SUBJECT: Solicitation Number SKS700-12-R-0011, Exterior Surface Painting Services at Yongsan Embassy Housing (YEH), U.S. Embassy Seoul, Korea.

The U.S. Embassy Seoul, Korea invites you to submit a proposal for Exterior Surface painting services at YEH, American Embassy Seoul Korea.

If you are interested in submitting a proposal, read the instructions in Section L of the attached Request for Proposals (RFP). If you intend to submit a proposal, you should thoroughly examine all documents contained in the contract solicitation package.

The Embassy intends to conduct a pre-proposal conference/site visit and all prospective offerors who have received a solicitation package will be invited to attend. The conference will be held at the GSO Conference Room at #10, Namyoung-dong, Yongsan-gu, Seoul, Korea on May 10, 2012 at 2:00 P.M. and the site visit will be conducted right after the pre-proposal conference on the same day.

If you intend to participate in the conference, please contact Mr. Cho, Yeong Yeon (Tel. 02-397-4679, Fax: 02-796-0516) to make necessary arrangements for access no later than 5:00 P.M. on May 8, 2012. Offerors are requested to limit the number of participants to two persons per company. Please be sure to bring the solicitation document with you to the conference. No extra copies will be available at the conference.

Submit any questions you may have concerning the solicitation documents in writing by 5:00 P.M. on May 8, 2012 so that a response can be provided at this conference.

Your proposal must be submitted in a sealed envelope marked "Proposal No. SKS700-12-R-0011 Enclosed" to “Judith H. Semilota, Contracting Officer, GSO, #10, Namyoung-dong, Yongsan-gu, Seoul, Korea” on or before June 4, 2012, 5:00 P.M. No proposal will be accepted after this time.

Complete Part II of the Standard Form 1442, including all blank spaces, and have the form signed by an authorized representative of your company, or the proposal may be considered unacceptable and may be rejected.

In order for a proposal to be considered, you must also complete and submit the following:

1. Section B;

2. Section K, Representations and Certifications;

3. Bar Chart illustrating sequence of work to be performed;

4. Additional information as required in Section L.

The contract will be a firm fixed price contract, with no adjustment for any escalation in costs or prices of labor or materials. Each offeror will be responsible for determining the amount of labor and materials that will be required to complete the project, and for pricing its proposal accordingly.

Please be advised that each offeror is responsible for furnishing complete information to its subcontractor and suppliers, such as details and quantities required by the drawings and specifications. Subcontractors and suppliers should not be referred to the Embassy or the Architect for determining the amount or quantities of materials required.

The Contracting Officer reserves the right to reject any and all proposals and to waive any informality in proposals received. In addition, the Embassy reserves the right to establish a competitive range of one or more offerors and to conduct further negotiations concerning price and other terms before awarding the contract, or to award without discussions.

SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS

B.1 SCOPE OF SERVICES

The contractor shall provide personnel, supplies and equipment for all Exterior Surface painting services at YEH for U.S. Embassy Seoul, Korea as described in Sections B and C of this contract, and the exhibits in Section J.

B.2 TYPE OF CONTRACT

This is an indefinite-delivery, indefinite-quantity type contract for exterior surface painting work. The contractor shall furnish services according to task orders issued by the Contracting Officer. Oral task orders may be necessary for emergencies, however, they shall be issued in writing within three days after issuance of the oral instructions. The task orders shall specify the location and type of work requested (see Section B.4 and the sample task order form in Section J, Exhibit 1).

The contract will be for a one-year period from the date of the contract award, with one (1) one-year option.

B.3 PRICES/COSTS

The prices listed below shall include all work, including all labor, materials, equipment, services, direct and indirect costs, insurance (see FAR 52.228-4 and 52.228-5), overhead and profit.
