The Council of the City of Oregon met Tuesday, April 8th 2014, 5:30 P.M. City Hall Council Chambers.

Commissioner Thomas Izer started the pledge of allegiance.

Commissioner Patrick Wiesner moved to approve the March 25, 2014 minutes, Seconded by Commissioner Thomas Izer.

Commissioner Thomas Izer moved to approve Resolution No. 2014-1, Motor Fuel Tax Maintenance of Streets, Seconded by Commissioner Patrick Wiesner.

Mayor Tom Stone moved to approve Resolution No. 2014-2, Authorizing the Execution of a Law Enforcement Mutual Aid Agreement, Seconded by Commissioner Ken Williams.

The Intergovernmental Agreement with the Illinois Office of the Comptroller Debt Recovery was tabled.

Rick Ryland was present to dispute a water/sewer bill on behalf of Carol Long who resides at 1005 S 3rd Street. She had a toilet that was running continually in the basement, making her bill $1,452.44. He is asking the Council to reduce or forgive the bill sent out. She is trying to sell her house to move into a nursing home. Commissioner Patrick Wiesner felt sympathetic; however we have to keep in mind that the citizen’s equipment failed not the cities. It was suggested that she can either make payments or put a lien on the property.

Jeff Pennington, Water and Sewer employee said adjusting her bill could set a precedent. Anyone that has had or will have a leak would be expecting a credit. He suggested that she shut her water off inside or call water department to shut off outside when leaving town.

Mayor Tom Stone asked City Attorney Paul Chadwick to find out the cost of putting a lien on the property. That way when the property sold the bill would be paid at the closing. He also suggested that she pay her normal amount until the Council makes a decision.

Commissioner moved to adjourn the meeting, Seconded by Commissioner.
