Fix build warnings regarding comments in resources – should they be Annotation?

Eric supplied proposed dispositions to keep the elements as comments rather than switching to Annotation.

Discussion ensued regarding the advantage to switching to Annotation for consistency across the FHIR specification. Rob mentioned that Patient Care is looking at using Observation for Clinical Notes.

Jose mentioned that the change is a relatively minor technical change for implementers

OO on FHIR call will develop proposed dispositions and bring back to next week’s call.
