DRAFT GENERAL SUMMARY OF THE WORK OF THE SESSION

1. Mr Øystein Hov, the President of the Commission for Atmospheric Sciences (CAS), opened the seventeenth session of CAS on Monday, 23 October 2017 at 9 a.m. in the Patra Bali Hotel, Denpasar, Bali, Indonesia. ORGANIZATION OF THE SESSION

THE COMMISSION FOR ATMOSPHERIC SCIENCES,

Approves the provisional agenda as proposed by the President of CAS;

Adopts the establishment of committees in accordance with Regulations 23 and 32, as follows, and such other committees, as it deems necessary:

Annex 1 to the general summary of the work of the session

Provisional annotated agenda

1. ORGANIZATION OF THE SESSION

1.1 Opening of the session

The seventeenth session of the Commission for Atmospheric Sciences (CAS-17) will be held in Denpasar, Bali, Indonesia, from 23 to 24 October 2017. Information on material arrangements for the session is provided in CAS-17/INF. 1. The session will be preceded, from 20 to 22October 2017, by a three-day Science Conference entitled “The Science Summit”.

1.2 Approval of the agenda

In accordance with General Regulation 160, the provisional agenda will be submitted to the Commission for Atmospheric Sciences for approval at the opening meeting and may be amended at any time during the course of the session.

1.3 Establishment of committees

The Commission will be invited to work in plenary throughout the session. Committees for the session will be established. These will include:

(a) Credentials Committee;

(b) Nomination Committee;

(c) Drafting Committee;

(d) Coordination Committee.

1.4 Programme of work of the session

The Commission will agree upon:

(a) Working hours of the meetings: 9h00-12h00 and 14h00-17h00;

(b) Tentative programme of work for the session.

2. REPORTS

This agenda item provides overviews of the accomplishments and directions of the activities of, and matters related to the Commission since its sixteenth session, as summarized in the reports by the President, chairpersons of the programmes and the responsible Director. Matters which require detailed study or subsequent action, for example future activities, can be referred to the relevant Committee or, when appropriate, to the subsequent agenda items of the session.

2.1 Report by the President of the Commission

The President will summarize matters related to high level, cross-cutting or liaison activities and accomplishments of the Commission, managed by the CAS Management Group during the intersessional period. Specific reference will be made to progress related to the six emerging challenges and opportunities for the decade to come in Section 9, Abridged Final Report of CAS16.

2.2 Report by the Chairperson of SSC WWRP

The President will briefly introduce the World Weather Research Programme (WWRP) and request the Chairperson of the Scientific Steering Committee of the World Weather Research Programme (SSC-WWRP) her report on the Programme, its achievements, current activities and future plans.

2.3 Report by the Chairperson of SSC EPAC

The President will briefly introduce the Global Atmosphere Watch (GAW) Programme. He will request the Chairperson of the Scientific Steering Committee on Environmental Pollution and Atmospheric Chemistry (SSC-EPAC) to present his report on the Programme, its achievements, current activities and future plans.

2.4 Report by the Director of the Atmospheric Research and Environment Branch (ARE) of the Research Department (RES)

The Director, Atmospheric Research and Environment (D/ARE) will report on the progress and developments within CAS since the sixteenth session from the perspective of the WMO Secretariat, especially in fostering collaborative and cross-cutting research in the context of WMO strategic direction.

3. SCIENCE TO SERVE SOCIETY: RECOMMENDATIONS

Under this agenda item the Commission will be invited to make specific recommendations on:

3.1 Science for Services

Developing and implementing a new interactive model for integrating research and development (R&D) and operations to apply the best science for improving all components of the service value chain including weather, climate, water and related environmental services.

3.2 Seamless prediction in 2023

Making fundamental advances in the understanding of the Earth system and improving predictive capacity at all time scales in a seamless context across weather, climate, water and environment.

3.3 Future infrastructures

Planning and investing in future infrastructures (computing, data-handling, observations, etc.).

3.4 Nurturing scientific talents

Guaranteeing the sustainable development of science; breaking through geographical, gender and age barriers; ensuring institutional continuity and transfer of knowledge.

3.5 Innovation and resources

Catalysing innovation and mobilizing resources in WMO science, globally and locally.

4. ELECTION OF OFFICERS

The Commission will be invited to elect a president and a vice-president to hold office until, at least, the next Congress taking into consideration the on-going review of the governance structures of WMO. Details regarding eligibility and procedures for elections are given in Regulations 11, 26, 79 to 82, 84, 86, 89, and 184, as well as under the provisions of Resolution 37 (Cg XI). Members of the CAS Management Group will be elected while the chairpersons of the SSC-WWRP and SSC-EPAC will also be selected to provide leadership to the WWRP and GAW Programmes for the same period.

5. CLOSURE OF THE SESSION

The seventeenth session of the Commission for Atmospheric Sciences is scheduled to close at 5 p.m. on 24 October 2017.
