20/03/4 MINUTES OF PREVIOUS MEETINGS

The meeting resolved that the minutes of the meeting held on Monday 20th February 2017 be adopted and on the proposal of Cllr Swetman and seconded by Cllr Sedgley that the Chair be authorised to sign them as a correct record of proceedings.

20/03/5 MATTERS ARISING FROM THE MINUTES

The meeting was updated that Cllr Loades has advised there is only funding in place for one more LCIS Newsletter. On the proposal of Cllr Douglas, seconded by Cllr Sedgley the meeting agreed to allocate an additional £1,200.00 to cover the next 3 editions while a solution is found to ensure future communication is maintained and distributed across the Parish.

20/03/6 REPORTS

6.1 County Councillor’s Report – No update

6.2 Borough Councillors’ Reports – Cllr Panter updated the meeting that he had written to Trevor Nicholl, Head of Recycling and Fleet at NuLBC, regarding the withdrawal of refuse & recycling collection services on un-adopted roads and the resulting issues residents have raised. Cllr Northcott advised the service must not stop without consultation and has requested the old service be restored; while some residents have had solutions NuLBC have been given until Wednesday 22nd March to put things right.

(ii) INCOME AND EXPENDITURE ACCOUNT

An up-dated income and expenditure account for the month of February 2017 was noted.

(iii) GRANT APPLICATION

The meeting considered an application under section 137 from Knighton Village Hall for a contribution to the cost of renovation of the toilets and lobby areas of £16,500.00. Councillors agreed to support the application, the sum to be determined at a future date. The application be deferred until the outcome of other funding applications to the Staffordshire County Council Community Fund which can be done in June 2017 and to Newcastle Borough Council and The Village Hall Consortium are known.

(iv) INSURANCE RENEWAL

The meeting noted the insurance premium renewal cost of £723.33 based on the sums insured (index-linked by 2%), and the covers detailed in the Council’s previous schedule of insurance, including insurance premium tax, and taking into consideration the Council’s long term agreement which expires on 31st March 2019.

20/03/8 TREE CHARTER

The meeting requested more information on the Parish Council becoming a Charter Branch; the link to their website will be sent to Councillors.

20/03/9 COMMUNITY FACILITY IN LOGGERHEADS

The meeting was updated that Cllrs Swetman and Douglas will be meeting Urban Vision on Wednesday 22nd March to receive an update on the feasibility study for a community facility in Loggerheads.

20/03/10 NEIGHBOURHOOD PLAN UPDATE

No change.

20/03/11 COMMITTEE REPORTS

To receive an update, if any, from the following Committees/Groups:-

11.1 Highways Committee – No update

11.2 Footpaths and Environment Committee – Cllr Chamberlain updated the meeting that the stile at Wesleyan Road has been repaired by The Market Drayton Ramblers and the plaque to Harold Bradbury has been put up. The walks are being used with positive feedback being received from walkers. The Hungersheath posts are in place and the discs will be put up by the end of the month when the updated leaflets go out.

11.3 Youth Sub-Group – Cllr Henshaw reported the group have met and an article will be in the next Community Newsletter regarding running special events, for example ten pin bowling and rock climbing. A Youth Action Project email has been set up and the age for participation lowered to Year 5.

11.4 Working Group on Strategic Planning Matters – Cllr Douglas confirmed the Inspector Report for Tadgedale appeal target date is Friday 25th March.

20/03/12 CORRESPONDENCE

The meeting was updated that Mucklestone WI had their bid to adopt the telephone box in Mucklestone accepted. The Head of Planning and Development at NuLBC has written asking if a meeting would be helpful; will review this on return of the Parish Clerk.

20/03/13 MATTERS REQUIRING ATTENTION WITHIN THE PARISH

The following matters were considered: Cllr Friend reported the collapsed drain had been filled in at the Church/B5415 in Mucklestone. Cllr Claydon reported Miscanthus had been cut back in Tyrley leaving debris on the road. Cllr Sedgley had reported fly tipping in Winnington which had been cleared and that he was charged for taking an old bath to the Leycett Lane Recycling Centre.
