PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
SEPTEMBER 13, 2011
The Board of Beadle County Commissioners met Tuesday, September 13, 2011, pursuant to adjournment of August 31, 2011 with members present: Chair Drake, Vice Chair Benson, Werner, Marcus and Mattke.
Minutes of August 31, 2011was approved.
At 9:00 a.m., the County held a provisional 2012 Budget hearing, with no one in attendance.
Moved by Werner, seconded by Mattke, motion carried to authorize Skip McWethy, Beadle County Jail Administrator to purchase from surplus a 2006 Crown Victoria to be used for transport vehicle for $9,800.00, pending the State approves purchase using 24/7 money.
Moved by Marcus, seconded by Benson, motion carried to sign the Intergovernmental Agreement for 911 Dispatch between the City of Huron and the County.
Moved by Benson, seconded by Marcus, motion carried to sign the State Infrastructure Bank (SIB) Loan for the 2011 Flood Sites for $750,115.00.
Moved by Werner, seconded by Benson, motion carried to approve the following quotes for the replacement of culverts (quotes do not include the price of culverts) in Clifton Township with the quote awarded to VanderPol Dragline Inc as being in the best interest of the County:

Moved by Marcus, seconded by Werner, motion carried to authorize Randy Hoscheid of Pierce & Harris Consulting Engineers to start plans for replacement of Bridge No 03-338-100, Flood Site 113.
Moved by Werner, seconded by Marcus, motion carried to go into Executive Session for personnel at 11:40 a.m. pursuant to SDCL 1-25-2 (3). Chair Drake declared Executive Session over at 12:00 noon.
Moved by Benson, seconded by Marcus, motion carried to increase cell phone stipend of Dave VanDeWalle to $60.00 effective September 1, 2011.
Moved by Werner, seconded by Marcus, motion carried authorize NECOG to apply for a grant to help fund a Motor Carrier Agreement, pending other counties also being named in the grant application.
Moved by Marcus, seconded by Benson, motion carried to authorize Larry Neuharth, Beadle County Weed Supervisor to attend Weed & Pest Commission meeting in Sturgis September 12- 15, 2011.
Moved by Werner, seconded by Benson, motion carried to set bid date for October 11, 2011 at 10:00 a.m. for Standby Generator for Courthouse complete with Sound/Weather Enclosure.
Moved by Benson, seconded by Mattke, motion carried to adopt the following resolution:
RESOLUTION 09-01-11
GRANT SUPPLEMENTAL BUDGET
WHEREAS, UNANTICIPATED REIMBURSEMENTS WERE RECEIVED FROM THE STATE OF SOUTH DAKOTA FOR AMERICAN RECOVERY REINVESTMENT ACT (AARA) GRANT. THE FOLLOWING ITEMS WILL BE ADDED TO THE 2011 BUDGET YEAR.

NOW, THEREFORE, BE IT RESOLVED, THAT THE BOARD OF BEADLE COUNTY COMMISSIONERS DO HEREBY PROPOSE, MAKE AND MOVE FOR ADOPTION OF THIS GRANT SUPPLEMENTAL BUDGET IN THE ITEM SET FORTH ABOVE.

The Board instructed Mike Moore, Beadle County State’s Attorney to send a letter to the current Tax Increment Bondholders to re-negotiate the Tax Increment Bond Rate.
The Board discussed with Deb Bozentko, Beadle County Welfare Director the current policy of opening and closing of grave for indigent burial with no action taken at this time.
The board adjourned to meet next on September 29, 2011 at 9:00 a.m.
