Chairperson Gessner called the regular meeting to order at 6:39 pm. Roll call was taken.

APPROVAL OF MINUTES
- Commissioner Kirkevoldmoved andCommissioner Triseconded to approve the April 20, 2016 minutes as written. Motion carried 4-0.
UNFINISHED BUSINESS
2. Rum River Ridge Park Dedication
a. Dedication discussion
Interim City Administrator Larson reported that the City Council came to an agreement with the developer that the park dedication include the lot with a value of $70,000 and an additional $48,000 in cash, with the grading that has been completed at no charge. The developer did say he would like to be paid for the paved parking area that was put in with the street for approx. $3,000.
The Park Commission recommended the following sequence of improvements to the Rum River Ridge Park: 1) seeding and additional grading if needed; 2) purchase/placement of playground equipment; 3) metal shelter with cement pad and picnic table; 4) border and wood chips.
b. City Engineer update on blacktopping of parking stalls when Blackfoot done
Chair Gessner noted that the initial blacktopping for the parking area has been completed. Only the first layer of pavement has been applied to the street, so an additional cost will be incurred when the wearing course layer is installed next year. Interim City Administrator Larson explained that per the city engineer the estimated cost to pave the parking lot is about $3,000, not counting any additional fill that may be needed. For safety reasons, a parking lot barrier should also be added. Assistant Public Works Director Anderson will check into the costs of both cement and plastic “curbs” for the parking stalls and forward that information on to the commissioners. Seeding will be completed by staff within the next couple of weeks.
MOTION: Commissioner Tri moved, seconded by Commissioner Kirkevold to have staff put together a written quote for the cost of a shelter, picnic table, cement slab, parking area safety curb, play area wooden border, wood chips, seeding, and labor costs for the Rum River Ridge Park with those costs to be submitted to the City Council. Motion carried 5-0. Quote information will be emailed to Park Commissionersprior to submission to City Council. If there are any questionable costs, the Chair may call a special meeting to review the written quote before sending it on to Council.
Chair Gessner noted that Interim City Administrator Larson had stated more than once that staff labor costs will need to be included for budgeting purposes and asked why this is being required now, as it has not been required in the past. Interim City Administrator Larson said this is required per the direction of City Council.

7. Tri to update on possible purchase of playground equipment
Commissioner Tri reported that Game Time Equipment has abrand new Power Scape playground structure available at a highly discounted price. The cost of the equipment with labor to install it will be approx. $29,200 with another $2,500 for wood chips and border, bringing the total to approx. $32,000. The remaining $16,000 will be used to install a shelter, picnic table, and possibly benches. Commissioner Tri was asked to contact the seller and ask for the equipment to be held for the City of Oak Grove until an approval is received from City Council. Both Commissioner Tri and Assistant Public Works Director Anderson will work together to coordinate the equipment purchase and preparation of the lot for the equipment.
MOTION: Commissioner Tri moved, seconded by Commissioner Anderson to recommend the City Council purchase the Power Scape equipment including installation of the equipment from Game Time Equipment for Rum River Ridge Park. Commissioner Tri will secure a written quote for purchase and installation to submit to the City Council. Motion carried 5-0.
- Shade Tree Commons Park update on installation of wood border
Public Works will install the 6x6 treated wood border later this summer. The quote for the border is $500 plus labor.
- Trail connection update from Council meeting
Interim City Administrator Larson explained that according to Karen Blaska, Anoka County Parks Planner, the cost of the trail connection may not change from the original estimate of $15,000. Plans and specifications are being prepared and the work will be bid soon.
- Diane Grabow Park update on seed options/burn
Tabled until next month.
6. Will Ridge Park playground equipment
In follow-up to the April 20 meeting, Commissioner Kirkevold reported that 25 units at the Oaks of Lake George have grandchildren that visit. The Commission consensus is to table this item to an unspecified future date.
NEW BUSINESS
8. Park Commission discussion items
Rum River Meadows Park - Commissioner Anderson commended the geo caching group for doing an excellent job of cleaning up the Rum River Meadows Park. She reiterated that excessive amount of damage to this park because of 4 wheelers. This park needs to be patrolled by the Sheriff Department on a regular basis; averbal request by Councilmember Wylie was to have been presented to the Sheriff at the last Council meeting. The park hours sign is incorrect and needs to be replaced with a current sign. This item to be placed on the June agenda for further discussion on required signage and options to prevent further damage to the park.
