Position Title : Monitoring & Evaluation Associate, Hariyo Ban Program

Reports to : Monitoring & Evaluation Specialist, Hariyo Ban Program

I.  Major Function

The Hariyo Ban Nepal ko Dhan Program’s overall goal is to reduce adverse impacts of climate change and threats to biodiversity in Nepal. The Monitoring and Evaluation Associate will assist in implementation of monitoring framework and activities of Hariyo Ban Program in close coordination with the M&E Specialist.

II. Major Duties and Responsibilities:

1.  Database Management Under the direct supervision of the M&E Specialist, the M&E Associate will be primarily responsible for maintaining and updating the database system in close coordination with the program units and field office, as required. S/he will assist the Core partners in field testing and necessary improvements of the datasheets.

2.  Monitoring and Reporting

Carries out regular field monitoring of Hariyo Ban activities implemented by Core partners in TAL (Terai Arc Landscape) and CHAL (Chitwan Annapurna Landscape). Supports M&E Specialist in planning and executing joint field monitoring by Hariyo Ban core partners and other stakeholders. Supports in refining monitoring framework as needed, including checklists, matrixes and formats. Assists the M&E Specialist in output and outcome level monitoring of the interventions at the central level and project level.

Responsible for collecting and compiling quarterly and annual performance reports from Core partners and necessary activity level data from the field. S/he assists M&E Specialist in periodic progress reporting including progress on the M&E indicators.

3.  Compliance and Knowledge Management

Circulates the updated database to wider audiences. Analyzes the datasets to measure the progress at multiple levels, and their contribution to achieving Hariyo Ban’s goal and objectives.

4.  Develop and review the success indicators of Hariyo Ban project as and when required

Provide necessary data and their analysis to donors and network in their prescribed format which may include some financial reporting. Ensure all field offices follow WWF Projects/Program Management Standards (PPMS) and assist in ‘Define’ and ‘Design’ of any new projects. Create project database in ‘connect’ with ample information and upload documents in USAID TraNet in a timely manner.

5.  Document Management System (DMS)

Serves as the document management champion within Hariyo Ban for all program units. Maintains special management on maps in coordination with Senior GIS Manager/GIS Associate, WWF Nepal. Assists the M&E Specialist in collecting and collating monitoring data from field projects to measure progress, contribution and impacts against the project/program targets and milestones (output, outcome and impact)

6.  Capacity Building

Assists the M&E Specialist in training the program and project staff through workshops on monitoring and the associated tools and methodologies. Supports in designing and conducting sessions on the concepts and practices of monitoring with partners

7.  Provides technical inputs and supports in Small Grant Management:

Provides technical inputs to the units while reviewing the reports. Ensure Small Grants Program and other similar research studies with students. Assists M&E Specialist in lesson learned/reflection workshops or reviews. Produces proceedings and compendiums of the workshops and seminars.

8.  Any other duties

Any other duties in relation to the above as assigned by the Supervisor.

IV.  Working Relationships

Internal: Interacts frequently with other program staff, operations staff and field staff

External: Regularly communicates and networks with partner organizations as relates to the position description.

V. Minimum Requirement

Knowledge: A Bachelors degree in Environment Management, Development or a related field

Experience: The ideal candidate for this position will have at least two years of work experience in monitoring and database management. Knowledge and use of staistical tools is required.

Skills and Abilities: The ideal candidate for this position will have a high level of attention to detail as well as a high level of enthusiasm for his/her work and the organization. Good skills in microsoft office programs along with strong communication and organizational skills is desired. The candidate should be effectively able to prioritize and work under time constraints, using initiative and judgement. Strong interpersonal and team-player skills are essential.
