A-02] of this document shall be maintained throughout the whole submission.
  1. All questions must be answered in English.
  1. Where a YES or NO response is requested, please clearly indicate the intended response within the drop down list provided - See [---] within document.
  1. A non-UK based Economic Operator is requested to answer any of the questions in this questionnaire that specifically refer to UK legislation by substituting, where relevant, the appropriate legislation or code of practice which is equivalent and applicable in its domestic jurisdiction.
  1. The Contracting Authority reserves the right to require evidence or additional evidence in relation to any answer given to questions in this questionnaire.
  1. The Economic Operator must, without undue delay, inform the Contracting Authority of any changes to the information provided in response to any questions in this questionnaire that may arise at any time during theEconomic Operator’sparticipation in this procurement process.
  1. This document has been electronically locked in order to maintain formatting and limitations to the size of responses to specific questions. An Economic Operator must enter its response within the text boxes provided in this actual document and adhere to the limit set on the number of characters. Answers submitted in any other replica documents created by the Economic Operator will be rejected in the interest of maintaining equality in the size and format of Economic Operators’ submissions.
  1. Economic Operators shall note that the number of characters includes spaces and paragraphs and is as calculated by the word processor and may vary slightly from the nominally declared value. For editing and spell checking purposes an Economic Operatormay wish to prepare its response elsewhere and paste it into this document.
  1. Unless specifically requested in the questionnaire, additional supporting information beyond that typed into the text boxes, will not be assessed. No general marketing or promotional material from the Economic Operator or any Subcontractor/Sub-consultant either in answer to any of the questions or for any other reason, should be included.
  1. Where supporting information is specifically requested it should be clearly marked with the number of the question in the PQQP to which it relates.This additional information must be in a font size no smaller than equivalent to 12pt Arial and be submitted in Microsoft word 2003 format.If there is a need to compress files please use WinZip using file extension “.zip”.
  1. An Economic Operatormust ensure that itsresponse to each question is relevant and focused on addressing the question asked. Each question will be evaluated only on the information provided in the response text box (es) provided for that particular question and any specifically requested and referenced appendices. No marks will be awarded for a particular question for information given in response to any other question or elsewhere in the PQQP.

PART B - Information as to economic and financial standing and compliance with EU/UK procurement legislation

Before completing Part B please read Section 5.5 in the Memorandum of Information (MoI).

For the avoidance of doubt, questions within Part Brelate to compliance and assessment of the Economic Operator’seconomic and financial standing and compliance with EU/UK Procurement Legislation and do not form part of the scored evaluation.

Notwithstanding this,an Economic Operator and itsSub-contractors must provide the information requested in these questions to ensure compliance. Economic Operators who fail to meet the minimum financial standing, fail to fully complete the compliance questions or for any other reason are deemed ineligible in accordance with the Public Contracts Regulations will be rejected.

It is the Economic Operator’s responsibility to ensure all information held by Constructionline in relation to the PQQP is up-to-date by the date of submission of the PQQP.

In order to be eligible to tender for a project an EO’s Constructionline Category Value (notation for a particular category of work) must be at least equal to the annual projected spend under the contract. This will be assessed on a pass/fail basis (e.g. a £10m project over 24 months would require a Category Value of £5m).

In the case of a Consortium, the combined Constructionline Category Value of the Consortium members must be at least equal to the annual project spend under the contract and no member of the Consortium shall have a Category Value of less than 40% of the annual project spend. (E.g. a £10m project over 24 months would require a Category Value of £5m with the minimum Category Value of a Consortium member being £2m).

In order for an Economic Operator to be eligible to participate in this competition they must have a Constructionline Category Value equal to or greater than the value set out in Table 1 below in at least one of the work Categories set out in Table 1a below.

Where the Economic Operator is a Consortium then the sum of their Constructionline Category Values must be equal to or greater than the minimum category value set out in Table 1 for the Economic Operator in at least one of the work Categories set out in Table 1a. No member of the Consortium shall have a Category Value of less than 40% of the minimum value required (refer to MoI, Section 5.5 (d)).
