Subject: Big Creek Hydroelectric Project (FERC No. 10721) Notice of Intent, Preliminary Application Document, and Request to Use the Traditional Licensing Process

Dear Ms. Bose,

The Idaho Aviation Foundation (IAF) is pleased to submit its’ Notice of Intent (NOI) and Preliminary Application Document (PAD) for the Big Creek Hydroelectric Project (Project; FERC No. 10721). The Project includes an existing development at Big Creek, on McCorkle Creek, located 24 miles northeast of the town of Yellow Pine in Valley County, Idaho.

In conjunction with this filing, IAF is requesting that the Federal Energy Regulatory Commission (Commission or FERC) designate it as the Commission’s non-federal representative for the purposes of consultation, pursuant to section 7 of the Endangered Species Act and the joint agency regulations thereunder at 50 CFR Part 402, Section 305(b) of the Magnuson and Stevens Fishery Conservation and Management Act and the implementing regulations at 50 CFR § 600.920 and Section 106 of the National Historic Preservation Act.

This submittal is being electronically filed with the Commission. Two courtesy copies are being mailed, simultaneously, to the Commission.

In accordance with 18 CFR § 4.32, we are also submitting paper on electronic copies of the NOI and PAD to the entities on the attached Distribution List. Also pursuant to the Commission’s regulations, a notice will be published in local newspapers, and the PAD will be made available on the IAF website, http://www.idahoaviationfoundation.org/projects.php.

Also included within our NOI is IAF’s request to FERC for authorization to use the Traditional Licensing Process (TLP).

Interested organizations and members of the public may file comments regarding IAF’s request to utilize the TLP directly with FERC within 30 days of the filing date of this request, and should reference the Big Creek Hydroelectric Project (FERC No. 10721).
