SUMMARY OF ROLE

The Dublin DocklandsProgramme Officer isan exciting role in Waterways Ireland,and a key positionto assist the Dublin Docklands Development Manager in the delivery of the Action Plan for the Grand Canal Dock and Spencer Dock. The Programme Officer will report directly to the Development Manager and will have line management responsibilities for other members of the Dublin Docklands staff team as it develops. The post is for a fixed 3 year term.

The vision is to capitalise on the distinct settings ofthe Grand Canal Dock and Spencer Dock areas for their heritage & cultural value, recreational potential and gateway status. Waterways Ireland aimsto re-establish the docks as significant social and economic drivers of the city and to accentuate their importance as the gateway to the amazing inland waterways network of Ireland.

The Programme Officer will have responsibility in assisting the Development Manager with the delivery of this vision, in consultation with key stakeholders,and for the establishment of a structure for co-ordinated delivery of an integrated development, management and marketing vehicle for the docks.

KEY FUNCTIONS

  • Delivering the Dublin Canal and Docklands 'Animate through Festivals' Programme
  • Delivering the Dublin Canal and Docklands 'Participation through Events' Programme
  • Delivering the Dublin Canal 'Adventures Strategy'
  • Delivering the Ambassador/Warden Scheme for the Urban Canals and Docklands
  • Assisting the Development Manager to realise the potential of Grand Canal Dock and Spencer Dock by repositioning the docks as integral elements of Dublin's social, leisure, tourism, cultural and commercial profile
  • Communicating with key stakeholders who have an interest in the Grand Canal Docks and Spencer Docks
  • Researching & providingkey information, data and ideasto support the establishment of the docks as a vibrant recreational amenity, a living animated and energetic part of Dublin City and a starting point for visitors to travel along the canals through the midlands to the west
  • Marketing and promotion of the docks to include being an ambassador for the waterways and establishing the Waterways Ireland Visitor Centre as an important part of the waterways experience
  • Organising and delivering an ongoing programme of events to animate the docks and attract both city residents and tourists to the area
  • Management of the docks and canal campshiresto include commercial licences in the Greater Dublin area

DUTIES AND RESPONSIBILTIES

  • Preparing and undertaking formal presentations to stakeholders
  • Identifying and encouraging ideas from a wide range of sources and stakeholders and using them to develop future programmes
  • Providing regular reports to management
  • Establishing relationships with a wide range of stakeholders to support the delivery of business outcomes
  • Communicating with all stakeholders in the Grand Canal Dock and Spencer Dock areas in a straightforward, open and engaging manner
  • Encouraging stakeholders to meet the challenges of complex changes to the Grand Canal Dock and Spencer Dock areas
  • Co-ordinating and assisting with meetings of all relevant stakeholders
  • Identifying and sourcing relevant information, data and ideas from a broad range of internal and external sources
  • Analysing information, data and ideas using appropriate techniques, to weigh up a range of critical factors in supporting the decision making process. The postholder will be required to recognise patterns and trends in a wide range of data and draw conclusions, outlining costs, benefits, risks and potential responses
  • Providing various options and recommendations to the Development Manager based on sound rationale and accurate data
  • Assessing the costs, benefits and risks of a wide range of delivery options
  • Consulting with commercial experts to identify alternatives to realise more efficient outcomes balancing cost, quality and turnaround times
  • Developing, organising and co-ordinating appropriate cultural, heritage, sporting and tourism events both independently or in partnership with other organisations
  • Managing tours and supporting the education and sponsorship programmes in Grand Canal and Spencer Dock areas
  • Promoting all activities associated with or on the water at the Grand Canal Dock and Spencer Dock and the waterway experience through the midlands to the west.
  • Creative and smart marketing and promotion of events utilising both traditional and digital channels
  • Identifying and understanding the legislative and regulatory framework in which the development of the Grand Canal Dock and Spencer Dock will operate, including project approvals and assurance procedures
  • Developing and reviewing policies, procedures and systems to provide good governance

The above list is not exhaustive and the post holder may be required to take on other duties and responsibilities for the effective and efficient performance of their role.

The function of the ProgrammeOfficer will be subject to regular reviews and the successful candidate may be required, at the discretion of the Dublin Docklands Development Manager, to relinquish some functions and/or take on additional functions following such reviews.
